Minute No. 786 Washington County Commissioners
Washington, PA, March 2, 2006
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Bracken
Burns, Larry Maggi and Diana L. Irey. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda
Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joy Sprowls and Joann Metz,
Commissioners' Office; Tim Kimmel, Director of Human Services; Melanie Finney, Planning Commission; Deputy Don
Jones, Sheriff's Office; Pastor Paul Mitchell, River of Life Christian Fellowship Church; Gus Impiccini, American Legion
Post 391; Harry Wilson, Director of Veterans Affairs; Michelle Miller and Carrie Taylor, Human Relations; Tom Jess,
Courts and Probation Services; Larry Spahr, Director of Elections; Nancy Bielawski, Director of Purchasing; Dan Briner,
Director of Information Technology; William Cramer and Derrick Long, interns of the Sheriff's Office; Paul and Dorothy
Bennett. John Rotherham and Carl Maggi, interested citizens; members of SEIU Locals 1199 P and 668; Barbara Miller,
Observer -Reporter; and Randy Gore, WJPA.
Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m.
Pastor Mitchell led the meeting with a prayer.
Mr. Impiccini led the Pledge of Allegiance.
Co -Chairman Maggi entertained a motion to approve Minute No. 785 dated February 16, 2006.
Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 785 as written.

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
None
Co -Chairman Maggi welcomed Tom Jess back to work. He noted Mr. Jess has just returned from active duty.

PUBLIC COMMENTS
Ron Bogan, a member of SEIU and employee of the Health Center, urged the Board to work with the union to
negotiate a fair contract the employees of the County can accept. Mr. Bogan also presented the Board with a thirty -
page petition urging a settlement with the union.
OLD BUSINESS

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution authorizing
and approving all actions, documents, instruments and related matters necessary and required of the County of
Washington by the Commonwealth of Pennsylvania for the purpose of making a grant to the Washington County
Authority under the Redevelopment Assistance Capital Grant Program for the development of the real proper and
improvements located in Cecil Township, Washington County, and known as Western Center provided that the

Washington County Authority enters into an agreement to indemnify the County of any claims against the County in
regard thereto.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Resolution and Indemnification
Agreement for the Washington County Authority.

Chief Clerk presented to the Board for their consideration and approval authorization to advertise for proposals
from qualified engineering firms to complete NBIS inspections of approximately 120 structures for the 2007 cycle
including an option to renew the contract for an additional two cycles. All bridges over twenty feet in length must be
inspected per federal criteria.
Moved by Mr. Burns, seconded Mrs. Irey, approving authorization to advertise for proposals to complete NBIS
inspections as per above.

Chief Clerk presented to the Board for their consideration and approval authorization to advertise for proposals
with cost from qualified engineering firms to complete a phase I Stormwater Management Study for Washington County
pursuant to Act 167. Final negotiated costs for this study will be utilized to develop a grant application to DEP for the
Phase I study which will determine an overall scope and cost analysis for addressing stormwater issues within the
County from which Phase II analysis, priorities and recommendations can be developed per watershed.
Moved by Mr. Burns, seconded by Mrs. Irey, approving authorization to advertise for proposals to complete
Phase I Stormwater Management Study as per above.

Chief Clerk presented to the Board for their consideration and approval a contract change for the weather
equipment at the Washington County Airport. The existing contract is for $150 per month with CLH. This company
was recently acquired by Vaisala, Inc. who has requested a revised contract reflecting their name. The contract will
remain at $150 per month but the contract termination clause has changed to sixty days notice.
Moved by Mr. Burns, seconded by Mrs. Irey, approving the contract change for weather equipment at the
Washington County Airport as per above.

Moved by Mr. Burns, seconded by Mrs. Irey, approving the rent rate for the Washington County Office Building
as per above.

Chief Clerk presented to the Board for their consideration and approval the following Long Term Disability rate
with CIGNA for salaried employees and Probation Officer employees at .22 per thousand covered Long Term Disability
at the approximate monthly cost of $2,210 for the period of April 1, 2006 through December 31, 2008.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing Long Term Disability rate with CIGNA.

Chief Clerk presented to the Board for their consideration and approval the 2005-2006 provider service
agreements with the following providers. The contracts will remain in effect until either party notifies the other party in
writing of their intent not to renew under the current terms.

Chief Clerk presented to the Board for their consideration and approval a request from the Washington County
Health Center to grant attending staff privileges to Grace C. Haung, MD, who has joined Dr. Urrea's practice. No
County dollars are required.
Moved by Mr. Burns, seconded by Mrs. Irey, approving the request grant attending staff privileges to Grace C.
Haung, M. D. as per above.

Chief Clerk presented to the Board for their consideration and approval an addendum with the Washington
County Transportation Authority to increase the Medical Assistance Transportation Program amount by $506,261 for a
total amount of $2,131,096 to manage and provide medical assistance transportation services to eligible residents. This is
for the period July 1, 2005 through June 30, 2006. No County dollars are required.

Transportation Authority as per above.

Pennsylvania, Department of Transportation to increase the Medical Assistance Transportation Program amount by
$506,261 for a total amount of $2,131,096 to manage and provide medical assistance transportation services to eligible
residents. This is for the period July 1, 2005 through June 30, 2006. No County dollars are required.
Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing addendum with the Washington County
Transportation Authority for an increase to the Medical Assistance Transportation Program amount.

Chief Clerk presented to the Board for their consideration and approval participation of eight staff members of
Children and Youth Services to attend the American Humane's 2006 Conference on Family Group Decision Marking
from June 5, 2006 through June 8, 2006 in San Antonio, Texas. The estimated cost is $9,000 and will be paid as
follows:
$5,000 FSSR Grant
$4,280 CYS budget
$720 County match
Moved by Mrs. Irey, seconded by Mr. Burns, approving the participation for staff members of Children and
Youth Services to attend the above -mentioned conference.

ANNOUNCEMENTS
An Executive Session was held on March 1, 2006, immediately following the Agenda Meeting as
an information session related to personnel issues.
The quarterly Salary Board Meeting will be held today immediately following the Board meeting.
