Irey. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joy Sprowls Commissioners' Office; Tim Kimmel, Director of Human Services; Melanie Finney, Planning Commission; Sheriff Sam Romano and Chief Deputy Sheriff Jim Dalessandro; Tim McCullough, Director of Human Relations; Jeff Donahue, Parks and Recreation; Tom Uram and Don Vosnick, Greater Washington Numismatic Association; Pastor Tom Michalko, Claysville United Methodist Church; Dave Blose, Forty and Eight; Congressman Tim Murphy, State Representative Tim Solobay; Frank Arcuri, Peters Township Council; Wally Klein, Jim MacCumbee, Vi Doughton and Debra Valentino, Canonsburg Lake Study Committee; Bob Griffin, Gary Stokum, Susan Morgan and Joan Jessen, Washington County Watershed Alliance; Pete Lorenzo, SEIU; Carl Maggi, John Rotherham, John Adams and Harry Sabatasse, interested citizens; Barbara Miller, Observer -Reporter; Jim Jefferson, WJPA and Emily Eteka, PA Focus. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Pastor Michalko led the meeting with a prayer. Mr. Blose led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 788 dated April 6, 2006. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 788 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring April 16-22, 2006 as "National Coin Week". Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Mr. Uram accepted the Proclamation and thanked the Board for their support. He briefly mentioned the use of currency in our everyday lives and noted the fun hobby of coin collecting. He presented the Board members with a set of collectible nickels. At this time, Congressman Murphy presented to the Board of Commissioners a check in the amount of $250,000 to enable the U. S. Army Corps of Engineers to study the restoration of Canonsburg Lake. Congressman Murphy commented on the importance of the proposed project which will dredge lake sediment and noted the monies will be used to start the process of removing sediment from the bottom of the lake. Ms. Valentino, of the Save Canonsburg Lake Committee, thanked Congressman Murphy and the Board of Commissioners for their on -going support for this very important matter. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA John Adams, of Avella, questioned Congressman Murphy about repairing Dutch Fork Lake. Congressman Murphy reported that Dutch Fork Lake as been placed on an appropriations list to pay for repairs, possibly with money from state taxpayers. (RECESS FOR PHOTOS) PUBLIC COMMENTS Harry Sabatasse, again questioned the Board as to when they plan to stop the pay raises for elected officials. He commented on the news media not reporting true and accurate information. He referred to Commissioner Burns' attendance at board meetings and disputed the fact the commissioner did not miss any meetings in about a decade, as reported in the Observer -Reporter. He also stated it was reported Commissioner Irey was born in West Virginia and stated this is not true. John Adams, of Avella, stated he has many concerns with the way government spends taxpayer's dollars. Carl Maggi, of Claysville, in response to Mr. Sabatasse's comments about attendance at Board meetings, questioned the Board as to whether or not credit is given for attendance at a meeting if it is required to be at another meeting. Co -Chairman Burns noted that the media stated to him that he had not missed a meeting before and his recollection was that he had not, but if he had, so be it. He pointed out that if a meeting was missed he was probably somewhere else conducting county business. Co -Chairman Burns also stated he works seventy hours a week and makes no apologies to Mr. Sabatasse or anyone for that matter. Mr. Maggi stated he is proud of the progress Washington County is experiencing with many thanks to the current Board of Commissioners and proud to be a citizen of Washington County. He hopes someday the public will come to the meetings and speak nicely about county government. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for glove products to the following vendors based on their per unit cost as submitted in their bid proposals: Apex Pinnacle, Port Crane NY Aspen Licensing International, West Palm Beach, Fl The Burrows Company, Wheeling IL Calico Industries, Inc., Annapolis Junction, MD Interboro Packaging, Montgomery NY Medcare Equipment Co., Greensburg PA Medline Industries, Inc., Mundelein IL All items have been awarded to the lowest bidder meeting specifications. This bid will be in effect from May 1, 2006 through April 30, 2007 with the option to extend through April 30, 2006. The total yearly cost is approximately $27,000. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the foregoing gloves bid. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Solicitor DeHaven recommended the Board award the rebid for the medical supplies products for the Washington County Health Center to the following vendors based on their per unit cost as submitted in their bid proposals: The Burrows Company, Wheeling IL Continental Health Equipment, Inc. Kittaning PA Dentserve, New City, NY Medline Industries, Inc. Mundelein IL Paper Products Company, Inc. Pittsburgh PA All items have been awarded to the lowest bidder meeting specifications. This bid will be in effect from April 20, 2006 through March 31, 2007 with a total yearly cost of approximately $96,000. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the medical supplies rebid as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board reject bid for the rental of medical equipment and authorize a rebid. The bid received did not meet the specifications. Moved by Mrs. Irey, seconded by Mr. Maggi, to reject and rebid the medical equipment as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board approve an extension to the bid contract for electrical, data and telephone wiring as follows: Electrical — Schulteis Electric, Latrobe, PA Data & Telephone — North Star Communications, Inc, Cecil, PA This renewal is effective through June 2, 2007. Work is performed only "as needed" on a time and material basis. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the extension to the bid contract for electrical, data and telephone wiring. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a contract with the law firm of Melenyzer and Associates to replace the contract with Melenyzer and Savona. This firm will represent criminal defendants in cases in which a conflict of interest exists with the Public Defender's Office as determined by the Court. The contract shall not exceed $22,000 and will be paid the rate of $1,833.33 per month. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the contract with Melenyzer and Associates as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Chief Clerk presented to the Board for their consideration and approval a contract with Carole Beck to serve as a MINUTE 0 ■ ■ BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Court Reporter for the Court of Common Pleas at the rate of $150 per day or $75 per half day and $2 per page for transcriptions, orders and reports and $.30 per page for Court ordered copies. Court reporting services with other Court Reporters and this contract shall not exceed, in aggregate, $30,000 per year. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing contract with Carole Beck. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a three year renewal of the Intermediate Punishment Grant with the Pennsylvania Commission on Crime and Delinquency. This state grant in the amount of $123,810 is for the period of July 1, 2006 through June 30, 2009. A cash match of $181,257 is anticipated. Moved by Mrs. Irey, seconded Mr. Maggi, approving the 2006 Emergency Management Performance Grant Agreement as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following Day Care Providers agreements for 2005-2006 with the following providers. The agreements will remain in effect until either party notifies the other party in writing of their intent not to renew under the current terms. Chief Clerk presented to the Board for their consideration and approval a proposal from Computdata for the activation of the Accounts Payable software package for the Washington County Health Center. The cost of this activation will be in the amount of $7,910, which includes the appropriate upgrades, on -site training and prepaid maintenance fees through 2006. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing software package for the Washington County Health Center. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the purchase of twenty-four First Choice Body Armor vests to replace vests that are outdated. The costs of the vests are $636 each for a total of $15,264 which will [I d be charged to the Sheriffs department budget. Chief Clerk presented to the Board for their consideration and approval the purchase of new furniture and consoles for the 911 command center. This purchase is from Wright Line, Pittsburgh PA in the amount of $199,811. The funds for the purchase have been set aside from the PEMA funding already received and approved by PEMA. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the purchase of new furniture and consoles for the 911 Commander Center as per above. Chief Clerk presented to the Board for their consideration and approval resolutions for the year 2006 to sell used vehicles and equipment classified as surplus personal property. If the sole value is estimated at more than $1,000 these items will be advertised for sale in the newspaper, on the bulletin boards within each building and on our website, if the sole value is estimated at less than $1,000 it is not required to be advertised in the newspaper. It is to be noted sealed bids will be received by the Purchasing Department and a resolution to conduct an auction for all items not sold on the website. Chief Clerk presented to the Board for their consideration and approval authorization to bid a full NENA (National Emergency Number Association) Compliant NetClock GPS Package for the 911 Command Center. The cost is estimated at approximately $24,000 and is to be paid from PEMA funding that has already been received and approved by PEMA. Moved by Mrs. Irey, seconded by Mr. Maggi, approving authorization to bid a full NENA Compliant NetClock GPS Package for the 911 Command Center as per above.
