Irey. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joann Metz, Sue Orrick and Joy Sprowls, Commissioners' Office; Tim Kimmel, Human Services Department; Melanie Finney, Planning Commission; Tim McCullough, Director of Human Resources; Mary Lynn Spilak, Debbie DeStefano and staff members, Aging Services; Chuck Mowl, American Legion, Post 940; Reverend R. Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m. Reverend Thompson led the meeting with a prayer. Mr. Mowl led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 790 dated May 4, 2006. Moved by Mr. Burns, seconded by Mrs. Irey, approving Minute No. 790 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate of recognition to Michael Zatta for his heroic actions in averting a tragedy involving his mother in October 2004. Mrs. Zatta commented that she is very proud to have a son that was there for her in a time of an emergency. The Commissioners read a Proclamation declaring the month of May as "Older Americans Month". Moved by Mr. Burns, seconded by Mrs. Irey, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Mary Lyn Spilak, Director of Aging Services, along with Wilma Toth, thanked the Board for the Proclamation and their continued support in older adult programs. Ms. Spilak also introduced members of her staff who are involved with the senior programs. At this time, Mrs. Toth presented the Board with a gift as a small token of their appreciation. 164 MINUTE [BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA The Commissioners read a Proclamation declaring the month of June as "Yellow Ribbon Month". Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Nancy Mercer and Gina Danser, members of the Family Readiness Group, requested citizens display yellow ribbons after June 12`h through July to welcome the National Guardsmen from the Second Brigade Headquarters, a/k/a the "Iron Soldiers", home to the Washington Armory. Mr. Morgan, of the Economic Development Council, introduced Donnie Miller, of Miller Plastics Products, Inc. Mr. Morgan and Mr. Miller gave a brief presentation regarding the construction of a building in Starpointe Industrial Park for Mr. Miller's company. (RECESS FOR PHOTOS) PUBLIC COMMENTS Robert DeBlander, of McDonald, discussed the recent editorial in the O-R regarding the cost of living allowances for elected officials. He asked Commissioner Burns to explain the raises based on the annual cost of living. Commissioner Burns noted elected officials have not received a "pay raise" since 1995 and that an annual cost of living allowance was approved that took effect in 2004. Harry Sabatasse, of Burgettstown, addressed the Board again regarding the pay raises for elected officials. He also commented on the subject of Commissioner Burns's missing meetings. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for Joint Municipal Purchasing products for Washington County to the following vendors based on their per unit cost as submitted in their bid proposals. 1. Chemung Supply Corp., Elmira NY 2. Hall Signs, Inc., Bloomington IN 3. Hanson Aggregates BMC Inc. Connellsville PA 4. Laurel Aggregates, Inc., Gans PA 5. Weavertown Transport Leasing Inc. dba, Carnegie PA This bid has been awarded to the lowest bidder meeting specifications. This bid will be in effect for one year from date of award. The total yearly cost is approximately $30,000.00. Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bid for Joint Municipal Purchasing as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the rental of medical equipment to KCI USA, Inc. based on the "per unit" cost submitted in their bid proposal. This is the only bid received and has been reviewed and recommended for award. This contract is effective June 1, 2006 through December 31, 2006 with an option to extend for two additional one year periods. The estimated total yearly cost is $18,000. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution regarding the sale of Parcel #3 in Starpointe Industrial Park to Miller Plastic Products, Inc. under the terms and conditions previously explained in a prior meeting of the Board of Commissioners. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Resolution. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval and ratification two grant applications for Housing Counseling and Rural Housing and Economic Development for Southwestern Pennsylvania Legal Services, Inc. as follows: Rural Housing $300,000 effective January 1, 2007 — December 31, 2009 Housing Counseling $ 80,000 effective October 1, 2006 — September 30, 2007 Moved by Mrs. Irey, seconded by Mr. Burns, approving and ratifying the foregoing two grant applications for Housing Counseling and Rural Housing. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. _ Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a grant agreement from the Pennsylvania Historical Museum Commission in the amount of $4,996 for archives and records management in the Clerk of Courts Office. The grant is effective December 2, 2005 through May 31, 2007. No County funds are required. Move by Mrs. Irey, seconded by Mr. Burns, approving the grant agreement from the Pennsylvania Historical Museum Commission for the Clerk of Courts as per above. Chief Clerk presented to the Board for their consideration and approval a Radiation Emergency Response Fund Grant Application in the amount of $7,016. The grant will be effective July 1, 2006 through June 30, 2007. This grant will be used to improve emergency preparedness in case of a nuclear incident at the Beaver Valley Power Plant. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the Radiation Emergency Response Fund as per above. Moved by Mrs. Irey, seconded by Mr. Burns, approving the aircraft hangar agreement as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Provider Service Agreements with the following list of approved providers for the Children Care Information Services. Chief Clerk presented to the Board for their consideration and approval agreements with the following providers for the period July 1, 2006 through June 30, 2008 to provide homeless services through the Emergency Shelter Grant for the Human Services Office. Chief Clerk presented to the Board for their consideration and approval an agreement with the Pennsylvania Department of Public Welfare to serve as the formal administrative entity to execute the responsibilities for the Medicaid Waiver Program for persons with mental retardation in Washington County. The agreement is renewable annually, effective I� E July 1, 2006 through June 30, 2007. Chief Clerk presented to the Board for their consideration and approval an addendum to the Purchase of Service contract with The Summit Academy to increase the amount from $250,000 to $360,000 for juvenile probation placements for Children and Youth Services. The period for this contract is July 1, 2005 through June 30, 2006. No additional County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the addendum to the Purchase of Service contract with The Summit Academy as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement for contracted services with Andrew Egut to provide a Commodity Flows Study using GIS mapping techniques at the rate of $10.00 per hour. The contract shall not exceed $4,750 and will be paid 80% through the 2006 Hazardous Materials Emergency Preparedness Grant and 20% through the Hazardous Materials Account. No County funds are required. The contract is effective through August 15, 2006. Moved by Mrs. Irey, seconded by Mr. Burns, approving the agreement for contracted services with Andrew Egut for the Public Safety Department as per above. Chief Clerk presented to the Board for their consideration and approval authorization for the payment of outstanding invoices to Eads Architects, Inc. for services provided for the Alzheimer's Unit project at the Washington County Health Center, The total amount of the addendum to the Eads contract is $23,840.60. Moved by Mrs. Irey, seconded by Mr. Burns, approving authorization for the payment to Eads, Inc. for the Washington County Health Center as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval lease agreements for the rental of space for the Leader Programs at Washington Park, Burgettstown High School and the Mon Valley Career and Technology Center. The rental cost for these spaces are $800 per month and will be effective July 1, 2006 through June 30, 2007. - Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing lease agreements for the Leader Program. County Offices will be closed on May 29, 2006 in observance of the Memorial Day holiday.
