Irey. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Scott Fergus, Director of Administration; Linda Belcher, Administrative Assistant; Joy Sprowls, Joann Metz, Commissioners' Office; Tim Kimmel, Human Services Department; Harry Wilson, Director of Veterans Office; Vince Ley, Planning Commission; Rick Sibert, Robert Hunt, William McVay, Dave White, George Ross and Russell Cecchine, American Legion members; Joel Nuzum and family members; Carolyn Baird, IntNSA; Jerry McClain and Rodger Young, Washington County Firemen's Association; Cheryl Campbell, Energy Star group; Pastor Larry Leonard, Park Avenue Baptist Church; Max Morgan and Dan Reiss, Washington County Economic Development Council; Harry Sabatasse, John Adams, Carl Maggi, Dave Blose, Harlan Shobar, interested citizens; Barbara Miller, Observer -Reporter; Jim Jefferson, WJPA; and Craig Howell, PA Focus. Co -Chairman Burns called the meeting to order at approximately 10:00 a.m. Pastor Leonard led the meeting with a prayer. Mr. Sibert led the Pledge of Allegiance. Co -Chairman Burns entertained a motion to approve Minute No. 797 dated September 21, 2006. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Minute No. 797 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate of congratulations to Joel Nuzum for his accomplishments in rifle shooting. Mr. Nuzum accepted the certificate and thanked the Board and the American Legion for all their support in this very awarding experience. The Commissioners read a certificate of congratulations for Thomas Santelli who won the Air Rifle Championship sponsored through the American Legion. Mr. Ross accepted the certificate on behalf of Mr. Santelli. The Commissioners presented a certificate to Carolyn Baird recognizing her for her involvement with the IntNSA and recently being selected as President of this organization. Ms. Baird accepted the certificate and thanked the Board for this recognition. She explained the mission of her organization which addresses the challenges of addictions through promoting evidence -based, comprehensive state of the art nursing care related to the prevention and treatment of addictive disorders. The Commissioners read a Proclamation declaring October 8, 2006 as "National Fallen Firefighters Memorial Day and recognizing the fire prevention week. Motion carried unanimously. Mr. McClain accepted the Proclamation and thanked the Board for their continued support. The Commissioners read a Proclamation declaring the month of October as "Energy Star Change a Light". Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi — Yes; Mr. Burns — Yes. Motion carried unanimously. Ms. Campbell accepted the Proclamation and noted some interesting facts relating to energy efficient ways citizens can save energy. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Adams, of Avella, addressed the Board regarding the on -going union negotiations for County employees. Harry Sabatasse, of Burgettstown, made comments relating to Robert's Rules of Order and Commissioner Burns missing a meeting. Co -Chairman Burns noted for the record he was in Washington DC on County business when he missed the meeting. Mr. Sabatasse continued to comment on Robert's Rules of Order and stated he has the right to call point of order at the meeting. Co -Chairman Burns noted for the record that this meeting is a meeting of the Board of Commissioners which consists of Commissioners Irey, Maggi and Burns and individuals in the audience are not members of the meeting. He stated calling point of order from the audience is inappropriate, out of order and ruled by the Chair to be out of order and the Chair was correct. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the general mechanical repairs and air conditioning repairs for county vehicles to Nowak Commercial Refinishing, Inc., Amity, PA. This contract is effective October 7, 2006 through February 11, 2007 with the option to extend for one additional year through February 11, 2008. This award is based on a "time and material" rate of $45/hour and a 10% discount from list price on replacement parts. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for the general mechanical repairs and air conditioning repairs for county vehicles as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the PRI (Primary Rate Interface) Circuits to Penn Telecom, Cranberry Township, PA. This award will be for a five year contract at the cost of $490 per month for two PRI circuits. Our current in -coming telephone trunk lines will be converted to a digital line known as a PRI. Added features will be the availability of extended call information such as "in -coming Caller ID" and a reduction in monthly costs. Moved by Mrs. Irey, seconded by Mr. Maggi, awarding the bid for the PRI as per above. Roll call vote taken: Mrs. Trey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid and contract for E911 Project manager with SynergIT, Pittsburgh PA as the Project Manager/Integrator for the E911 project. The contract -will be for a period not to exceed twenty-four months and a cost not to exceed $736,600. The full cost of this contract is eligible and approved under the PEMA grant. Actual time will be billed to the project by the month. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing contract with SynergIT, of Pittsburgh for the E911 Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution regarding the sale of Parcel #2 in the Starpointe Industrial Parr to Krauss Holdings, LLC, Developer, under the terms and conditions ' previously explained to the Board of Commissioners. Max Morgan, Director of the Council on Economic Development, gave a presentation of the Parcel #2 project. Moved by Mrs. Irey, seconded by Mr. Maggi, adopting the foregoing Resolution. Roll call vote taken: Mrs. Irey - Yes; Mr. Maggi - Yes; Mr. Burns - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a petty cash account for Community Service Department in the amount of $100.00 and not to exceed $300.00 per month. Chief Clerk presented to the Board for their consideration and approval a revision to the following reimbursement agreements: Mid Wheeling #1, Erskine: increase to $1,004,000 Act 26 (100% state) funds Mid Wheeling #4, Mays: increase to $789,000 Act 26 (100% state) funds Moved by Mrs. Irey, seconded by Mr. Maggi, approving the revision to the following reimbursement agreements as per above. Chief Clerk presented to the Board for their consideration and approval of an agreement with Colonial Appraisal Services for a fee of $1,100 per appraisal report for the Farmland Preservation Program. The term of the agreement is two years with an option to extend for one additional year. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the agreement with Colonial Appraisal Services for the Farmland Preservation Program as per above. Chief Clerk presented to the Board for their consideration and approval of an agreement with Howard Edkin, registered surveyor, for a fee of $4,900 per survey for the Farmland Preservation Program. The term of the agreement is two years with an option to extend for one additional year. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the agreement with Howard Edkin for the Farmland Preservation Program for professional services as per above. Chief Clerk presented to the Board for their consideration and approval a Purchase of Service agreement with Collective Impact, LLC to conduct an analysis of County's human services delivery. The maximum agreement amount is $60,000 for the period of October 16, 2006 through November 16, 2007. No County dollars are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the foregoing Purchase of Service agreement with Collective Impact, LLC as per above. Chief Clerk presented to the Board for their consideration and approval of Amendment #4 of the agreement with HealthChoices Behavioral Health effective January 1, 2007 through December 31, 2008 extending the length of the current three-year agreement for two additional years, as requested by the Commonwealth. The total amount of the agreement for 2007 is expected to be worth $27,500,000. No County funds are required. Moved by Mrs. Irey, seconded by Mr. Maggi, approving Amendment #4 to the agreement with HealthChoice Behavioral Health as per above. The cost of this service is: $450/month — year one; $473/month — year two; $497/month — year three. This space is for the storage of furniture and donated items for the Children & Youth Agency. This lease would be effective October 1, 2006 through September 30, 2007. Moved by Mrs. Irey, seconded by Mr. Maggi, approving the one-year lease agreement with Dutton -Hunter Partnership for Children and Youth Services as per above. Chief Clerk presented to the Board for their consideration and approval a renewal agreement with BI, Inc. for the extended warranty and support Services for the Electronic Field Monitoring Devices (FMD's). The cost of this service is $12,264.58 annually. The effective date of this contract is November 1, 2006 through October 31, 2007. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the purchase of HP equipment in the amount of $893,560 for the E9-1-1 project. The purchase is based upon final verification by Purchasing of all items being listed on the contract and at the appropriate discounts. This project is funded by PEMA 9-1-1 and this purchase is being made from the PA COSTARS contract which does not require bidding. Chief Clerk presented to the Board for their consideration and approval the bidding of the construction of walls and the purchase and installation of the HVAC system for the renovation of the old carpenter shop. The space will be used by the Public Safety Department. The cost for the walls is estimated at approximately $10,000 - $15,000 and the HVAC system will be approximately $20,000-$25,000.
