Minute No. 818 Washington County Commissioners
Washington, PA July 19, 2007
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Scott Fergus, Director of Administration; Mary Helicke,
Chief Clerk; Mary Lyn Drewtiz, Solicitor; Linda Belcher, Administrative Assistant; JoAnn Metz and Joy Sprowls,
Commissioners' Office; Tim Kimmel, Director of Human Services; Melanie Thomas, Planning Commission; John
Terminato, intern; Debbie Bardella, Recorder of Deeds; Tim McCullough and Pat Maxon, Human Resources; Dr.
Michael Goodling, Christian Assembly of God; John Lusk, American Legion Post 253; members of the 100 Miles in 100

Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m.
Doctor Goodling led the meeting with a prayer.
Mr. Lusk led the Pledge of Allegiance.
Co -Chairman Maggi entertained a motion to approve Minute No. 817 dated June 21, 2007 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners commended the Washington County employees who participated in the 100 Miles in 100
Days Walking Campaign and presented each team captain T-shirts for their walking members.
Ms. Maxon thanked everyone who participated in the program and reminded everyone about the various exercise
classes that are offered during the week for county employees.

Solicitor Drewitz recommended the Board award the bid for the kitchen and housekeeping supplies for

Solicitor Drewitz recommended the Board award the bid for coffee service for Washington County Health Center
residents to AVI Food Systems, Warren, OH at a total yearly cost of approximately $12,015. The contract is effective July
23, 2007 through July 31, 2008 with the option to extend for two additional one year periods. This bid is being awarded to
the lowest most responsive and responsible bidder meeting specifications.

Solicitor Drewitz recommended the Board reject the bids for the hot water boiler for the Correctional Facility
and authorize the rebidding of this item.

Solicitor Drewtiz recommended the Board authorize a bid extension to the current contract with JD Hamco of
Meadowlands for the printer cartridges through August 31, 2008. This extension is in accordance with the specifications
and has been agreed to by all parties.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the reappointment of Dr. Angelo Armenti
to the Washington County Redevelopment Authority Board for a five year term, effective through July 31, 2012.

per above.

Chief Clerk presented to the Board for their consideration and approval the Emergency Management
Performance Grant Program agreement for Federal Fiscal Year 2007 in the amount of $73,631. This is a reimbursable
program involving a 50/50 match Federal/County share for salaries and benefits of approved staff positions within the
Emergency Management Agency budget.

Chief Clerk presented to the Board for their consideration and approval to ratify an agreement with Ryan Frazee
in an amount not to exceed $3,000 for the purpose of developing a pandemic annex to the emergency operations plan.
The grant program is a reimbursable program and is effective June 22, 2007 through August 30, 2007. No County funds
are required.

PEMA Citizens Corps Program Grant Agreement in the amount of $5,500. This is a pass through grant to support
Citizen Corps Councils with planning, outreach and management of Citizen Corps programs and activities. No County
funds are required.

Chief Clerk presented to the Board for their consideration and approval a contract extension with Southwestern
Pennsylvania Human Services (SPHS) in the amount of $333,784.00 for the period current fiscal year. SPHS is the
consultant for the Offender Day Partial Treatment Program and funds are received through PCCD. No County funds
are required.

with Sherry Patterson to provide services per the agreement for the Adult Probation Office/Treatment Court Program.
The contract in the amount of $43,500 is effective July 1, 2007 through June 30, 2006. Reimbursements for education and
travel are itemized in the contract.

WASHINGTON COUNTY, PENNSYLVANIA
Chief Clerk presented to the Board for their consideration and approval a reimbursement agreement with
PennDOT in the amount of $67,000 for 80% of costs associated with construction of Phase I of the north side access road
at the Washington County Airport. This sum represents a grant received from the Appalachian Regional Commission
for this project.

wells #10 and #11 in Cross Creek County Park and the associated access roads. Approval also requires an affidavit that
Washington County is not receiving lease payments for any previous mineral leases on these tracts of land.

Chief Clerk presented to the Board for their consideration and approval a budget modification for the Criminal
Justice Advisory Board Establishment Project (CJAB). This federal grant will be increased to $27,524 with the County
cash match increasing by $2,467 to $9,175. This modification is a result of an upgrade of the camera equipment.

Funding amount is pending the passage of the State Budget. The State contract was previously approved per
Minute #768, dated May 26, 2005. No County funds are required

50 Old Hickory Ridge Road, Washington, PA. Adelphoi shall pay the County a monthly rent in the amount of $1,833.33
for the period July 1, 2007 through June 30, 2009. No County funds are required.

Pittsburgh -School of Social Work for Michelle L. Lober and Jonette H. Gallo, Caseworkers. Both caseworkers have been
accepted for funding as full-time students in their graduate education program for child welfare employees, Child
Welfare Education for Leadership (CWEL) program. The agreement shall commence on August 23, 2007 and end upon
student's graduation. No County funds are required.

Chief Clerk presented to the Board for their consideration and approval authorization to bid or purchase of a
tractor with a side bar. The estimated cost of this tractor is $65,000. This mower will be used for mowing the Panhandle
Trail, a 17 mile pedestrian/bicycle trail owned and maintained by Washington County. It will also be used to mow along

printing system from Riso, Inc., Pittsburgh, PA for the Planning Commission's Graphics Department. By purchasing
the new printing system the Graphics Department will have the ability to handle more print jobs eliminating some
expenses for using a printing service. The cost of the printing system is $25,001 and is being purchased from the PA
State Contract, therefore, does not require bidding.
