Washington, PA October 18, 2007
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Scott Fergus, Director of Administration; Mary Helicke,
Chief Clerk; Mary Lyn Drewitz, Solicitor; Linda Belcher, Administrative Assistant; JoAnn Metz and Joy Sprowls,
Commissioners' Office; Tim Kimmel, Director Human Services; Melanie Thomas, Planning Commission;
Father George Chortos, Transfiguration Church; Herb Hermann, American Legion; Christian Hughes, Girl Scout Gold

Co -Chairman Burns called the meeting to order at approximately 10:00 a.m.
Father Chortos led the meeting with a prayer.
Mr. Hermann led the Pledge of Allegiance.
Co -Chairman Burns entertained a motion to approve Minute No. 822 dated October 4, 2007 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners presented a certificate of recognition to Adam Sutch for competing in the Mid Eastern
Regional Hammered Dulcimer competition.
Adam accepted the certificate and thanked the Board for the recognition. He briefly explained his involvement
with the competition and played a Christmas song on the dulcimer.
The Commissioners presented to Christian Hughes a certificate commending her for her hard work in designing
and planting a memorial garden to honor Washington County soldiers who died while serving in Iraq and Afghanistan
and receiving the Girl Scout Gold Award.
Christian accepted the certificate and thanked the Board for the recognition.
The Commissioners read a Proclamation declaring the week of October 14`h as Ambassador for Respect Week.

PUBLIC COMMENTS
Randy Barli, of Coal Center, addressed the Board regarding a Norfolk and Southern railroad bridge that is in
desperate need of repair. He gave details of the deterioration of the bridge and asked if the Board could look into this
matter.
Co -Chairman Burns stated that the county engineer could examine the bridge and if the condition of the bridge
warrants action, the Board will send correspondence to the bridge owner and to the PUC.
Mike Neville, of Peters Township and candidate for Commissioner, requested the Board consider having evening
meetings and rotating locations throughout the county so that working residents will have the opportunity to attend.
Co -Chairman Burns stated that this idea has been discussed over the years, noting at one point in time the
meetings were held weekly, and it was the considered opinion of the Board at that time that it was not worth the
logistical consideration involved. He also stated the Board conducts a whole lot of business that does not happen here
at a meeting i.e., correspondence, phone calls and daily appointments.
Commissioner Burns went on to explain that there are agenda meetings held the day before the actual Board
meeting during which each item is looked at and discussed with all of the details pertaining to the item. Of course, if
there are any questions, inquiries or disagreements, they are handled at that time. Also, any item that is not ready for
"prime time" would be held until such time until staff has provided enough information to convince at least two
commissioners that they would like to move forward with their item.
Commissioner Irey noted at one time a group was formed to go around the county with some of the department
heads, to invite the public, making the staff available for anyone who wanted to make comments and address concerns -
which went on for approximately one year - but the attendance was very, very poor. We were not able to generate any
interest from the public and it was stopped.
John Adams, of Avella, commented on the matters of the recent lawsuits, the structural problems with bridges in
the county and conducting more meetings.
Harry Sabatasse, of Burgettstown, again addressed the Board regarding the elected officials' pay raises and
questioned when action would be taken to stop the raises. He said many homeowners are losing their homes because
they are not able to pay their taxes because they are too high.
Co -Chairman Burns noted for the record that Washington County has the second lowest county taxes in the state.
OLD BUSINESS
Solicitor DeHaven recommended the Board award the bid for the Communications Services Contract with
Verizon as the vendor of choice. It was recommended that the Information Technology Office begin detailed
negotiations. Once an appropriate contract and service level agreement is negotiated a contract will be presented to the
Solicitor and the Board of County Commissioners for approval. If a suitable contractual agreement with Verizon can not
be met, an alternate vendor will be suggested.
Also, it is recommended to award the portion of this RFP related to the high speed internet access for the District
Justices to Verizon. The Courts have tested this at two sites and are ready to proceed with the installation at all sites.
The cost of the DSL service at each site is $89.99/month for the minimum speed. Verizon can provide this service at
eight of the District Justice office. If the speed needs to be upgraded the cost of the service will increase.

Famous Supply of Washington, PA in the amount of approximately $12,396. The contract for this project will be effective
from October 18, 2007 through August 31, 2008.

Center to Quality Mechanical Services of Verona, PA as follows:
Monthly rental $2,295
Installation $1,365
Removal of old unit $ 680
The estimated time period for the rental is six months for a total cost of approximately $15,810.

$16,000. This extension is in accordance with the original bid specifications.

Chief Clerk presented to the Board for their consideration and approval to ratify an extension of the contract with
Ryan Frazee for the 9-1-1 Wireless GIS Mapping program until March 1, 2008. All costs are covered under the Act 56
Wireless Grant and no County funds are required.

Chief Clerk presented to the Board for their consideration and approval a block grant agreement with the
Pennsylvania Department of Transportation, Bureau of Aviation in the amount of $2,747,550 (97.5%) to construct
Runway 9-27 Widening and Profile Repair which will require a County match of $70,450 (2.5%).

Department of Transportation, Bureau of Aviation as per above.

Chief Clerk presented to the Board for their consideration and approval an agreement with the West Middleton
Fire Department to provide fire protection and inspection of County facilities within their jurisdiction. The agreement
provides for a $1,000 payment to the fire company upon receipt of an inspection report in 2007 and 2008. The agreement
expires December 31, 2008.

Chief Clerk presented to the Board for their consideration and approval an amendment to the reimbursement
agreement with PADOT for the construction of Raccoon #7, Donaldson Bridge in Hanover and Robinson Townships
allowing for $1,120,000 of state funds. There is no County match for construction of this bridge.

Pennsylvania Board of Probation and Parole. The amendments require the County to participate in the Pennsylvania
Electronic Program for the receipt of all supervision fees and the annual Grant -in -Aid. The amount of funding remains
unchanged.

Services Development Fund agreement with Washington County Aging Services increasing the amount from $77,000 to
$80,000 for the period July 1, 2007 through June 30, 2008. No additional County funds are required.

addendum is needed to include additional Therapeutic Foster Care services at $98.23 per day and no additional County
funds are required.

for the period of July 1, 2007 through June 30, 2008. The amount of this agreement is $1,491,589 and a County match of
$52,489 is required.

district justice offices as follows:
• D.J. Thompson, Ellsworth, PA - Atlantic Broadband at $219.45/month. This is a "sole source"
contract as this is currently the only provider in the Ellsworth area.
• D.J. Pelkey, West Brownsville, PA - Windstream Communications at $119.99/month
This is a "sole source" contract as this is currently the only provider in the W. Brownsville area.

Systems, Allen, TX for software license and support for the Diebold election system for the Election Office. This is a
two-year agreement at a total cost of $76,055. Payments in the amount of $19,013.74 will be made quarterly.

man days (8 hour days) at $75 per hour. A HAVA grant application was submitted to cover this cost.
