Irey. Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m. Pastor Turrill led the meeting with a prayer. Mr. Shade led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 823 dated October 18, 2007 as written. Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 823 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation recognizing the Relay for Life event that benefits the American Cancer Society. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. The Commissioners read a Proclamation declaring the month of November as "National Adoption Month" in Washington County. Moved by Mrs. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. 473 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Jay English, of Children and Youth Services, accepted the Proclamation and commented on the functions of the Children and Youth Services in relation to adoptions. He shared a story of a recent adoption and the emotional effect it had on the staff. He also thanked the Board for their continued support to the office and thanked his staff for their dedication and hard work. Debbie Thomas, of SPHS Connect, Inc., was present to announce a check presentation to Southwestern Area Agency on Aging for monies that were collected during the "Skip a Lunch" campaign. Kathy Costantino accepted the check and thanked everyone who participated in the campaign. She commented on the importance of the Meals on Wheels Program and acknowledged her staff and many volunteers who make this program a success. The Commissioners presented to Edwin Ringer a certificate of congratulations for his generosity to veterans and those in the community. Mr. Ringer noted he was speechless and thanked the Board for this recognition. (RECESS FOR PHOTOS) PUBLIC COMMENTS Frank Paterra, Mayor of Charleroi, addressed the Board regarding a recent meeting that was held in his area with the Guardian Angels. He wondered if the Board would consider having a meeting with the group to help the county combat drug and criminal activities in communities. Frank Byrd, of Washington, spoke on behalf of his grandmother, concerning non-profit organizations being granted non-exempt status and not having to pay real estate taxes. He pointed out this is not fair to residents on fixed incomes. Co -Chairman Burns noted that this action is prompted by state law for tax exempt properties. He stated that he joins Mr. Byrd in his thoughts and challenging the state legislature to address what is a very serious problem throughout Pennsylvania. OLD BUSINESS Solicitor DeHaven recommended the Board award the proposal for the Flood Warning System to High Sierra Electronics, Inc., Grass Valley, CA in the amount of $188,542, being the only bid received. High Sierra Electronics has installed numerous Flood Warning systems throughout the country and has provided the county a responsive bid that meets all of the specifications. Money has been provided through the recent bond issue for the Flood Warning System. Moved by Mrs. Irey, seconded by Mr. Burns, awarding the bid for the Flood Warning System to High Sierra Electronics, Inc. as per above. Solicitor DeHaven recommended the Board award the bid for the cubicle curtains for the Washington County Health Center to Standard Textile, Cincinnati, OH in the amount of $14,026.44. This award is to the lowest most responsive and responsible bidder. Solicitor DeHaven recommended the Board approve an extension to the current bid contract for Laundry Supplies through December 31, 2008 to the following vendors: Ecolab, Inc., St. Paul MN Ideal Soap & Chemical Co., Pittsburgh, PA Yearly costs average around $15,000. This extension is in accordance with the original bid specifications. Moved by Mrs. Irey, seconded by Mr. Burns, approving the extension to the current contract for laundry supplies as per above. Solicitor DeHaven recommended the Board approve an extension to the current agreement for Clinical Laboratory Services for the Health Center to Washington Hospital through December 31, 2010. This is in accordance with the original proposal. Moved by Mrs. Irey, seconded by Mr. Burns, approving the extension to the current agreement with Washington Hospital for Clinical Laboratory Services. Solicitor DeHaven recommended the Board approve an extension to the current bid contract for Fire Alarm System Inspections to the following vendors: Simplex Grinnell, Cranberry Twp, PA Intertech Security, Warrendale, PA This extension is in accordance with the original bid documents. The total yearly cost for the inspections is $16,216. All other work is done on a time and material basis. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an annual allocation in the amount of $500 to the Veterans Day Parade. The parade is rotated to different locations each year within Washington County. Chief Clerk presented to the Board for their consideration and approval to ratify a travel/training request for Greg Clark and Chris Barton to Westbrook, Connecticut to attend the T-5 Technical Training Course on November 4-10, 2007. The costs are estimated to be $1,540. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing travel/training request for staff of the Public Safety Office. Chief Clerk presented to the Board for their consideration and approval the Radiation Emergency Response Fund Grant Agreement in the amount of $3,482 which requires no County match. It is to be noted these funds are possible from fees collected from nuclear power facilities in Pennsylvania and will be used to establish and conduct Radiation Emergency Response Fund activities. Crites II to provide services required for the Act 56 9-1-1 Wireless Geographic Information Mapping Program from November 1, 2007 through May 1, 2008. Chief Clerk presented to the Board for their consideration and approval a reimbursement agreement with PADOT for the construction of Phase 2 of the Panhandle Trail through Burgettstown Borough. Costs for construction are to be paid through Tea-21 Federal Enhancement Funds matched by DCNR Keystone Grant funds for engineering costs. No County dollars are required. Chief Clerk presented to the Board for their consideration and approval a professional services contract with Tru-Win Risk Management Services. This contract will be for the purpose of evaluating the County's Workers' Compensation program and associated Experience Modification Factor. The cost of services will be $4,000.00. Chief Clerk presented to the Board for their consideration and approval to change the Voluntary Benefit providers from AFLAC to Colonial, effective January 1, 2008. This new plan will be administered through RDM Enrollment Solutions and will require no County match. Moved by Mrs. Irey, seconded by Mr. Burns, approving the change to the Voluntary Benefit providers from AFLAC to Colonial as per above. Chief Clerk presented to the Board for their consideration and approval of an increase to the current Flexible Spending Accounts limit from $2,000 to $3,000, annually. There is a one-time $150 administrative charge for this change and will be effective January 1, 2008. Chief Clerk presented to the Board for their consideration and approval to change health care providers for county employees from Health Assurance to Highmark, effective January 1, 2008. Chief Clerk presented to the Board for their consideration and approval the following provider contract for the Mental Health/Mental Retardation Office for the period July 1, 2007 through June 30, 2008. A County match of $8,400 is required. Chief Clerk presented to the Board for their consideration and approval to ratify the authorization to bid a 24' x 24' block building to house the UPS for the 911 Data Center at an estimated cost of $31,000. The block building will be built on Level B of the parking garage. Included in this bid will be two through the wall AC units for the block building. One would be as a back up in case the first one fails. Cost is estimated at $24,000. This will be paid through the recent bond issue. Moved by Mrs. Irey, seconded by Mr. Burns, approving the ratification of the authorization to bid a block building for the 9-1-1 Data Center as per above. K 110 M I N U T E BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval authorization to advertise for bids for the following: • Generator for the Courthouse Square Building — this will be a turnkey bid which will include the generator, room for generator and all electrical work. This will also include removing and over hauling the current generator to be placed in a location near the courthouse to be used as a backup power system for that facility. The installation of this generator will not be included in this bid. • UPS Battery Room on D Level — Floor loading on the 41`' floor prohibits placing the UPS batteries in the data center. This will be similar to the block room for the UPS for the 911 data center. This will also include a through the wall AC unit. The total cost of this is estimated at approximately $500,000. This does not include the electrical upgrade that will be required. This is to be paid from the recent bond issue. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval to ratify the following change orders to RG Friday for the Dome Restoration. The following changes or conditions were not apparent until the scaffolding was in place. • Change Order #1— Remove the repair of the skylights - Deduct $233,783 After careful inspection of the skylights it was determined that they do not need repaired or replaced. • Change Order #2 — Addition of interior dome steel repainting, repair and paint dome statue (George Washington), additional scaffolding for statue repair, clean and recoat copper flashing at base of statue, cupola repairs, install cementicious water diverters at twelve locations, lightening protection, building permit — Total add $60,680.79. These two change orders reduce the total cost of the contract by $173,102.21. There are a couple more change orders in the process for repairs that were not visible until the scaffolding was in place. It is to be noted the total cost of the contract will be less than the original contracted amount of $570,048. This purchase is from the PA State Contract through ASAP at a cost of $14,532. This purchase is being charged to the Information Technology operating budget. Chief Clerk presented to the Board for their consideration and approval the following purchases for the Recorder of Deeds Office: Oce TDS 450 Scanner/Plotter $26,073.00 from St. Contract CN00017136 HP color printer $ 6.332.03 from COSTARS 3 IT Hardware TOTAL $32,405.03 There will also be a $150/month charge for maintenance on the Oce scanner/plotter. Due to the age and poor condition of the current Oce scanner/plotter in the Tax Revenue Department the equipment needs replaced. The total cost of the equipment will be paid from the Recorder of Deeds Records Improvement Fund. No County funds are required. This purchase is from the PA State Contract and the COSTARS 3 contract, therefore, it does not require bidding. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the purchase of a SAN (storage area network) for Court Automation. This is to replace two servers used to store images for all court related offices and Recorder of Deeds. The purchase is being made from HP at a total cost of $19,987. The total cost of the equipment will be paid from the Records Improvement Fund, therefore, no County dollars are required. This purchase is from the COSTARS 3- IT Hardware contract, therefore, it does not require bidding. Chief Clerk presented to the Board for their consideration and approval the purchase of an IP telephone system for the 9-1-1 Call Center from Zetron, Redmond, WA in the amount of $517,133.60. This will replace the order to ASAP Software Express, Inc., Buffalo Grove, IL that was cancelled due to non -delivery. The total cost of this project is covered under the ACT 56 Wireless Grant Money and no County funds are required. Moved by Mrs. Irey, seconded by Mr. Burns, approving the purchase of an IP telephone system for the 9-1-1 Call Center as per above. Chief Clerk presented to the Board for their consideration and approval a two-year extension of the current contract with IMR Limited through December 31, 2009 for the Recorder of Deeds Office. This is for the digitizing of deed and mortgage indices books and property index cards. The price quoted in the Agreement will remain the same. The total cost of the contract is not to exceed $150,000. Moved by Mrs. Irey, seconded by Mr. Burns, approving a two-year extension to the contract with IMR Limited for the Recorder of Deeds as per above. Chief Clerk presented to the Board for their consideration and approval to authorize the renewal and payment of the annual software support and maintenance for Court Automation with Tiburon -Public Safety and Justice, Inc. of Fremont, CA in the amount of $31,268 for FACS5. This renewal is effective January 1, 2008 through December 31, 2008. Moved by Mrs. Irey, seconded by Mr. Burns, approving the authorization to renew and the payment for the annual software support and maintenance for Court Automation as per above. Chief Clerk presented to the Board for their consideration and approval the purchase of twenty (20) BI Home Guard Field Monitoring units from Dauphin County Juvenile Probation Department at the cost of $500 each. This will provide the Probation Departments with additional units at a reasonable price. The daily fee paid by Adult Probation offenders will reimburse for the cost of the units. The cost of the units will be paid by the operating budgets of Adult Probation and Juvenile Probation. This purchase is being made in accordance with Title 62 — The Commonwealth Procurement Code, Chapter 19 Intergovernmental Relations, Section 1903 Sale, Acquisition or use of supplies by a public procurement unit. Moved by Mrs. Irey, seconded by Mr. Burns, approving the purchase of the BI Home Guard Field Monitoring units for the Probation Offices as per above. ANNOUNCEMENTS An Executive Session was held on October 31, 2007 immediately following the Agenda Meeting as an information session related to personnel. A Salary Board Meeting will be held immediately following today's Board Meeting. A reminder to vote on Election Day — Tuesday, November 6, 2007. County Offices will be closed on November 12, 2007 in observance of the Veterans Day holiday.
