Washington, Pennsylvania, March 20, 2008
The Washington County Board of Commissioners met in a regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry
Maggi, Bracken Burns and Diana L. Irey. Also being present: Scott Fergus, Director of Administration; Mary Helicke,
Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Joy Sprowls and JoAnn Metz,
Commissioners' Office; Roger Metcalfe, Finance Director; Tim Kimmel, Director Human Services; Melanie Thomas,
Planning Commission; Harry Wilson, Veterans Director; Jeff Felton, Director of Children and Youth Services; Tim
McCullough, Janice Urban, April Secrist and Pat Maxon, Human Resources; a group of county employees from various
offices; Debbie Bardella, Phyllis Ranko Matheny, Larry Spahr, Elections Office; Reverend Drew Harvey, First United

Chairman Maggi called the meeting to order at approximately 10:00 a.m.
Reverend Harvey led the meeting with a prayer.
Mr. Ross led the Pledge of Allegiance.
Chairman Maggi entertained a motion to approve Minute No. 833 dated March 6, 2008 as written.
Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 833 as written.

SPECIAL ORDER OF BUSINESS
The Commissioners read a Proclamation declaring April as Fair Housing Month and celebrating the 40'h
anniversary of the Federal Fair Housing Act of 1968 and recommended the adoption of said Proclamation.
Moved by Mrs. Irey, seconded by Mr. Burns, !adopting the foregoing Proclamation.

Motion carried unanimously.
Ms. Towcimak accepted the Proclamation and thanked the Board for recognizing this important celebration.
She noted events that will take place during the month of April and encouraged everyone to participate.
Mr. McCullough, Director of Human Resources, commented on the presentation of perfect attendance
certificates to County employees. He stated it is a pleasure to work with such wonderful employees who are very
committed to their jobs and commended them for this accomplishment.
The Commissioners presented certificates to;county employees who had perfect attendance in 2007.
The Board acknowledged the loyal and dedicated employees and thanked them for their public service.

PUBLIC COMMENTS
John Adams, of Avella, addressed the Board regarding the matter of the John Pettit case and the taxpayers having
to pay for this settlement. He also commented on the slots revenues and theinanner in which these funds were
distributed.
OLD BUSINESS
Solicitor DeHaven recommended the Board award the bid and ratify the bid for portable poll access items for
Elections. The award was based on the "per unit cost" to following vendors:
Independent Tabulation, Inc., Mebane NC
Inclusion Solutions, Chicago IL
All items have been awarded to lowest most responsible and responsive bidders meeting the specifications.
This contract is effective March 11, 2008 through March 31, 2009 at a cost of approximately $10,000.

March 19, 2008 and we need to award this bid as the units are needed for cooling in the 9-1-1 Data Center. 11

Solicitor DeHaven recommended the Board approve the renewal of the following bid contracts under the same
terms and conditions as the current contracts:
1. Pharmacy Services — Correctional Facility
Jeffreys Drug Store, Inc Canonsburg, PA extend through April 30, 2009 at a total yearly cost of
approximately $100,000
2. HVAC Maintenance for Family Court Center
Extend through April 14, 2009 at a total yearly cost of approximately $7,000. This includes Preventative
Maintenance and all other work at time and material.
3. Shipley Natural Gas Agreement
Extend current contract from April 1, 2008 through June 30, 2008 at the fixed rate of $10.39 per DTH
(currently paying $9.15/DTH). The current contract allows for a renewal every three months at the then
current rates. This rate is based on Nymex $9.45 + $0.94 = $10.39 per DTH.
These extensions are in accordance with the terms and conditions of the original contract and have been
approved by the vendors and the departments.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a grant agreement with the Department
of Community and Economic Development in the amount of $10,000. This grant will be used towards the purchase of a
van for the disabled veterans. The agreement is effective July 1, 2007 through June 30, 2010.
Moved by Mrs. Irey, seconded by Mr. Burns, approving the grant agreement with the Department of Community
and Economic Development as per above.

Annual Recognition to be held at the Washington Park on May 13, 2008. The total costs are estimated to be $1,650.00
and are included in the Juvenile Probation annual budget. `

Chief Clerk presented to the Board for their consideration and approval a grant application to the Department of
Conservation and Natural Resources in the amount of $125,000 under the Growing Greener II Program to complete the
paved walking bike path in Mingo Park from the Hemlock Trail to Henry Covered Bridge. The County match includes
$69,400 cash and $55,000 in -kind (design and construction of two bridges).

Chief Clerk presented to the Board for their consideration and approval the acceptance of a Community
Revitalization Assistance Program grant in the amount of $50,000 for replacement of the Two Mile #4 Bridge in
Centerville Borough. Design and construction will be completed through the Washington County Bridge Department.
Moved by Mrs. Irey, seconded by Mr. Burns; approving the acceptance of a Community Revitalization Assistance
Program as per above.

Chief Clerk presented to the Board for their consideration and approval two reimbursement agreements with
PADOT for the Chartiers #40 Paxton Bridge in Chartiers Township as follows:
Preliminary design: $152,000 — total project cost to be paid $121,600 (80%) State
$ 30,400 (20%) County Liquid Fuels
Final design, utilities and right of way $240,000 total project cost to be paid 100% Act 26 Funds.

County funds are required.

Chief Clerk presented to the Board for their consideration and approval of the following purchases:
1. District Attorney's Office - four blackberry devices with the Nextel direct connect at the
cost of $74.92/monthly each ($299.68 monthly total) and the devices are $149.99 each.
These are for use by the detectives; and five blackberry devices from Cingular with voice
and data at $79.99/month each ($399.95 monthly total) and $149.99 each for the device for
use by the atorney's.
2. Ratify the purchase of a Blackberry for the Health Center Administrator. The device was
$99 and the monthly service is $79.99 from Cingular which includes voice, data and tethering.
All services and devices have been purchase from the PA State Contract therefore do not ,require bidding.

bidding.

the purpose of financing the project and payment of all or a portion of the financing costs.
