Irey. Also being present: Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk;' Linda Belcher, Administrative Assistant; Scott Fergus, Director of Administration; Joy Sprowls and Sue Orrick, Commissioners' Office; Tim Kimmel, Human Services; Chris Weller and Tim McCullough, Court Administrator's Office; Reverend Dan Maurer, St. Patrick's Catholic Church; Harry Wilson, Veterans Office; Donna Auyer, VFW Ladies Auxiliary; Melanie Finney Thomas, Planning Commission; Nancy Shoun Few, Director of the Washington County Health Center; Carl Maggi, Mayor Frank Paterra, interested citizen; Barbara Miller, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 10:00 a.m. Reverend Maurer led the meeting with a prayer. Mrs. Auyer led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 847 dated November G, 2008 as written. Moved by Ms. Irey, seconded by Mr. Maggi, approving Minute No. 847 as written. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate to Rene' Reifel for the Shining Star Program at the Health Center. (RECESS FOR PHOTOS) PUBLIC COMMENTS Mayor Frank Paterra, of Charleroi, addressed the Board regarding the matter of illegal drugs and crime in Washington County. He urged the Board to use their influence and authority to work with local and state officials to obtain funds to fight this national epidemic. OLD BUSINESS None NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the reappointment of Dr. Leslie P. Midla and Charles Crouse to the Washington County Planning Commission Board of Directors for four-year terms effective through December 31, 2012. Moved by Ms. Irey, seconded by Mr. Burns, approving the reappointments of Dr. Midla and Mr. Crouse to the Washington County Planning Commission Board of Directors as per above. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an agreement with the Commonwealth of Pennsylvania for the installation of a new communications tower at SCI Fayette. No County funds are required. Moved by Mr. Burns, seconded by Ms. Irey, approving the 'agreement with the Commonwealth of Pennsylvania as per above. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of an agreement with South Franklin Township Volunteer Fire Department in the amount of $1,000 per year for years 2009 and 2010 whereby the Fire Department will provide primary fire protection for County property in the Township; the Fire Department will inspect the airport annually for hazards or unsafe conditions; the County will reimburse for the actual cost of foam not to exceed $2,000 per year as needed. The term of the agreement will be January 1, 2009 to December 31, 2010. Moved by Ms. Irey, seconded by Mr. Burns, approving the foregoing agreement with South Franklin Township. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the 2008/2009 provider service agreements with the list of previously approved providers. ANNOUNCEMENTS An Executive Session was held on November 19, 2008 immediately following the Agenda Meeting as an information session related to personnel and litigation styled Washington School District vs. Washington County in the Court of Common Pleas at #2008-607 and the application filed by TRail with the PUC at docket A-110172. The quarterly Retirement Board Meeting will be held immediately following today's board meeting. County Offices will be closed on November 27`h and 28`h, 2008, in observance of the Thanksgiving Day holiday.
