Irey. Also being present: Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Joy Sprowls and Jo Ann Metz, Commissioners' Office; Tim Kimmel, Human Services; Harry Wilson, Director of Veterans Affairs; Melanie Finney, Planning Commission; Pastor David Mansfield, Fairhill Manor Christian Church; Harry Wilson, Director of Veterans Affairs; Shane E. Yoest, National Association of Insurance and Finance Advisors; Dave Bober and Carl Maggi, interested citizens; Barbara Miller, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 10:05 a.m. Pastor Mansfield led the meeting with a prayer. Mr. Wilson led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 865 dated September 3, 2009 as written. Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 865 as written. Roll call vote taken: Ms. Irey — Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners read a Proclamation declaring the month of September as "National Insurance Awareness Month". Moved by Ms. Irey, seconded by Mr. Burns, adopting the foregoing Proclamation. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Mr. Yoest, President of Pittsburgh Chapter of National Association of Insurance and Finance Advisors, accepted the Proclamation and thanked the Board for this recognition. He briefly outlined the importance of having life insurance and how easy it is to obtain insurance for yourself and family members. (RECESS FOR PHOTOS) PUBLIC COMMENTS Dave Bober, of Canonsburg, addressed the Board about an article that appeared in the newspaper that Washington County Correctional Facility would be available for use during the G-20 Summit. He also commended the Board for their remarks regarding the state budget and stressing the point that the budget needs to be adopted so local agencies will not suffer in providing services to area residents. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the concrete repair and replacement to Kishmo, Inc., Apollo, PA in the amount of $231,515 which includes Section I and Section II. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the contract for the energy audit of county -owned buildings to EMG, Hunt Valley, MD in the amount of $40,439. Any additional work above the scope of work in the RFP would be based on the hourly rates submitted. This award is based on receiving the award for the EECBG grant. The total cost of this energy audit is to be paid from the EECBG grant funds. Moved by Ms. Irey, seconded by Mr. Burns, awarding the bid for the Energy Audit as per above. Solicitor DeHaven recommended the Board award the bid for the replacement of the cooling towers in Courthouse Square to East West Manufacturing and Supply Co., Inc., Pittsburgh PA in the amount of $177,400. This amount will be paid from the bond issue. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. Moved by Ms. Irey, seconded by Mr. Burns, awarding the foregoing bid for the replacement of the cooling towers in Courthouse Square. Solicitor DeHaven recommended the Board approve an extension to the Health Center pharmacy services contract with Curtis Pharmacy LTC Services, Washington PA. This contract will be extended through October 31, 2010 at a total yearly cost of approximately $800,000. Moved by Ms. Irey, seconded by Mr. Burns, approving the extension of the pharmacy services contract for the Health Center as per above. Solicitor DeHaven recommended the Board approve an extension to the contract with McVehil Plumbing, Heating and Supply Co., Inc., Washington PA. This contract is for plumbing services on a "time and materiaP' basis. Total yearly cost for 2009 is approximately $23,000 for all County facilities. Moved by Ms. Irey, seconded by Mr. Burns, approving the foregoing extension to the contract with McVeil Plumbing, Heating and Supply Co., Inc. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval to ratify a travel request for President Judge Debbie O'Dell Seneca to attend the National Association of Women Judges Annual conference on October 15-18, 2009 in Memphis Tennessee. The cost of the conference is $475.00 and will be charged to the Court's budget. The funds are provided by the U.S. Department of Housing and Urban Development (HUD) and no County funds are required. above. Approval is also requested to enter into an agreement with the Caring Network for, the administration and distribution of these funds in the amount of $20,000 for the same time period and no County funds are required. This lease is for the property located at 50 Old Hickory Ridge Road, Washington PA. All other terms and conditions of the lease will remain in effect. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the 2009 service programming charges for Premier Election Solutions, Allen TX. These fees are related to any programming changes or, creation and are on an as needed" basis. The total charges for the 2009 primary election amounted to $7,320. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a one year maintenance agreement for the CAD System from Dell/ASAP Software. This maintenance agreement is effective October 1, 2009 through September 30, 2010 at total amount not to exceed $140,000. The equipment and software was purchased in 2006 at a cost of approximately $1.8 million. The purpose of this maintenance is to keep the system up to date. , The entire cost for the CAD replacement was covered through a wireless E-9-1-1 grant awarded from PEMA, (Pennsylvania Emergency Management Agency). This equipment will replace equipment at three playground areas and there will be i one new playground in Mingo. The total cost for the playgrounds is approximately $168 732 which is being funded one P Yg � P Yg PP Y � � half by a grant from DCNR and one half from funds received from the gas lease.
