183 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 794 Washington County Commissioners Washington, PA, July 20, 2006 The Washington County Board of Commissioners met in a regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana L. Irey. Also being present: Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Scott Fergus, Director of Administration; Linda Belcher, Administrative Assistant; Joann Metz and Joy Sprowls, Commissioners' Office; Tim Kimmel, Human Services Department; Harry Wilson, Director of Veterans Office; Tim McCullough, Director of Human Resources; Debbie Bardella and Bob Neil, Tax Assessment Office; Melanie Finney, Planning Commission; Sheriff Sam Romano; Harry Johnston, Retired Officer's Association; Pastor Paul Mitchell, River of Life Christian Fellowship; Chief Richard "RT" Bell, Alex Coghill and Chuck Tenny, Canonsburg Police Department; Harry Sabatasse, John Warren, interested citizens; Barbara Miller, Observer -Reporter; Jim Jefferson, WJPA and Craig Howell, Weirton Daily Times/PA Focus. Co -Chairman Maggi called the meeting to order at approximately 10:00 a.m. Pastor Mitchell led the meeting with a prayer. Mr. Johnston led the Pledge of Allegiance. Co -Chairman Maggi entertained a motion to approve Minute No. 793 dated June 15, 2006. Moved by Mr. Burns, seconded by Mrs. Irey, approving Minute No. 793 as written. Roll call vote taken: Mrs. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a certificate of congratulations to R. T. Bell for receiving the American Legion 2006 Law Award. Mr. Bell expressed his appreciation and thanked the Board for the certificate. The Commissioners commented on the great accomplishments Chief Bell has achieved in his thirty-nine years of dedicated service to the community and wished him success in the future. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Warren of West Alexander addressed the Board regarding a matter he has been attempting to resolve for a period of time. He stated he purchased a home with property and found the deed was recorded incorrectly. He noted he has been in contact with Debbie Bardella, Recorder of Deeds, to correct this problem but feels the problem still exists. He stated this incorrect information could cause him problems in the future and wants to make sure the records show the correct information for his peace of mind. Harry Sabatasse, of Burgettstown, asked the Board, again, when action would be taken to stop the elected officials pay raises. 1 184 MINUTE BOOK BOARD OF COUNTY COMMISSIONER$ WASHINGTON COUNTY, PENNSYLVANIA OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for Kitchen and Housekeeping Supplies to the following vendors based on the per unit cost submitted in their bid proposals: Allegheny Supply & Maint. Yanko Construction, Delmont, PA in the amount of $668,996.04 being the lowest most responsive and responsible bid received. Solicitor DeHaven recommended the Board award the bid for meat products to the following vendors based on the per unit cost submitted in their bid proposals: Gordon Food Service, Grand Rapids MI Green Valley Packing, Claysville PA Sysco Foods of Pittsburgh, Harmony PA US Foods, Washington PA The bid is effective August 1, 2006 through November 30, 2006 with a total monthly cost of approximately $35,000. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bid for meat products as per above. Roll call vote taken: Mrs. Irey - Yes; Mr. Burns - Yes; Mr. Maggi - Yes. Motion carried unanimously. Solicitor DeHaven recommended the Board award the bid for the renovation to the patio entrance at the Health Center to MacBracey Corporation, Washington, PA in the amount of $70,700. This was the lowest most responsive and responsible bid received. Moved by Mr. Burns, seconded by Mrs. Irey, awarding the bid for the renovation to the patio entrance at the Health Center as per above. Solicitor DeHaven recommended the Board award the bid for the Law Enforcement Uniforms as follows: Sheriffs Dept — North Eastern Uniforms & Equipment, Pittsburgh PA Total cost approximately $37,204/year Correctional Facility — Trapuzzano's Washington, PA Total cost approximately $46,220/year 911 Facility — Trapuzzano's Washington, PA Total cost approximately $22,488/yr The contracts for all facilities will be effective August 1, 2006 through July 31, 2008 with the option to extend through July 31, 2009. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the adoption of a Resolution designating the Washington County Industrial Development Corporation as the industrial development organization for Washington County to be the recipient of LEDA funds for fiscal year 2006-07. Chief Clerk presented to the Board for their consideration and approval the fiscal year 2006-07 grant in aid application and grant agreement between the Commonwealth of Pennsylvania, Board of Probation and Parole, for improvement of Washington County Adult Probation Services. Chief Clerk presented to the Board for their consideration and approval the County Certification for use of wireless E 9-1-1 PEMA Funds for fiscal year 2006-07 in the amount of $8,066,488.70. Chief Clerk presented to the Board for their consideration and approval a revision to the County Vehicle Policy adopted on August 25, 1994 and revised on March 20,1997 increasing the mileage from 50,000 to 100,000 for recommendation as to whether said vehicle should be kept, traded or disposed. Chief Clerk presented to the Board for their consideration and approval a request for Captain Donald Waugh of the Correctional Facility to attend a training session to receive an I.P.C. certification. This training will take place in Charlottesville, Virginia on August 14-18, 2006. The total cost for training and travel is approximately $1,555.00. Chief Clerk presented to the Board for their consideration and approval adoption of a Resolution per Section 147F of the Internal Revenue Code approving issuance by the Allegheny County Industrial Development Authority and Residential Resources, Inc., a Pennsylvania non-profit corporation, providing housing for disabled, disadvantaged, low income or other at -risk individuals and service provider agencies affiliated with the mental health/mental retardation system, of its tax exempt note. The note will not exceed $30,000,000 and is for the purpose of refinancing indebtedness remaining from a prior bond issue in 2001 and approved by approved by the Washington County Commissioners. WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the Certificate of Elected Representative and adopt a resolution per Section 147F of the Internal Revenue Code approving issuance by the Washington County Industrial Development Authority and Starpointe Lot 4 Limited Partnership, a Pennsylvania limited liability company as the developer and Miller Plastic Products, Inc., a Pennsylvania business corporation as the occupant, of its tax exempt industrial revenue note. The note will not exceed $2,200,000 and is for the purpose of financing a manufacturing project in the Starpointe Business Park, Borough of Hanover, Washington County, Pennsylvania and the payment of a portion of the costs of issuance of the note. Chief Clerk presented to the Board for their consideration and approval of a task order #2 addendum with Michael Baker Jr., Inc. for construction inspection of the High Intensity Runway lighting project at the Washington County Airport. The cost for inspection will be billed on a cost-plus basis for hours spent on the job not to exceed a maximum contract amount of $26,700.55. Costs will be paid 95% federal, 2.5% state and 2.5% County. Moved by Mr. Burns, seconded by Mrs. Irey, approving task order #2 addendum with Michael Baker, Jr. for the Washington County Airport as per above. Chief Clerk presented to the Board for their consideration and approval a contract addition with Michael Baker Jr., Inc. for engineering services of an additional 500 feet of road on the north side of the Washington County Airport. The additional cost will not exceed $53,350 and will be paid 75% State Capital Budget and 25% County. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval an agreement with the North Hills Sports Car Club for use of the Washington County Airport on August 27, 2006 from 8:00am to 5:00pm for the purpose of conducting an auto race. The agreement outlines the responsibilities of the Club and the County has been named as an additional insured on their insurance policy. Moved by Mrs. Irey, seconded by Mr. Burns, approving the agreement with the North Hills Sports Car Club for use of the Washington County Airport as per above. This modification will amend the budget to reflect expenditures of 12% for Essential Services and 88% for Prevention Services. All other provisions remain unchanged. No county funds are required.
