Irey. Chairman Maggi called the meeting to order at approximately 10:00 a.m. Mr. Perrine led the meeting with a prayer. Mr. Ward led the Pledge of Allegiance. Chairman Maggi entertained a motion to approve Minute No. 876 dated February 18, 2010 as written. Moved by Ms. Irey, seconded by Mr. Burns, approving Minute No. 876 as written. Roll call vote taken: Ms. Irey — Yes; Mr. Burns — Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a check to Dan Petrola, a Board member of the Brownson House in the amount of $80,540 as part of the Washington County Local Share Account Program. It was noted the monies will be used for the Brownson House Recreation Project which will include for the renovation of the gymnasium and playground. Mr. Petrola, on behalf of their Board members, thanked the Commissioners and the Local Share Committee for approving their application for local share monies. (RECESS FOR PHOTOS) PUBLIC COMMENTS John Adams, of Avella, addressed the Board regarding gambling in the area and the use of video games in establishments. OLD BUSINESS Solicitor DeHaven recommended the Board award the bid for the maintenance and repair of county vehicles to the following vendors: Pancake Towing, Washington PA Towing - $50-light vehicle $65-medium vehicle plus $3/mile Nowak Commercial Refinishing, Inc. Mechanical - $45/hour Body Repairs - $38/hour All work is to be done based on a "time and material" rate on an "as needed" basis. Solicitor DeHaven recommended the Board award the bid for case binders and folders to the following vendors: Avail Business, Hollsopple PA Efficiency Solutions, Pittsburgh PA Penn Record Systems, Pittsburgh PA This contract is effective March 4, 2010 through February 28, 2011 with the option to extend through August 31, 2012 at a total yearly cost of approximately $15,000. This bid is being awarded to the lowest most responsive and responsible bidders meeting the specifications. Motion carried unanimously. Solicitor DeHaven recommended the Board approve an extension of thirty days to the bid award for the medical supplies and Medicare Part B billing. The Purchasing Department and the Health Center need additional time to evaluate the bid responses. According to the county code this is by mutual consent of the Commissioners and any bidder wishing to remain under consideration. The Commissioners shall excuse from consideration any bidder not wishing to agree to a request for extension of the date of the award and shall release such bidder from any bid bond or similar bid security furnished with the bid. Moved by Ms. Irey, seconded by Mr. Burns, approving the foregoing bid extension for the medical supplies and Medicare Part B billing. Solicitor DeHaven recommended the Board approve an extension to the contract with Jeffreys Drug Store, Inc., Canonsburg, PA for the provision of pharmacy services for the Correctional Facility. This contract is extended through April 30, 2011 and is in accordance with the original proposal documents. The total yearly cost for this contract is approximately $150,000. Moved by Ms. Irey, seconded by Mr. Burns, approving the extension to the contract with Jeffreys Drug Store, Inc. as per above. Chief Clerk presented to the Board for their consideration and approval the appointment of Al Protin to represent the John K. Tener Library in Charleroi to the Washington County Library Board for a three-year term effective through December 31, 2012; the appointment of Joanna Dragon and Holly Sethman to the Children and Youth Advisory Board for a two year term effective through December 31, 2011; the appointment of Pam Church to the Washington County Transportation Authority effective through May 31, 2014; and the reappointment of Don Angelone to the Washington County Transportation Authority effective through May 31, 2014. Chief Clerk presented to the Board for their consideration and approval to adopt a resolution for the approval of applicable elected representative relating to section 147(o of the Internal Revenue Code of 1986, as amended, approving issuance by the Washington County Industrial Development Authority of its college revenue bonds in a principal amount not to exceed $70,000,000 for Washington and Jefferson College. Chief Clerk presented to the Board for their consideration and approval of a service agreement with Consolidated Communications for Children and Youth Services Office to operate a telephone line for the Child Advocacy Center at Washington Hospital in the amount of $35 per month for a period of thirty-six months and a $45 installation charge. Chief Clerk presented to the Board for their consideration and approval the purchase of law enforcement equipment for the District Attorney's Office from Tactical Technologies, Inc., Holmes, PA totaling $23,379.76. This approval is based on confirmation from GSA that all items are approved on the contract and at the prices quoted. This purchase will be funded in total by the Department of Justice Technology Grant. Moved by Mr. Burns, seconded by Ms. Irey, approving the purchase of law enforcement equipment for the District Attorney's Office as per above. Chief Clerk presented to the Board for their consideration and approval an increase to the current u n E contract with Presidio Corporation be increased from $10,000 to a "not to exceed" amount of $20,000. It is also requested that the contract be renewed through March 31, 2011 with a not to exceed amount of $10,000 from April 1, 2010 through March 31, 2011. The Presidio contract encompasses all of the support for the county wide Cisco network infrastructure, in addition to the current and ongoing conversion to a SIP phone service. IT had encountered unusual issues that were not anticipated when the project began. The scope of the project is migrating phone services to IP technology. Upon completion of this project, the amount of the contract with Presidio should be greatly reduced. Moved by Ms. Irey, seconded by Mr. Burns, approving the increase in the current contract with Presidio Corporation as per above. Chief Clerk presented to the Board for their consideration and approval a one-year maintenance agreement with Donwil Company, McKees Rocks, Pennsylvania in the amount of $10,220 for the Public Safety Department. This is to provide 24/7 emergency service coverage and two preventive maintenance visits. The total cost of this maintenance will be paid through the wireless 9-1-1 budget. Chief Clerk presented to the Board for their consideration and approval a grant application to Pennsylvania Commission on Crime and Delinquency in the amount of $15,000 for the Sheriff's Office. This grant is for software upgrades for gun permits and no county funds are required.
