The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square,
Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Vaughan and
Harlan G. Shober, Jr. Also being present: The Rev. Jason Hefner of Faith United Presbyterian, Washington, Pa., American Legion Post
22 representative Frank Paterra, Director of Veterans Affairs Barry Grimm, Solicitors J. Lynn DeHaven, Director of Administration Scott

Vice Chairman Vaughan called the meeting to order at approximately 10:04 a.m.
The Rev. Jason Hefner led the meeting with a prayer.
Mr. Paterra led the Pledge of Allegiance.
Vice Chairman Vaughan entertained a motion to approve Minute No. 948 dated May 2, 2013, as written.

Director of the Public Defender's office, Glenn Alterio, congratulated Mr. Cooke on an exceptional job well done. Mr. Cooke
thanked the Commissioners and Mr. Alterio. He stated that his employment with the County has been an honor and a privilege. He also
stated that his employment started out as a job that became an occupation and led to a profession. Mr. Cooke commented that Mr. Alterio
has been a great boss and a great friend.
Mr. Shober read a proclamation declaring the May 12 through May 18, 2013, as `National Nursing Home Week." Their theme for
this year is "Team Care," because everyone pitches in for optimal outcomes.
Washington County Health Center Director Tim Kimmel thanked the Commissioners for recognizing National Nursing Home
Week. He stated that this proclamation shows support, respect and showcases the facility to the residents, families and dedicated staff who
provide care and support services in the facility.

PUBLIC COMMENTS
American Legion Post 22, District 25 representative Frank Paterra spoke on behalf of homeless veterans. He stated that he would
like to see the Commissioners explore the possibility of acquiring a home to be used as a homeless shelter for veterans to provide necessary
rest and recuperation.
Mrs. Vaughan stated that while she is serving on the United Way Executive Board and this idea is being further explored, there are
several agencies that dedicate services to veterans, such as, City Mission, Greenbrier Treatment Center and Behavioral Health and
Developmental Services. She also stated that there may not be a physical structure but there are networks in place to serve the veteran and
their needs. She told Mr. Paterra to please contact the Commissioners if he knows of anyone that in need of these services. Mr. Paterra
stated this is not about a veteran receiving rehabilitation services but actual housing of a veteran. He also stated that Allegheny County has
three homes. In his opinion, he stated that Viet Nam veterans are especially in need because emotionally, these veterans have not left the
war zone. Mrs. Vaughan stated this is an issue that is taken to heart and will continue to be thought over especially through the leadership
of Washington County Veterans Affairs Department and Director Barry Grimm.
OLD BUSINESS
BID AWARDS
Solicitor DeHaven recommended the board approve the bid for industrial commodities to the following vendors based on their
percentage discount and were the lowest and most responsible bidder:
W.W. Grainger, Lake Forest, Ill., through local Pittsburgh office
MSC Industrial Supply Co., Pittsburgh, Pa.
The total yearly cost of this contract is approximately $130,000, and will be effective June 1, 2013 through May 31, 2015, with an option to
extend for two additional two-year periods.

Solicitor DeHaven recommended the board approve the rejection of all 2009 reassessment request for proposals. The County is
currently in the process of requesting new proposals. It has not been determined if the former Purchasing Director, Nancy Bielawski, has
made a formal request to reject the 2009 request for proposal, therefore this request is for recordkeeping purposes.

Chief Clerk presented to the Board for their consideration and approval to adopt a resolution approving a cooperation agreement
for the Washington County Council on Economic Development for RCAP funding for Phase 1B of the Starpointe Industrial/Business
Park in Hanover Township.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the adoption of a resolution for the cooperation agreement for
RCAP funding for Phase 1B of the Starpointe Industrial/Business Park in Hanover Township.

Chief Clerk presented to the Board for their consideration and approval of two grant applications for education and outreach for
Southwestern Pennsylvania Legal Services, Inc./ HUD Fair Housing Initiation Program. The grants, in the amount of $125,000, will
permit SPLAS and its partners to work closely with local housing stakeholders to further fair housing efforts and expand the provision of
community education and outreach in the community.

Chief Clerk recommended the board, on behalf of Information Technology, ratify the agreement with Comcast Business for the
new Child Care Information Services, Beaver location. This service will consist of Internet, phone service and fax line and basic cable
television (for the conference room.) These services qualify for the "Triple Play" discount. The discounted monthly bill will be $494.35
and will be effective for 24 months from the date of award and will be paid from the CCIS operating budget.

fund accounting system. This agreement will be effective June 1, 2013 through May 31, 2014. The total amount will be charged to the
Information Technology budget.

Chief Clerk recommended the board, on behalf of Steve Tkach, Director of Court Automation, approve a payment of $39,784.22
to IMR, Harrisburg, Pa. for the Professional Service License & Maintenance Renewal of the OnBase software. The total cost is to be
charged to Records Improvement Fund/Court Automation operating budget/Prothonotary's Records Improvement Funds. This license
renewal and maintenance covers the scanning and module licenses in place within the following departments: Register of Wills, Clerk of
Courts, Adult Probation, and Domestic Relations & Recorder of Deeds. It also covers our twenty-nine (29) concurrent user retrieval
licenses which are currently in use within the Register of Wills, Clerk of Courts, Adult Probation, Juvenile Probation, Domestic Relations,
Recorder of Deeds, County Sheriff, County Jail, Public Defender, Children & Youth Services, District Attorney and all Judges Offices
within the Courthouse. This renewal will cover any upgrades and any professional services required during the year January 1, 2013
through December 31, 2013.

Chief Clerk recommended the board, on behalf of Tim Warco, Coroner, approve monthly fee schedule amendments to the Post
Mortem Laboratory Services agreement with NMS Labs of Willow Grove Pa. This amendment will allow for the inclusion of additional
testing as a result of medication changes as well as tests not included on the original fee schedule for the period of January 24, 2013
through February 28, 2014.

does not require bidding and funding will be provided via Health Center Capital funds.

Chief Clerk presented to the Board for their approval, on behalf of Recorder of Deeds respectfully, the purchase of thirty one (31)
PC's at a total cost of approximately $31,000.00 from CDW-G of Vernon Hills, Ill. The proposed purchase would be made via PA State
Contract/CoStars and therefore does not require bidding. Funding for the proposed purchase will come from Recorder of Deeds Records
Improvement funding. The units will replace computers throughout the Recorder of Deeds and Tax Assessment offices, which are
currently out of warranty and aged.

and PEMA funds. This will bring all coverage current with an expiration date of June 15, 2014. This purchase is being made from CDW-
G of Vernon Hills, Ill. on the PA State Contract/CoStars 6 contract, and therefore does not require bidding.
