Richard White led the meeting with a prayer. Mr. Wilson led the Pledge of Allegiance. Vice Chairman Vaughan entertained a motion to approve Minute No. 950 dated June 6, 2013, as written. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving Minute No. 950 as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Lee Stivers introduced the Bluegrass musicians The ileedrags as Gary Antol of Stockdale, Andy Gregg of Daisytown and Libby Eddy of Morgantown, W.Va. The group introduced their CD The Deemston Pickup and played two songs they recorded on the CD. Mr. Maggie read a certificate congratulating The Weedrags for promoting Washington County's history and heritage through their music and talent, and being instrumental in helping to develop the Whiskey Rebellion Festival and bringing attention to Washington County's Deemston Borough. Mrs. Vaughan read a certificate recognizing the 50`'' anniversary of the Pennsylvania Trolley Museum and was presented to the Executive Director Scott Becker and President Bob Jordan. The official opening of the PA Trolley Museum was on June 23, 1963. The volunteers are also congratulated for devoting countless hours to the museum and providing a wonderful service to citizens and visitors. Mr. Becker thanked the Commissioners for providing a home in the county for this museum and their continued support of the museum. Mr. Shober read a proclamation proclaiming June 17-23, 2013, as Amateur Radio Week. Ham radio operators provide a bridge between countries, providing a community service, such as emergency responses, weather spotters in the SKYWARN program of the National Weather Service, all without compensation. American Radio Relay League (ARRL) field day exercise will be June 22, 2013, which is a 24-hour emergency preparedness demonstration and competition of the amateur radio operators and will be held at the rear of South Strabane Fire Hall. President William Steffey accepted the proclamation and extended an invitation to the Commissioners to their 24-hour demonstration. Mr. Steffey stated it is a competition where western Pennsylvania has won for the past several years. Mr. Steffey thanked the Commissioners for their support and the use of the public meeting rooms. Mrs. Vaughan read a retirement certificate congratulating Jean L'Altrelli on her retirement from the Coroner's office. Mrs. L'Altrelh has dedicated over 21 years to the citizens of Washington County. Mrs. L'Altrelh thanked the Commissioners and Coroner Tim Warco, for not only being her employer but also her friend. Mr. Warco thanked Mrs. L'Altrelli for the countless hours and dedication to himself, the voters and all of Washington County. (RECESS FOR PHOTOS) PUBLIC COMMENTS Frank Ludwin spoke in regards to the Montour Trail, Cecil Township. This area totals approximately 35 acres which will house soccer fields, playground equipment, a small dam and camping grounds for scouts. Washington County Authority donated $20,000 and now Mr. Ludwin is looking for money for material through help from the Washington County. Robert Moore spoke on behalf of the citizens of Independence, Hopewell and Cross Creek Townships in regards to Cross Creek Park. He has signatures on a petition supporting some financial suggestions for this area. He stated the County is receiving over $2 million per year from the gas wells and he estimates this will go up. Mr. Moore is asking the County to put a substantial amount towards Avella School District and the rest to updating the Cross Creek Park area. Mrs. Vaughan requested that the Director of Planning, Lisa Cessna, give Mr. Moore the updated plans and figures for Cross Creek Park. OLD BUSINESS BID AWARDS Solicitor Drewitz recommended the board approve the bid award for the furnishing, delivery and installation or repair of flooring for all Washington County facilities to Don Greer's Fashion Floors, Washington, Pa. This is the only bid received and will be effective from the date of award through May 31, 2014, with the option to extend for three additional one-year periods upon mutual agreement. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the bid award for furnishing, delivery and installation or repair of flooring for all Washington County facilities to Don Greer's Fashion Floors. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Solicitor Drewitz recommended the board approve the bid award for the data and telephone wiring to North Star Communications, Inc., Cecil Pa. The hourly rates are $37/hour for regular rates and evening and weekend rates are at $39/hour. This contract is effective through June 30, 2014, with the option to extend for three additional one-year periods. The total yearly cost is approximately $16,000. This bid has been awarded to the lowest most responsive and responsible bidder meeting the specifications. This contract is being awarded to the lowest most responsive and responsible bidder meeting specifications. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval, on behalf of juvenile Probation, to approve an agreement with Children and Youth Services for funding for juveniles involved with juvenile Court through operation of the LEADER Program. The agreement in the amount of $505,200 is effective July 1, 2013 through June 30, 2014. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving an agreement with Children and Youth Services for juveniles through the LEADER Program. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Washington County Health Center, of an agreement with Southwestern Pennsylvania Area Agency on Aging to receive reimbursement for adult day care services at a full -day rate of $44.64 and a half -day rate of $28.40. This agreement will be for period of July 1, 2013 through June 30, 2014, and no county funds are required. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the agreement with SWPA Area Agency on Aging to receive reimbursement for adult day care services. I � - • M IN UTE BOO K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E00718327LD Chief Clerk presented to the Board for their consideration and approval, on behalf of the Washington County Correctional Facility, to enter into a renewal agreement with the PA District Attorneys Institute (PDAI) for the maintenance and continuance of the PA Statewide Automated Victim Information & Notification (SAVIN) program. The program was provided to the Correctional Facility through PCCD (PA Commission on Crime & Delinquency) grant funds for the purposes of victim notification. The SAVIN program automatically notifies a victim 24/7 of an offender's escape, subsequent apprehension, date of release, work release, etc. PCCD will pay 50% of the maintenance and service fees for 2013. Washington County's share for 2013 is approximately $3,156.57 This agreement is effective January 1, 2013 through December 31, 2013, and it is anticipated that this contract will be renewed for 2014 and subsequent years. A new renewal contract will be issued yearly with a change on the maintenance fee page. This service for the Correctional Facility was approved in the Prison Board meeting held on Wednesday, June 19, 2013. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Planning Department, of the purchase of a 2014 Ford F-250 truck, at a total cost of $23,732.40 for use at Cross Creek Park and the Panhandle Trail. The requested truck would be purchased via DGS Costars 25, and therefore does not require bidding. The proposed truck will replace a 1993 truck that cannot be repaired. The vendor for this purchase is Stuckey Ford of Hollidaysburg, Pa., and funding will be provided via Oil and Gas funds.
