Washington, Pennsylvania, September 19, 2013
The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pa.,
with the following members being present: Commissioners Larry Maggi, Diana Vaughan and Harlan G. Shober, Jr. Also being present:
Father Mark Swoger of Holy Trinity National Catholic Church; American Legion Post 907 representative Harry Thompson; Director of
Veterans Affairs Barry Grimm; Solicitor Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Mary Helicke;
Administrative Assistant Joyce Thornburg; Commissioner Administrative Assistants Joy Orndoff Sue Orrick and Marie Trossman;
Planning Department representative Melanie Thomas -Finney; Human Resources Director Chuck Nicholls; Children and Youth Services

Mr. Maggi called the meeting to order at approximately 10 a.m.
Father Mark Swoger led the meeting with a prayer.
Mr. Thompson led the Pledge of Allegiance.
Mr. Maggi entertained a motion to approve Minute No. 954 dated September 5, 2013.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving Minute No. 954, as written.

SPECIAL ORDER OF BUSINESS
Mrs. Irey Vaughan read a retirement certificate and presented it to Marjorie Ruschel. Deputy Administrator of Children and Youth
Services, Dee Dee Blosnich-Gooden, thanked Marjorie Ruschel for a fine job she's done over the years, starting as a caseworker and
finishing as a supervisor. As a supervisor, Mrs. Ruschel stated she has supervised over 2,000 cases. Mrs. Ruschel thanked the
Commissioners for their ongoing support and dedication to the agency.
Mr. Shober read a certificate of recognition presented to Kenneth Edgar Britten, an active member and volunteer in the Chartiers-
Houston Township community, by donating proceeds of his next book about the Chartiers area to the Chartiers-Houston Community
Library. Mr. Britten stated he moved to the Chartiers-Houston area about 10 years ago. He walked into the library and spoke to Helen
Armstrong. Ms. Armstrong told him their friend's group. From that point on, Mr. Britten has been volunteering.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, award the bid for food and staples for the
Health Center and Washington County Correctional Facility, to the following vendors:

included in this bid award is approximately $55,000. This contract for the correctional facility was approved at the Prison Board meeting
held September 18, 2013, Minute No. PB-9-18.

RETECTION OF REOUEST FOR PROPOSAL
Solicitor DeHaven recommend the Board approve, on behalf of Tax Assessment, the rejection of all proposals for computer software,
license and implementation, for a tax standard solution including tax claim, inquiry and appeals tracking and public access, as this software is
included in our recent reassessment award.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the rejection of all proposals for computer software.

NEW BUSINESS
Chief Clerk presented to the Board, on behalf of Public Safety, for their consideration and approval of Act 165 Hazardous Material
Response Fund Grant Agreement for the period July 1, 2013 through June 30, 2014, used to support the emergency response efforts of the
Haz-Mat Team for the year 2013. No county funds are required.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the Act 165 Hazardous Material Response Fund Grant Agreement.

Chief Clerk presented to the Board, on behalf of Public Safety, for their consideration and approval of a Hazard Mitigation Grant
Program Designation of Agent Resolution to accept funding in the amount of $59,370, to be used to update the county's plan.

Resolution.

Chief Clerk presented to the Board, on behalf of the Redevelopment Authority, for their consideration and approval of a
cooperation and indemnification agreement between The Redevelopment Authority, the County of Washington and the Middle
Monongahela Industrial Development Association (Grantee). The purpose of the agreement is to provide for the administration of a
$250,000 of Redevelopment Assistance Capital Project Funds for the Alta Vista Industrial Park, Phase II Project in Fallowfield Township.

reimbursement agreement with PADOT increasing the total amount allocated for the Pike #11 bridge replacement to $1,057,600 State,
$193,800 Act 26 and $70,600 County.

Inventory. The agreement provides for $250,000 from the Local Share Account to complete the project.

orders with Range Resources to increase the percentage of royalty received on wells 5, 6, 7H, 8, 9, 25H, 14H, 15H and 16H.

percentage of royalty received on the above.

continue to receive offender supervision fees.

Probation and Parole.

Chief Clerk presented to the Board, on behalf of the Purchasing Department and the Washington County Correctional Facility, for
their consideration and approval of an increase in the current contract with Dr. Thomas A. Dietrich, dentist for the correctional facility.
Dr. Dietrich is requesting an increase from $85 to $100 for the cost of extractions. All other terms and conditions of the current contract
will remain in full force and effect. Dr. Dietrich has been providing these services to the correctional facility since 1987 and the request for
increase is reasonable. This service was approved at the Prison Board meeting held September 18, 2013, Minute No. PB 9-18-13.

dentist for the correctional facility.

their consideration and approval to add the correctional facility to our existing Washington County Health Center contract for the
provision of radiology services with Mobile X-Ray Imaging, Inc., Harrisburg, Pa., for the proposed rate schedule including X-Ray, EKG
services, Holter monitoring, ultrasound services and Doppler studies. This contract runs through December 31, 2014. All other terms and
conditions of our current contract will remain in full force and effect. This service was approved at the Prison Board meeting held
September 18, 2013, Minute No. PB 9-18-13.

items are for purchase via state contract, and therefore, do not require bidding.

total cost is $38,900.00, and the proposed vendor is Walsh Equipment of Prospect, Pa. The costs would be paid from the oil and gas
funding. The proposed unit would be purchased via state contract, and therefore does not require bidding.
