The Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pa.,
with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr. Also being
present: the Rev. Melisa Geisler of Beallsville United Methodist Church, Beallsville, Pa.; American Legion Post 656 representative
Anthony Pasquerilla; Solicitor Lynn DeHaven; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Commissioner

Mr. Maggi called the meeting to order at approximately 10:05 a.m.
The Rev. Melisa Geisler led the meeting with a prayer.
Mr. Pasquerilla led the Pledge of Allegiance.
Mr. Maggi entertained a motion to approve Minute No. 958 dated November 7, 2013.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 958, as written.

SPECIAL ORDER OF BUSINESS
Mr. Shober read a certificate congratulating Charleroi Area High School senior, David Young, for being selected to perform with
the U.S. Army All -American marching Band. Mr. Young stated he's been playing since he was in fourth grade after receiving his first
trumpet, as a young child, as a gift. He and many others will be performing with the 2014 U.S. Army All -American Band on January 4,
2014, during halftime of the U.S. Army All -American Bowl at the Alamodome in San Antonio, Texas. After Mr. Young played his audition
piece for the audience, he thanked the Commissioners for this recognition and for recognizing the importance of music.
Charleroi Area High School band director, Mark Killinger stated that Mx. Young works hard to develop the talent he was born
with. Mr. Killinger nominated Mr. Young for the band by providing tapes of him marching and playing, and he was called for an interview
as one of 1,500 applicants.

PUBLIC COMMENTS
Former Observer -Reporter editor Park Burroughs spoke about DeLloyd "Dutch" Thompson, a local pilot pioneer who made
headlines as he broke speed and altitude records. Mr. Burroughs stated that some residents would like to move two bronze plaques
honoring Mr. Thompson, from the LeMoyne House, home of the historical society, back to the airport. Mr. Burroughs also asked the
Commissioners to name the runway and taxiways at the county airport as DeLloyd Thompson Memorial Field.
Mr. Thompson was the second pilot in the U.S. to perform a loop with an airplane and sky -write. Mr. Burroughs submitted a letter
he had signed along with Margaret Thompson, whose late husband, Bob, was DeLloyd Thompson's son.

Nottingham Township resident Donna Riggle, representing League of Women Voters, spoke about a program being held
Saturday, November 23, at the John Heinz History Center, regarding Marcellus Shale and health. Ms. Riggle also thanked the
Commissioners for their part in helping restore Dutch Fork Lake and she thanked Mr. Burroughs regarding his comments and interest in
Washington County Airport. She stated this will add to the Washington County Tourism sites.
OLD BUSINESS
BID AWARDS
Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award for paint and paint
supplies to Sherwin Williams Co., Washington, Pa. and Westmoreland supply Co., Washington, Pa., being the lowest most responsive and
responsible bidder's meeting requirements. This contract will be in effect from January 1, 2014 through December 31, 2016, at a total
yearly cost of approximately $25,000 and all additional paints and supplies will be at a 30% discount from list price.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the bid award for paint and paint supplies to the above listed
vendors.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award for electrical work to
Schultheis Electric, Latrobe, Pa., and being lowest most responsive and responsible bidder meeting requirements. The bid includes hourly
rates for emergency repairs on a time and material basis. This contract will be effective January 1, 2014 through December 31, 2014, with
the option to extend for two additional one-year periods.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award for locksmith
services to Diebold Inc., North Canton, Ohio (service representative is from Washington, Pa.) being lowest most responsive and
responsible bidder. This contract will be effective November 21, 2013 through December 31, 2014, with the option to extend for two
additional one-year periods. All work will be done on a time and material basis.

BID CONTRACT EXTENSION
Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department and the Planning Department, approve the
extension of the awarded contract start date with Morgan Excavating, L.P. for paving in Ten Mile Park until the spring of 2014. Due to
the unexpected colder temperatures, we do not believe that we can consistently meet the required temperatures for this type of work.
Morgan Excavating, L.P. has agreed to hold their submitted bid prices until completion in 2014.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Department, of a deed of
easement with PADOT for the replacement of the bridge on Route 980 in Canonsburg which affects a portion of the flood control
project. The easement provides construction access and work items have been approved by the Army Corps of Engineers. Approval is
also requested to donate the easement for the project to facilitate construction.

Chief Clerk presented to the Board for their consideration and approval, on behalf of Human Resources, of the renewal of
professional services agreement with Attorney Michael Palombo of the law firm of Campbell, Durrant, Beatty, Palombo and Miller, P.C. at
the following rates:
Attorney - $190/hour Senior associate attorney - $165/hour Associate attorney - $155/hour
Paralegal and law clerk - $155/hour
This contract will provide legal services to the County pertaining to labor relations and employment law. The rates will be effective
January 1, 2014 through December 31, 2014.

Services, of a provider agreement with Mon Valley Cares for the provision of early intervention services for the period of July 1, 2013
through June 30, 2014. The contract authorization amount is $34,000 and no additional county funds are required.

contract amount will increase from $125,000 to $225,000 and no additional county funds are required.

management system to the current production Electronic Retrieval System. The yearly amount of the contract will not exceed $40,000 and
is effective through October 1, 2014, and will be funded through the Courts IT operating budget. All other terms and conditions of the
current agreement remain in full. force. This request will be funded via the Courts IT operating budget.

Wireless. The jetpack is free and this amount will be charged to the District Attorney's operating budget. This purchase is being made

ANNOUNCEMENTS
An executive session was held Wednesday, November 20, 2013, following the agenda meeting, as an information session to discuss
personnel. The regularly scheduled Salary Board and Retirement Board meetings will immediately follow today's meeting. County offices
will be closed Thursday, November 28 and Friday, November 29, 2013, in honor of Thanksgiving.
