The Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pa., with the following members being present: Commissioners Larry
Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr. Also being present: Pastor Steve Dunlap of First
Baptist Church, Washington, Pa.; Veterans Affairs Director Barry Grimm; Director of Administration Scott
Fergus; Solicitor Lynn DeHaven; Director of Human Resources Chuck Nicholls; Chief Clerk Mary Helicke;

Mr. Maggi called the meeting to order at approximately 10:03 a.m.
Pastor Steve Dunlap led the meeting with a prayer.
Mr. Grimm led the Pledge of Allegiance.
Mr. Maggi entertained a motion approving Minute No. 968 dated April 3, 2014.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 968, as written.

SPECIAL ORDER OF BUSINESS
Redevelopment Authority of the County of Washington representative Kerry Fox presented Chartiers
Township's supervisor chairman William Kiehl with a check for the Midland sewer project. Chartiers
Township recently awarded a contract to Petrakis Contracting Company of Monroeville, Pa. in the $3,091,945
contract provided Midland and Chartiers Industrial Park with public sanitary sewage service which is currently
served by numerous malfunctioning on -lot septic systems. In order to fund the project the township applied
and received a $1,000,000 local share account grant in 2012 and later secured a $2,091,000 PennVest loan to
cover the total project costs. This new system will cover approximately 260 households in the Midland area.

Mr. Kiehl thanked the Local Share Committee for recommending this project and he thanked the
Commissioners for approving the project. He stated this area has several fixed income residents and in
securing this money will cut down the debt service.
Mrs. Irey Vaughan read a proclamation declaring April 2014 as Month of the Young Child.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the proclamation declaring April 2014,
as Month of the Young Child.

Case Specialist Sandy Sabot accepted the proclamation on behalf of Child Care Information Systems.
Mrs. Sabot thanked the Commissioners for their continuous support. She stated that our children are only
19% of our population and 100% of our future. Mrs. Sabot stated that through CCIS and other agencies,
they are continuing to work together for the best care for our children. Through combined efforts of the
agencies, they continue to work together for the best care for the children. Mrs. Sabot thanked the CCIS
Director Gina Steranko and the Assistant Director Tracy Holsopple for their good work in CCIS for
providing good quality and affordable childcare. Mrs. Sabot commented that this agency has a satellite office
in Beaver County also and they are known as .CCIS of Beaver and Washington County. Mrs. Sabot
introduced Paula Jansante as the provider liaison and Tara Wilson as the information specialist. Mrs. Sabot
introduced Donna Shriver and Adele Wood as officers of Childcare Consortium.
Children from SmarkKids Child Care and Kid Biz entertained the audience with songs.
Mr. Shober read a proclamation, declaring April 13 — 19, 2014, as National Library Week.

Washington County Library Systems representatives Diane Ambrose accepted the proclamation. She
stated there are 14 libraries in Washington County working hard to serve the surrounding communities. She
stated there continuous updates to stay current with the progressing technology. Ms. Ambrose stated the
library is a good place to meet people, learn different skills, find jobs and research information about resume
writing. Ms. Ambrose thanked the Commissioners for a approving a local share money. She stated that
anytime day or night, access a computer, laptop or smartphone and view over 830,000 items in the catalog
that can be ordered and delivered to a library of choice within two or three days. Also offered are online
courses for free. Ms. Ambrose stated that all libraries will continue to do their best for Washington County.

BID AWARDS
Solicitor DeHaven recommended the Board approve the bid award with Coen Zappi Oil Co,
Washington, Pa., for providing and delivering fuel for county facilities (building maintenance, health center
and parks). All prices are based on the OPIS' Daily Oilgram Price plus the firm differential price per gallon.
Firm differential price of .115 per gallon. Approximate yearly cost of $50,000. This contract will be effective
April 17, 2014 thru December 31, 2019, with the option to extend on a year-to-year basis through
February 28, 2015, upon mutual agreement of the county and the bidder. The county reserves the right to
cancel this contract with thirty (30) days written notice to the vendor.

county facilities.

Solicitor DeHaven recommended the Board approve to award the request for proposal, on behalf of
Public Safety and the request for proposal, for a hazard mitigation plan to Michael Baker Jr., Inc., at a cost of
$53,500 based on their significant experience in Pennsylvania. They have completed over 50% of the
mitigation plans in the Commonwealth. Additionally they have worked with the PA Emergency Management
Agency and the Federal Emergency Management Agency on hazard mitigation planning. Their team has
substantial experience with a strong background. This bid is being awarded to the most qualified and
responsible bidder meeting the specifications. This project will be funded from a federal grant with
Washington County providing a 20% soft match.

for the hazard mitigation plan.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Finance
Department, of a project modification for the Restrictive Treatment Program grant with the Pennsylvania
Commission on Crime and Delinquency. The State funding for this program has been reduced by
$14,783.00.

Youth Services, of the allocation adjustments for the period July 1, 2013 through June 30, 2014, with the
following: Families United Network, Inc. from $160,000 to $200,000 and Youth Education Services from
$150,000 to $210,000. No additional county funds are required.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Parks and
Recreation Department, of an agreement with RMC Sanitation, Inc., Burgettstown, Pa., for the purpose of
providing portable restroom facilities for the Department of Parks & Recreation and for election polls. The
rates are as follows:
regular unit - $90 per unit per month
handicap unit - $110 per unit per month
vault pumping (per gallon) - .12 cents per gallon
truck and operator fee (as needed) - $65.00/hour
This agreement will be effective April 17, 2014, through April 19, 2015. Estimated yearly spend for 2014 is
less than $10,000.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Washington
County Correctional Facility, of the "Thinking for a Change Training" scheduled for May 6 through
May 9, 2014, provided by Juliana M. Taymans at a cost of $5,098 of which $1,500 will be reimbursed from the
CJAB 2014 Training Grant, reducing the county's cost to $3,598, which will be paid from their operating
budget. This training program, "Thinking for a Change Training" (T4C) is a cognitive -behavioral curriculum
developed by the National Institute of Corrections that concentrates on changing the criminogenic thinking
of offenders, including cognitive restructuring, social skills development, and the development of problem -
solving skills. This renewal agreement was approved at the Prison Board meeting held April 16, 2014, Minute
No. PB-4-17-14.

ANNOUNCEMENTS
An executive session was held Wednesday, April 16, 2014, immediately following the Agenda
Meeting, as an information session regarding personnel and real estate. The Salary Board meeting scheduled
for today is cancelled. The county offices will be closed Friday, April 18, 2014, in observance of Good
Friday.
