Shober, Jr. Also being present: Rev. Mr. Maggi called the meeting to order at approximately 10 a.m. Rev Don Coleman led the meeting with a prayer. Mr. Stromple led the Pledge of Allegiance. Mr. Maggi entertained a motion approving Minute No. 977 dated September 17, 2014. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 977, as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Mrs. Vaughan read a certificate congratulating Pathways of Southwestern Pennsylvania on their golden anniversary. Pathways is a resource that provides intervention, compassion and care for all residents of all ages displaying commit enabling individuals with disabilities to reach their goals. Executive Director Jill Binotto thanked the Pathways organization for their commitment over the last 50 years. She thanked the Commissioners for recognizing the work that Pathways performs every day. Dr. Brian Deyarmin, President of Pathways of Southwestern Pennsylvania thanked the Commissioners for helping Pathways over the years. Pathways exemplify the word community with the care of the people and the organizations that help run this county. 176 MINUTE BO0K BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E00718327LD Mr. Shober read a certificate for Habitat for Humanity upon celebrating their silver anniversary by acknowledging their commitment to assist families with inadequate housing in Washington County. He stated Habitat for Humanity has helped 50 low income families become homeowners and congratulated them on their silver anniversary. Habitat for Humanity Executive Director Mark Twyford thanked the commissioners for recognizing the importance of this organization in the county. Their families that meet the strict criteria for home ownership have worked hard and will continue to work hard to accomplish home ownership. Mrs. Vaughan read a proclamation that proclaims October as Domestic Violence Awareness Month. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the proclamation for Domestic Violence Awareness Month. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Executive Director Michelle Robinson -Ritter thanked the Commissioners on behalf of DVSSP Board of Directors and especially on behalf of the recipients. She announced the No More campaign meaning no more domestic violence. She also thanked Donations Coordinator Kelly Young as being a vital part of the organization and responsible for domestic violence awareness fund activities. (RECESS FOR PHOTOS) PUBLIC COMMENTS None. OLD BUSINESS BID AWARDS Solicitor DeHaven recommended the Board award the contract for intermittent RN supervisor, RN, LPN and CNA nursing services for the health center including the correctional facility, to the following vendors: Arcadia, Southfield, Mich. Capital Healthcare Solutions, Inc., Irwin, Pa. Compassionate Care, Washington, Pa. Delta-T Group Western PA, Carnegie, Pa. Milestone Healthcare, LLC., Pittsburgh, Pa. Solicitor DeHaven recommended the Board award the bid for roof repairs to the following lowest most responsive and responsible bidder meeting specification: R.A.M.E. Inc., Washington, Pa., at the base rate of $42.75/hr. and $60.00/hr. emergency and other specialty rates as listed in the bid documents. This agreement will be effective September 1, 2014 through August 31, 2015, with the option to extend for four one-year periods. Solicitor DeHaven recommended the Board award the bid for plumbing services to the following lowest most responsive and responsible bidder meeting requirements: McVehil Plumbing, Heating & Supply Co., Inc., Washington Pa. This contract is for plumbing services on a time and material basis. All material is at a 15% discount from list price. Total yearly cost for 2014 is approximately $15,000 for all county facilities. This contract will be effective November 1, 2014 through October 31, 2015, with the option to renew for two additional one-year periods. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the bid award for plumbing services to McVehil Plumbing, Heating & Supply Co., Inc., Washington, Pa. Solicitor DeHaven recommended the Board, on behalf of the Planning Department, award the bid for the Cross Creek and Mingo maintenance facilities expansion project to Swede Construction, Elizabeth, Pa., who is the lowest most responsive and responsible bidder meeting specifications. The total cost of this project is $634,200.00 (Mingo=$355,900 & CC=$278,300) and will be funded through oil and gas lease funds. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the bid award for the Cross Creek and Mingo maintenance facilities expansion project to Swede Construction, Elizabeth, Pa. This agreement will be effective October 2, 2014 through September 30, 2016, with the option to extend for three one-year periods. The contract is effective October 2, 2014 through September 30, 2015, at a total yearly cost of approximately $10,000. The effective dates of the agreement are being extended one year to end on September 30, 2016. The contract authorization amount remains unchanged and no additional county funds are required. This agreement will commence on the date of execution and will automatically renew annually. No county funds are required.
