HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-S-11 - 4-7-2011 - SALARY025 MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Minute No. 4-S-11 Washington County Commissioners Washington, PA, April 7, 2011 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana Irey Vaughan; and Controller Michael Namie. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Chuck Nicholls, Director of Human Resources; Jay Dutton, Carl Maggi, John Adams and Frank Byrd, interested citizens; Jim Jefferson, WJPA; and Barbara Miller, Observer -Reporter. Chairman Maggi called the meeting to order at approximately 10:50 a.m. Moved by Mrs. Irey Vaughan, seconded by Mr. Burns, approving Minute No. 3-S-11 dated March 3, 2011 as written. Roll call vote taken: Mrs. Ircy Vaughan — Yes; Mr. Burns — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENTS: John Adams, of Avella, commented on the elected officials 3% raises. He stated that the taxpayers cannot afford these increases. President Judge O'Dell Seneca addressed the Board with reference to the FITS Program and stated she would like to create a position to oversee inmates that will be clearing trash dumped at rural sites in the county. She thanked the Board for their continued support of the Courts' programs and the funding through grants to keep these programs ongoing and commended them for expanding the trash removal project. She also noted that the Courts have been very successful in collecting fine;; to finance these programs; therefore, taxpayers' monies are not being used to fund them. FOR THE BC ARD'S CONSIDERATION JUDGES Law Clerks, 33,433.71 to 36,000.00, correction: increase in annual salary, eff. retroactive to 1/1/11. This would be in place of any increase that was approved by the Salary Board for 2011 for exempt and non -union employees. FITS PROGRAM FITS Foreman, 24,000.00, create one FT salaried position eff. 4/7/11. The position will be funded through LSA funds proces�.ed through DCED for the Keep PA Beautiful Program and will be available as long as the grant funds are available. Moved by Judge O'Dell Seneca, seconded by Mr. Burns, approving the foregoing personnel items for the Courts. Roll ca 11 vote taken: Judge O'Dell Seneca — Yes; Mrs. Irey Vaughan - Yes; Mr. Burns - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motio carried unanimously. CONTROLL._ R Payroll Administrator,137.2255/day, create one TP position, eff. 4/18/11. The TP position will be eliminated when H. Sheatler returns from a leave of absence. HEALTH CENTER — SOCIAL SERVICES Caseworker I, Grade 9, 90%, 15.223/hour, create one PT position, eff. 4/7/11 PARKS PT employee, 8.50/hour, create one position, eff. 5/28/11 Moved by Mr. Burns, seconded by Mrs. Irey Vaughan, approving the foregoing personnel items. Roll call vote taken: Mrs. Irey Vaughan - Yes; Mr. Burns - Yes; Mr. Maggi — Yes; Mr. Namie - Yes. Motion carried unanimously.
