The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office
Building, Washington, Pennsylvania, for the purpose of reconvening with the following members being present:
Commissioners Larry Maggi, Diana Irey Vaughan, Harlan G. Shober, Jr.; and Controller Michael Namie. Also being present:
Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative
Assistant; Roger Metcalfe, Finance Director; Chuck Nicholls, Director of Human Resources; President Judge Debbie O'Dell
Seneca; Chris Weller, Tom Jess and Tim McCullough, Court Administrator's Office; Glenn Alterio, Public Defender; Gene

Chairman Maggi called the meeting to order at approximately 10:50 a.m.
Moved by Mrs. Irey, seconded by Mr. Shober, approving Minute No. 1-S-12 dated January 3, 2012 as written.

PUBLIC COMMENTS:
'Toni Vallone, Business Agent for SEIU Local 668, addressed the Board regarding three newly created data collection
union positions that will replace the current assessor positions in the Tax Revenue Office. She expressed her concerns with
the creation of these positions noting the change in job duties in the new job description. Ms. Vallone stated the County
should keep the assessment positions as they currently are because she felt it was necessary to be out in the field making visual
assessments and not assessments from data collection. She also said she would like to resolve all the issues before a vote is
taken.
John Adams, of Avella, commented on the elected officials 3% raises. He stated that the taxpayers cannot afford these
increases.
FOR THE BOARD'S CONSIDERATION
President Judge O'Dell Seneca addressed the Board with regards to the court -related personnel items on today's agenda
and noted for the record there are still some outstanding issues that need to be discussed at a later time.

HEALTH CENTER — NURSING ADMINISTRATION
Quality Assurance/Quality Improvement Coordinator, 55,000.00 to 58,325.54, increase in annual salary for
the vacant salaried position, eff. 2/2/12. If position is vacated then the new incumbent will start at the
current job rate, which is now 55,000.00. The position of the incumbent chosen for the position, RN Unit
Manager will be abolished when moved to the QA/QI position.
Diana Fleming, RN Unit Manager, 56,626.74 to 60,075.31, increase in annual salary eff. 2/2/12, therefore
she will not receive an adjustment effective on her one year anniversary.
