HomeMy WebLinkAboutCOMM - Meeting Minutes - 3-S-12 - 3-1-2012 - SALARYMINUTE BOCK 66-- SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 3-S-12 Washington County Commissioners Washington, PA, March 1, 2012 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan, Harlan G. Shober, Jr.; and Controller Michael Namie. Also being present: Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Lynn DeHaven, Solicitor; Linda Belcher, Administrative Assistant; Joy Sprowls and Sue Orrick, Commissioners' Office; Chuck Nicholls, Director of Human Resources; Tom Jess and Becky Ross, Probation Services; Gene Vittone, District Attorney; Francis King, Treasurer; Laura Popeck, John Adams and Frank Byrd, interested citizens; Jim Jefferson, WJPA; and Barbara Miller, Observer -Reporter. Chairman Maggi called the meeting to order at approximately 10:40 a.m. Moved by Mrs. Irey, seconded by Mr. Shober, approving Minute No. 2-S-12 dated February 2, 2012 as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENTS: Tom Jess, of the Court Administrator's Office, addressed the Board regarding the pay schedule of the probation officers. He requested the Board consider granting raises to supervisors pointing out caseworkers make more than some of the supervisors. Mr. Jess stated the Courts have been working with the Commissioners and offered a solution but the Board denied it. He made reference to a recent article in the Post -Gazette that it refers to the similar situation that is happening here. Mr. Jess asked the Commissioners to please take action to ensure the probation offices have the highest quality leaders and g,,od supervisors to ensure that probation officers do not have to take a pay cut to be promoted. He noted he does understand the Board's responsibilities to the taxpayers. Chairman Maggi questioned Mr. Jess if he was here representing the courts or himself as a public citizen. Mr. Jess stated he was representing himself, the probation officers and the President Judge. Discussion was held between Chairman Maggi and Mr. Jess regarding the amount that was requested for the probation officers at budget time. John Adams, of Avella, commented on the elected officials 3% raises. He stated that the taxpayers cannot afford these increases. FOR THE BOARD'S CONSIDERATION F[EALTH CENTER — INVENTORY CONTROL Inventory Control Manager, 151.5108/day, create one PT salaried position, eff. 3/1/12. The position will be abolished upon the completion of the training of the candidate selected for the position of FT Inventory Control Manager. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, approving the foregoing personnel item. Roll call vote taken: Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie - Yes.
