Washington County Commissioners
Washington, PA, April 5, 2012
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office
Building, Washington, Pennsylvania, for the purpose of reconvening with the following members being present:
Commissioners Larry Maggi, Diana Irey Vaughan, Harlan G. Shober, Jr.; and Controller Michael Namie. Also being present:
Director of Administration Scott Fergus; Chief Clerk Mary Helicke; Solicitor Lynn DeHaven; Administrative Assistant Joyce
Thornburg; Administrative Commissioners Assistants, Joy Sprowls, Marie Trossman and Sue Orrick, Human Resource
Director Chuck Nicholls; President Judge Debbie O'Dell Seneca, Court Administrator Chris Weller; WJPA representative Lynn
Manning; Obs erver-Reporter representative Barbara Miller; and concerned citizens John Adams, Harry Sabatasse and Frank
Byrd.
Chairman Maggi called the meeting to order at approximately 11:05 a.m.
Moved by Mrs. Irey, seconded by Mr. Shober, approving Minute No. 3-S-12 dated March 1, 2012 as written.
Roll call vote taken:
Mr. Shober - Yes; Mrs. Irey Vaughan- Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motior.L carried unanimously.
PUBLIC COMMENTS:
John Adams of Avella commented on the automatic 3% raises. He also stated that Home Rule Charter would save
taxpayer money.
FOR THE BOARD'S CONSIDERATION
TUDGE O'DELL SENECA
President Judge O'Dell Seneca presented to the board a motion to create one part-time quasi-judicial position of
Juvenile Master, to work one day per week effective April 5, 2012 at a rate of pay of $20,000/year.
Movec by President Judge O'Dell Seneca, seconded by Mrs. Irey Vaughan, approving the foregoing personnel item.
Roll call vote taken:
Presid nt Judge O'Dell Seneca Yes; Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie - Yes.
Motion carried unanimously.
COURT ADMINISTRATOR
President Judge O'Dell Seneca presented to the board a motion to create one full time salaried position of Court
Technologist in the Court Administrator's Office, effective April 5, 2012 at the rate of pay of $30,000/year.
Court .Peporter, $37,212.11/year, abolish one FT position effective 4/5/12
Moved by President Judge O'Dell Seneca, seconded by Mrs. Irey Vaughan, approving the foregoing personnel item.

Temporary employee $16.517/hour, create one position effective 5/14/12 through 8/31/12 to work on a special scanning
project; the position will be funded by the Recorder of Deeds Record Improvement Fund and no County funds are required.

Visitor's Receptionist, Pay Grade 4 - 90% - $14.864/hour; Create one per -diem position to earn up to $10,000.00/year
and to work up to 1,000 hours per year effective 4/15/12.
HEALTH CENTER - NURSING ADMINISTRATION
Clinical Coordinator, $55,000.00/year, create one FT salaried position effective 4/5/12.
RN Charge Nurse, $55,166.80/year, abolish one FT salaried position effective 4/5/12.
