Salary Board
Washington County Commissioners
Washington, PA, July 19, 2012
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building,
Washington, Pennsylvania, for the purpose of reconvening with the following members being present: Commissioners Larry Maggi, Diana
Irey Vaughan, Harlan G. Shober, Jr.; and Controller Michael Namie. Also being present: Chief Clerk Mary Helicke; Solicitor J. Lynn
DeHaven; Administrative Assistant Joyce Thornburg, Human Resources Director Chuck Nicholls; Recorder of Deeds Debbie Bardella;
Observer -Reporter representative Barbara Miller; and concerned citizen Frank Byrd.
Chairman Maggi called the meeting to order at approximately 10:30 a.m.
Moved by Mrs. Irey, seconded by Mr. Shober, approving Minute No. 6-S-12 dated June 7, 2012, as written.
Roll call vote taken:
Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motion carried unanimously.
PUBLIC COMMENTS
None
FOR THE BOARD'S CONSIDERATION
PROTHONOTARY
Mr. Nichols presented to the board a motion to create one full time union position of Clerk Typist II, pay grade 4 — 90%, $14.864,
effective 7/19/12. The position will be funded by the Prothonotary's Automation Fund and no County funds are required. The position
will be eliminated if/when the funds are no longer available.
Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, approving the foregoing personnel item.
Roll call vote taken:
Mr. Shober - Yes; Mrs. Irey Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie - Yes.
Motion carried unanimously.
RECORDER OF DEEDS
Ms. Bardella presented to the board the following motions:
Assistant Deputy Recorder of Deeds, $31,827.01, abolish one FT position effective 7/19/12
Assistant Deputy Recorder of Deeds, $18.8326/hour, create one PT position effective 7/19/12
Clerk Typist II, pay grade 4 — 90% - $14.864, create one PT position effective 7/19/12
Moved by Ms. Bardella, seconded by Mrs. Irey Vaughan, approving the foregoing personnel items

CONTROLLER
Mr. Namie presented to the board the following motions:
Payroll supervisor *$41,500.00 per year, create one FT salaried position effective 7/19/12
*The requested salary for position of payroll supervisor reflects $2,432.55 that was reduced from the salary of the remaining
position of payroll administrator when it was vacated.

Clerk Typist I, 80% - $10.73/hour, create one temporary position effective 7/19/12. The temporary position will be eliminated
when Shirley Shaw goes on unpaid leave, when she returns to work or when her position is vacated, whichever comes first.

Airport operations assistant, pay grade 7 — 90% - $15.369/hour, abolish one FT union position effective 7/19/12
