Salary Board Minute No. SB 9-4-14 Washington County Commissioners
Washington, Pa., September 4, 2014
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square
Office Euilding, Washington, Pennsylvania, for the purpose of reconvening with the following members being
present: Commissioners Larry Maggi, Diana Irey Vaughan, Harlan G. Shober, Jr. and Controller Michael Namie.
Also being present: President Judge Debbie O'Dell -Seneca; Solicitor J. Lynn DeHaven; Court Administrator
Patrick Grimm; Director of Administration Scott Fergus; Washington County Treasurer Francis King;
Finance Director Roger Metcalfe; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg,
Human Resources Director Kathleen Bali; Observer -Reporter representative Barbara Miller;
WJPA representative Jim Jefferson and concerned citizen Frank Byrd.
Chairman Maggi called the meeting to order at approximately 10:21 a.m.
Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 8-14-14 dated
August 14, 2014, as written.
Roll call vote taken:
Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes; Mr. Namie - Yes.
Motion carried unanimously.
PUBLIC COMMENT

FOR THE BOARD'S CONSIDERATION
COURTS
President Judge Debbie O'Dell -Seneca presented to the Board approval of the following:
Child Custody Conference Officer, $41,681.12/year; abolish one quasi-judicial position effective
10/1/1.4.
Child Custody Conference Officers, $37,629.98/year; create three quasi-judicial positions effective
10/1/9.4.
Child Custody Conference Officer; terminate three independent contractor Child Custody Conference
Officer agreements, in accordance with the terms of the contracts, effective 10/1/14.
Moved by President Judge O'Dell -Seneca, seconded by Mrs. Vaughan, approving the foregoing
personnel request.

Fiscal Operations Officer I (vacant); $54,800/year reduced to $32,159/year; reduction in annual
salary effective 9/4/14.
Administrative Assistant I, Sara Harvey, $31,306/year increased to $32,550/year; increase in annual
salary effective 9/4/14.

Summer employee; extend employment for one summer employee in Social Services through
9/30/14. This position will continue to assist in workload while co-worker is on leave. No additional county
funds are required.
Assistant Administrator (vacant); $101,624/year reduced to $84,000; reduction in annual salary
effective 9/4/14.
Assistant Director of Nursing; $71,027/year reduced to $70,000 reduction in annual salary effective
9/4/14.
PLANNING
Graphic Arts Supervisor (vacant); $45,097/year reduced to $37,000; reduction in annual salary
effective 9/4/14.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the foregoing personnel request.

Motion carried.
Chairman Maggi stated for the record, items noted during 2014 were incorporated into the
Salary Book. It is the consensus of the Salary Board that any procedural errors in the 2014 salary schedule
book may be corrected administratively by Human Resources.
There being no further business, Chairman Maggi declared the meeting recessed at
approximately 10:25 a.m.
