Washington County Prison Board
Washington, PA, October 20, 2010
The Washington County Prison Board Meeting was held in the 7t" Floor Conference Room,
Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi and Bracken Burns; Controller Mike Namie; Sheriff Sam Romano; and
District Attorney Steve Toprani. Absent being: Commissioner Diana Irey. Also being present: Warden
Joe Pelzer; Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk;
Joyce Thornburg, Secretary; Chuck Nicholls, Director of Human Resources; JoAnn Metz, Commissioner's
Office; and Jim Jefferson, WJPA and Linda Metz, O-R.
Chairman Maggi called the meeting to order at approximately 11:35 a.m.
Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 9-P-10,
dated September 15, 2010.
Moved by Mr. Namie, seconded by Mr. Toprani, that Minute No.98-P-10 be approved as written.
Motion carried unanimously by the Board signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

Moved by Mr. Burns, seconded by Mr. Romano, to accept the Warden's Report as per above.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills for the
month of September in the amount of $98,201.45.
Moved by Mr. Namie, seconded by Mr. Toprani, approving the bills for the month of September
2010. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of
bills attached hereto and made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
The issue of turning away prisoners from out of the county was brought to the Board's attention.
Commissioner Burns requested that Warden Pelzer provide the Board with a graphic presentation of the
prison population.
District Attorney Toprani noted that an email he received from Beaver County stated that we do not
honor arrest warrants not signed by the Courtof Common Pleas. Warden Pelzer stated he will investigate
the specific prisoner and incident and review all the policies.
Warden Pelzer made reference to another email originated by President Judge O'Dell Seneca to
Chairman Maggi also questioning the correctional facilities' procedures. He stated that the correctional
facility has always accepted prisoners from arresting agencies that have a warrant signed by the Court of
Common Pleas.
Commissioner Burns asked District Attorney Toprani to gather specific information in order for the
Warden to investigate if such incidents occurred.
There being no further business, Chairman Maggi declared the meeting adjourned at 11:42 a.m.
