Minute No. 10-P-11
Washington County Prison Board
Washington, PA, October 19, 2011
The monthly meeting of the Washington County Prison Board was held in the 7th floor Conference Room,
Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present:
Commissioners Bracken Burns and Diana Irey Vaughan; Controller Michael Namie; Sheriff Sam Romano and District
Attorney Steve Toprani. Absent being: Commissioner Larry Maggi. Also being present: Warden Joe Pelzer; Lynn
DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Chuck Nicholls, Director
Human Resources; Joy Sprowl, Commissioners' Office; Barbara Miller, Observer -Reporter.
Vice -Chairman Burns called the meeting to order at approximately 11:31 a.m.
Vice -Chairman Burns asked if there were any corrections, additions or omissions to Minute No.9-P-11, dated
September 14, 2011.
Moved by Mrs. Irey Vaughan, seconded by Mr. Namie, that Minute No. 9-P-11 be approved as written. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
PUBLIC COMMENTS — None
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:
Income from other units for the maintenance of prisoners for September 2011:
Administrative Fee $ 2,700.00
Social Security 800.00
Monthly Sub Total 3,500.00
Year to date GRAND TOTAL $ 34,145.14

Moved by Mr. Namie, seconded by Mrs. Irey Vaughan, to accept the Warden's Report as per above. Motion
carried unanimously by the Board signifying their approval by stating "Aye".
BILLS
Controller Namie presented to the Board for their consideration and approval the bills dated October 19th in the
amount of $74,244.48.
Moved by Mr. Namie, seconded by Mrs. Irey Vaughan, approving the bills for the month of September. Motion
carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and
made a part hereof.)
OLD BUSINESS
A brief discussion took place regarding Act 22 and the impact this will have on the upcoming budget for the
Correctional Facility. Warden Pelzer noted this contract is up for renegotiation with Washington Hospital and is
hopeful there will be a reduction in the costs but will have to wait to see if that takes place. It was mentioned that the
solicitor has also reviewed the contract.

None
There being no further business, Vice -Chairman Burns declared the meeting adjourned at approximately
11:36 a.m.
