HomeMy WebLinkAboutCOMM - Meeting Minutes - 1-P-12 - 1-18-2012 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 431 m ti E 0 U_ a) E O cc Minute No. 1-P-12 Washington County Prison Board Washington, PA, January 18, 2012 The Annual Reorganization Meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Controller Michael Namie; Sheriff Sam Romano; and District Attorney Gene Vittone. Also being present: Warden Joe Pelzer; Scott Fergus, Director of Administration; Lynn DeHaven, Solicitor; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Chuck Nicholls, Director of Human Resources; Tom Jess, Deputy Court Administrator; Barbara Miller, Observer -Reporter. Chairman Maggi called the meeting to order at approximately 11:35 a.m. At this time Chairman Maggi entertained nominations for Chairman, Vice -Chairman and Secretary of the Prison Board for 2012. Moved by Mr. Shober, seconded by Mrs. Irey Vaughan, to nominate Commissioner Maggi as Chairman, of the Prison Board for 2012. Moved by Mr. Shober, seconded by Mr. Namie, to close nominations for Chairman. Motion carried unanimously by the Board signifying their approval by stating "Aye". Motion carried unanimously by the Board signifying their approval by stating "Aye" to name Commissioner Maggi as Chairman. Moved by Mr. Namie, seconded by Mr. Romano, to nominate Commissioner Irey Vaughan as Vice Chairman of the Prison Board for 2012. Moved by Mrs. Irey Vaughan, seconded by Mr. Namie to close nominations for Vice Chair. Motion carried unanimously by the Board signifying their approval by stating "Aye". Motion carried unanimously by the Board signifying their approval by stating "Aye" to name Commissioner Irey Vaughan as Vice Chair. Moved by Mrs. Irey Vaughan, seconded by Mr. Romano, to nominate Mr. Namie as Secretary of the Prison Board for 2012. Moved by Mrs. Irey Vaughan, seconded by Mr. Shober, to close nominations for Secretary. Motion carried unanimously by the Board signifying their approval by stating "Aye". Motion carried unanimously by the Board signifying their approval by stating "Aye" to name Mr. Namie as Secretary. At this time, Chairman Maggi welcomed District Attorney Vittone to the Board. PUBLIC COMMENTS None MEETING DATES AND TIMES It was the consensus of the Board that the Prison Board will meet at 11:30 a.m. on the dates listed below which coincide with the same week of a bi-weekly meeting of the Board of Commissioners: 32 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA January 18 July 18 February 15 August 15 March 14 (Jail) September 19 (Jail) April 18 October 17 May 16 November 14 June 20 (Jail) December 19 (Jail) APPROVAL OF MINUTES Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 12-P-11, dated December 14, 2011. Moved by Ms. Irey Vaughan, seconded by Mr. Namie, that Minute No. 12-P-11 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for December, 2011 Administrative Fee $ 2,734.79 Social Security 2,800.00 Tylenol 1,670.31 Monthly Sub Total 7,205.10 Year to date GRAND TOTAL $ 47,397.26 Program Fees and Room and Board Income for the Month of December, 2011 Billed Collected Work Release $10,127.80 $10,875.30 Weekenders $ 2,875.00 $ 3,325.00 Turned over to Clerk of Courts (Minus) -0- Adjustments made to billings (Minus) -0- Monthly Sub -Total $13,002.80 $14,200.30 Year to date GRAND TOTAL $183,702.76 $185,916.76 Status of prisoners confined at the end of December. 2011: MALES FEMALES TOTAL Full Time 66 18 84 Work Release 30 4 34 Weekend prisoners 10 3 13 Unsentenced prisoners Awaiting sentencing and/or trial 152 31 183 TOTAL PRISONERS 258 56 314 MALES FEMALES TOTAL Examinations performed by the physician 46 17 63 New commitments 10 Repeat patients 53 Medical Transports performed by the Sheriff 7 Moved by Ms. Irey Vaughan, seconded by Mr. Namie, to accept the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". 0 u • PRISON BOARD MINUTE BOOK 433 WASHINGTON COUNTY, PENNSYLVANIA BILLS Controller Namie presented to the Board for their consideration and approval the bills for the month of December 2011 in the amount of $95,540.74. Moved by Mr. Namie, seconded by Mr. Romano, approving the bills for the month of December 2011. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.)
