HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-P-12 - 4-18-2012 - PRISON BOARDwe PRISON BOARD MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Minute No. 4-P-12 Washington County Prison Board Washington, PA, April 18, 2012 The Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Controller Michael Namie; Sheriff Sam Romano; and absent was District Attorney Gene Vittone. Also being present: Warden Joe Pelzer; Solicitor Lynn DeHaven; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Human Resources Director Chuck Nicholls; Deputy Court Administrator Tom Jess; and Observer -Reporter representative Barbara Miller. Chairman Maggi called the meeting to order at approximately 11:35 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 3-P-12, each member having received a copy. Moved by Mrs. Irey Vaughan, seconded by Mr. Namie, that Minute No. 3-P-12 be approved as written. Motion carried unanimously by the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for March 2012 Administrative Fee $ 3,168.00 Social Security -0- Monthly Sub Total 3.168.00 Year to date GRAND TOTAL $ 9,334.72 Program Fees and Room and Board Income for the Month of March 2012 Billed Collected Work Release $12,209.80 $11,987.80 Weekenders $ 1,165.00 $ 1,165.00 Turned over to Clerk of Courts (Minus) -0- Adjustments made to billings (Minus) -0- Monthly Sub -Total $13,374.80 $13,152.80 Year to date GRAND TOTAL $43,315.90 $43,992.90 Status of prisoners confined at the end of February 2012, MALES FEMALES TOTAL • Full Time 63 11 74 Work Release 29 3 32 Weekend prisoners 9 1 10 Unsentenced prisoners Awaiting sentencing and/or trial 158 24 179 TOTAL PRISONERS 259 44 303 • MALES FEMALES TOTAL Examinations performed by the physician 57 25 82 New commitments 11 Repeat patients 71 Medical Transports performed by the Sheriff 10 Fi7 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Romano, seconded by Mr. Namie, to accept the Warden's Report as per above. Motion carried unanimously by the Board signifying their approval by stating "Aye". BILLS Controller Namie presented to the Board for their consideration and approval the bills dated April 18tn, in the amount of $47,221.41. Moved by Mr. Namie, seconded by Mr. Romano, approving the bills for the month of April. Motion carried unanimously by the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS Controller Mike Namie noted for the record that his office completed the annual audit of the Inmate Welfare and Inmate Money Accounts for the year ending December 31, 2011 and that there were no findings. Mrs. Irey Vaughan commented that Washington County has the lowest daily incarcerated costs to date in the state of Pennsylvania.
