Minute No. 6-P-12
Washington County Prison Board
Washington, PA, June 20, 2012
The meeting of the Washington County Prison Board was held in the Washington County Correctional
Facility, West Cherry Way, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Controller Michael Namie; Chief James
D'Alessandro representing Sheriff Sam Romano; and District Attorney Eugene Vittone. Also present: Warden
Joe Pelzer; Solicitor Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Mary Helicke;
Administrative Assistant Joyce Thornburg; Human Resources Director Chuck Nicholls; Commissioners
administrative assistants, Joy Sprowls and Sue Orrick, Observer -Reporter representative Barbara Miller; and •
WJPA representative Jim Jefferson.
Chairman Maggi called the meeting to order at approximately 11:35 a.m.
Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 5-P-12, each
member having received a copy.
It was moved by Mrs. Irey Vaughan and seconded by Mr. Namie that Minute No. 5-P-12 be approved as
written. The motion was carried unanimously, with the Board signifying their approval by stating "Aye".
PUBLIC COMMENTS
None
WARDEN'S REPORT
Warden Pelzer presented the following information to the Board:

It was moved by Mrs. Irey Vaughan and seconded by Mr. Namie to accept the Warden's Report as per

Controller Namie presented to the Board for their consideration and approval the bills dated June 20,

2012 in the amount of $52,096.30.

It was moved by Mr. Namie and seconded by Mrs. Irey Vaughan to approve the bills for the month of June
2012. The motion carried unanimously, with the Board signifying their approval by stating "Aye". (See list of
• bills attached hereto and made a part hereof.)
OLD BUSINESS
None
NEW BUSINESS
Warden Pelzer stated that he had received a letter from the Intermediate Unit in reference to the basic
education program that has been offered to the inmates for the past 20 years. Due to budget cuts in the
program, the Intermediate Unit will no longer incur the costs to provide this service to Washington and Greene
County. Warden Pelzer stated that he would like to continue this program and, with the Board's approval, pay
for the program from profits received from the Inmate Welfare Account. Mr. Shober inquired as to the cost of
the program. Warden Pelzer responded that he had discussed the cost with the current instructor, Amber
Young, and that the cost would remain at its current rate of approximately $30,000.00. Mr. Maggi stated that
he would like to see a breakdown of costs before he would commit to the expenditure. Mr. Namie wanted to
verify that Solicitor Drewitz confirmed that this would be a proper expenditure from the Inmate Welfare
Account as it would be offered to all of the inmates. Warden Pelzer confirmed that it was and also that he
would provide a breakdown of the anticipated costs. In addition to the program being met with great success
• in the past, Warden Pelzer stated that numerous court orders include that inmates must obtain a GED as a part
of their sentencing.
Mrs. Irey Vaughan passed out a report from U.S. News, stating that approximately 10% of inmates suffer
sexual abuse while incarcerated. Warden Pelzer stated that the federal government's Prison Rate Elimination
Act (PREA) has numerous guidelines for U.S. institutions and that our policies and procedures have been
consistent with these guidelines.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately
11:45 a.m.
