HomeMy WebLinkAboutCOMM - Meeting Minutes - 8-P-12 - 8-15-2012 - PRISON BOARD446 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA - -. _._ _. _ Minute No. 8-P-12 Washington County Prison Board Washington, PA August 15, 2012 The meeting of the Washington County Prison Board was held in the 7th floor conference room of Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Deputy Controller Joshua Hatfield; Sheriff Sam Romano; and District Attorney Eugene Vittone. Also present: Warden Joe Pelzer; Solicitor Mary Lyn Drewitz; Director of Administration Scott Fergus; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Human Resources Director Chuck Nicholls; Observer -Reporter representative Barbara Miller; and WJPA representative Jim Jefferson. Chairman Maggi called the meeting to order at approximately 11:35 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 7-P-12, each member having received a copy. It was moved by Mrs. Irey Vaughan and seconded by Mr. Shober that Minute No. 7-P-12 be approved as written. The motion was carried unanimously, with the Board signifying their approval by stating 'Aye". PUBLIC COMMENTS None WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for Iuly 2012 Administrative Fee $3,149.48 Social Security 400.00 Monthly Sub Total 3.549.48 Year-to-date Grand Total $25,276.75 Program Fees and Room and Board Income for the Month of July 2012, Billed Collected Work Release $10,47.00 $10,590.00 Weekenders 2,063.00 2,063.00 Turned over to Clerk of Courts (minus) -0- Adjustments made to billings (minus) -0- Monthly Sub Total $12,539.00 $12,563.00 Year-to-date Grand Total $104,508.10 $104,404.10 Status of prisoners confined at the end of July 2012. The motion was carried unanimously, with the Board signifying their approval by stating "Aye". BILLS Mr. Hatfield presented to the Board for their consideration and approval the bills dated August 15, 2012 in the amount of $61,104.38. It was moved by Mr. Hatfield and seconded by Mrs. Irey Vaughan to approve the bills dated August 15, 2012. The motion carried unanimously, with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS None There being no further business, Chairman Maggi declared the meeting adjourned at approximately 11:45 a.m. Mr. Vittone requested to the Board to re -open the meeting to address an email received from Pennsylvania Department of Corrections' Prison Inspector Douglas Crawley. It was moved by Mr. Vittone and seconded by Mr. Romano to re -open the meeting. The motion carried unanimously, with the Board signifying their approval by stating "Aye". Chairman Maggi read Mr. Crawley's email to Warden Pelzer which stated that the Department of Corrections recently conducted a training seminar for county correctional staff on the proper way to organize and present facility policy. The policies of the Washington County Correctional Facility are so well written and arranged that they were used, with Warden Pelzer's permission, as an example of what the Department looks for when doing an inspection. Mr. Crawley concluded his email by passing on the Department's gratitude to the members of Prison Board. Warden Pelzer stated that he credits his staff and the support of the Prison Board.
