HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 12-19-12 - 12-19-2012 - PRISON BOARDPRISON BOARD MINUTE BOOK - 457 WASHINGTON COUNTY, PENNSYLVANIA A., e 6 Cr 1 1 is • rI Minute No. PB 12-19-12 Washington County Prison Board Washington, December 19, 2012 The meeting of the Washington County Prison Board was held at the Washington County Correctional Facility, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Controller Michael Namie; Sheriff Samuel Romano; and District Attorney Eugene Vittone. Also present: Warden Joe Pelzer; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Administrative Assistant Joyce Thornburg; Human Resources Director Chuck Nicholls; Observer -Reporter representative Barbara Miller; and WJPA representative Jim Jefferson. Chairman Maggi called the meeting to order at approximately 11:35 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 12-5-12, each member having received a copy. It was moved by Mrs. Irey Vaughan and seconded by Mr. Romano that Minute No. PB-12-5-12 be approved as written. The motion was carried unanimously, with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for November 2012 Administrative Fee $2,692.41 Social Security 1,600.00 Homeland Security/ICE Monthly Sub Total $4,292.41 Year-to-date Grand Total $41,726.02 ProLyram Fees and Room and Board Income for the Month of November 2012 Billed Collected Work Release $13,362.00 $12,922.00 Weekenders 1,350.00 1,350.00 Turned over to Clerk of Courts (minus) -0- Adjustments made to billings (minus) -0- Monthly Sub Total $14,712.00 $14,272.00 Year-to-date Grand Total $155,325.10 $155,317.10 Status of prisoners confined at the end of November 2012 Males Females Total Full time 72 15 87 Work release 24 5 29 Weekend prisoners 5 1 6 Unsentenced prisoners awaiting sentencing and/or trial 168 27 195 Total Prisoners 269 48 317 Males Females Total Examinations performed by the physician 46 15 61 New commitments 7 Repeat patients 54 Medical Transports performed by the Sheriff 13 Warden Pelzer recommended to the Board that they approve the following: 1. The termination of Heather Smith, Correctional Officer I due to job abandonment; 2. The bid award for laundry supplies for the Correctional Facility to Allegheny Supply, Duncansville, Pa., for the "per unit" costs submitted in their bid. This contract will be effective January 1, 2013 through December 31, 2013, with the option to extend through December 31, 2014, at a total yearly cost of approximately $10,000. This bid is being awarded to the lowest most responsive and responsible bidders meeting the specifications. It was moved by Mrs. Irey Vaughan and seconded by Mr. Shober to accept the Warden's Report as per above. The motion was carried unanimously, with the Board signifying their approval by stating "Aye". .BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated December 19, 2012, in the amount of $69,691.08. It was moved by Mr. Namie and seconded by Mrs. Irey Vaughan to approve the bills dated December 19, 2012. The motion carried unanimously, with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS Chairman Maggi and the Board congratulated Warden Pelzer on the Correctional Facility's 100% compliance rating. Warden Pelzer stated that the jail receives a compliance rating every two years.
