Washington March 20, 2013
The meeting of the Washington County Prison Board was held in the 7th Floor Conference Room, Courthouse
Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey
Vaughan and Harlan Shober; Controller Michael Namie; Sheriff Samuel Romano; and District Attorney Eugene Vittone.
Also present: Warden John Temas; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Human
Resources Director Chuck Nicholls; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Administrative
Assistants Joy Orndoff, Sue Orrick and Marie Trossman, Observer -Reporter representative Barbara Miller; and WJPA
representative Jim Jefferson.
Chairman Maggi called the meeting to order at approximately 11:40 a.m.
Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 2-20-13, each
member having received a copy.
It was moved by Mrs. Irey Vaughan and seconded by Mr. Namie that Minute No. PB-2-20-13 be approved as
written. The motion was carried unanimously with the Board signifying their approval by stating "Aye".
PUBLIC COMMENTS
None.
WARDEN'S REPORT
Warden Temas presented the following information to the Board:

Warden Temas recommended to the Board to award the bid for contracts for the provision of repair and
maintenance of commercial hot water heaters and boilers to Combustion Services & Equipment Co., Pittsburgh, Pa.
(Contract #020613-1Heaters), who was the lowest most responsive and responsible bidder meeting requirements, as
follows:

additional two-year periods. This service for the Correctional Facility was approved at the Board of Commissioners
meeting held March 7, 2013, Minute No. 944.

Warden Temas recommended to the Board to award the bid for contracts for the repairs of kitchen and laundry
equipment (Contract #021313-2KER) for the Health Center, Correctional Facility and Aging. This award is to the
lowest most responsive and responsible bidder's meeting requirements as follows:
Action Commercial Kitchen Repair. Hickory Pa.
$59/hr. (normal business hours) & $88.50/hr. (after normal business hours) plus $48 service charge, parts at
list price
Martin Lambert. Mononeahela. Pa.
$70/hr. plus $60/hr. for travel - parts at list price
Super Laundry
$65/hr. (normal business hours) and $97.50/hr. (after normal business hours) plus $65/hr. service charge and
parts at a 25% discount
This contract will be effective March 1, 2013 through February 28, 2014, with the option to renew on a year-to-
year basis through February 28, 2016, by mutual agreement of all parties. This service for the Correctional Facility was
approved at the Board of Commissioners meeting held March 7, 2013, Minute No. 944.
Warden Temas recommended to the Board to reinstate Heather Smith as a part-time Correctional Officer and to
approve Shakira Aitken as a part-time Licensed Practical Nurse (LPN) for the Correctional Facility.
Moved by Harlen Shober and seconded by Mr. Vittone to approve the Warden's report The motion was carried
unanimously with the Board signifying their approval by stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval the bills dated March 20, 2013, in the
amount of $77,668.96.
Moved by Mr. Namie and seconded by Mr. Romano to approve the bills dated March 20, 2013.
The motion carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached
hereto and made a part hereof.)

NEW BUSINESS
None.
There being no further business, Chairman Maggi declared the meeting adjourned at approximately 11:45 p.m.
