HomeMy WebLinkAboutCOMM - Meeting Minutes - 11-P-12-A - 11-14-2012 - PRISON BOARD454 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 11-P-12-A Washington County Prison Board Washington, November 14, 2012 The meeting of the Washington County Prison Board was held in 7�h floor of Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan Shober; Controller Michael Namie; Sheriff Sam Romano; and District Attorney Eugene Vittone. Also present: Warden Joe Pelzer; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Human Resources Director Chuck Nicholls; Observer -Reporter representative Barbara Miller; and WJPA representative Tony DePalma. Chairman Maggi called the meeting to order at approximately 11:33 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. 10-P-12-B, each member having received a copy. It was moved by Mrs. Irey Vaughan and seconded by Mr. Vittone that Minute No. 10-P-12-13 be approved as written. The motion was carried unanimously, with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None WARDEN'S REPORT Warden Pelzer presented the following information to the Board: Income from other units for the maintenance of prisoners for October 2012 Administrative Fee $2,929.67 Social Security 1,800.00 Homeland Security/ICE Monthly Sub Total $4,729.67 Year-to-date Grand Total $37,433.61 Program Fees and Room and Board Income for the Month of October 2012 Billed Collected Work Release $10,752.00 $10,779.00 Weekenders 2,090.00 1,970.00 Turned over to Clerk of Courts (minus) -0- Adjustments made to billings (minus) -0- Monthly Sub Total $12,842.00 $12,749.00 Year-to-date Grand Total $140,613.10 $141,045.10 Status of prisoners confined at the end of October 2012 Males Females Total Full time 55 16 71 Work release 23 2 25 Weekend prisoners 9 3 12 Unsentenced prisoners awaiting sentencing and/or trial 177 42 219 Total Prisoners 264 63 327 Males Females Total Examinations performed by the physician 38 18 56 New commitments 5 Repeat patients 51 Medical Transports performed by the Sheriff 10 Warden Pelzer recommended to the Board that they approve the bid of Kevin Spragg from the Health Center to transfer to the full time position of licensed practical nurse (LPN) at the Correctional Facility. 455 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 1 1 It was moved by Mr. Romano and seconded by Mrs. Irey Vaughan to accept the Warden's Report as per above. The motion was carried unanimously, with the Board signifying their approval by stating "Aye." BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated November 14, 2012, in the amount of $38,381.12. It was moved by Mr. Romano and seconded by Mr. Shober to approve the bills dated November 14, 2012. The motion carried unanimously, with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) 0LJ2 Bi4JSINES5 None NEW jDUSINESS Chairman Maggi called an executive session to discuss personnel matters. Chairman Maggi reconvened the meeting following executive session. Warden Pelzer recommended to the Board to eliminate one Deputy Warden position, to eliminate one Captain - Relief position and to create two Major positions, within the salary range, to be approved by the Salary Board. Warden Pelzer added to his recommendation to the Board that the following individuals be hired as Majors: Edward Strawn Donald Waugh It was moved by Mr. Shober and seconded by Mr. Romano to approve the elimination of a Deputy Warden position, the elimination of a Captain -Relief position and the creation of two Major position and the hiring of the two newly created Major positions. The motion carried with the majority of the Board signifying their approval by stating "Aye" and Commissioner Irey Vaughan stating "Nay".
