HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 2-19-14 - 2-19-2014 - PRISON BOARD9 MINUTE BOOK PRISON BOARD WASHâ–ºNGTON COUNTY, PENNSYLANIA IMR LIMITED E1316@491 n Minute No. PB 2-19-14 Washington County Prison Board Washington, Pennsylvania, February 19, 2014 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Mike Namie; and Sheriff Sam Romano. Also present: Warden John Temas; Deputy Warden Security Ed Strawn; Deputy Warden Operations Donald Waugh; Solicitor J. Lynn DeHaven; Human Resources Director Chuck Nicholls; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Observer - Reporter representative Barbara Miller; Washington Police FOB No. 95 representative John T. Hritz; Washington County Booking Center representative Larry Garner; FOB Lodge No. 22 representative David Richards; and FOB Lodge No. 47 representative Joseph B. Christy. Chairman Maggi called the meeting to order at approximately 11:31 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 2-5-14, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Shober that Minute No. PB 2-5-14 be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS A representative from the Fraternal Order of Police (FOB), David Richards, spoke in support of the Booking Center. In attendance with Mr. Christy, was John T. Hritz (city police), Joseph B. Christy (state police) and Larry Garner and they all are supporting the Booking Center and would like to see this continue to move forward. He stated this is a tremendous help to all local police departments. WARDEN'S REPORT Warden Temas thanked Mr. Fergus and Mr. Nicholls on successful negotiations with the union contract. Since the new correctional facility has opened, this is the first time negotiations did not have to go to arbitration. Warden Temas stated that they are moving forward on the Booking Center, i.e., working on procedures, internal policies and scenario developments. Cpt. Stewart and Sgt. Chipps have been specifically assigned and have contacted the magisterial district justices for their input and support including their input regarding hours of operation. An attempt is being made to meet with the magisterial district justices possibly on Friday, February 28th. Cpt. Steward and Sgt. Chipps will reach out to the police chiefs and possibly request them to create a committee to effectively represent all the jurisdictions to discuss general issues. Warden Temas thanked the Prison Board for attending Dr. Latessa's seminar on Tuesday, February 18, entitled, "What Works and What Doesn't to Reduce Recidivism". Warden Temas said it was a very positive outcome and program. Plans are to educate staff. Warden Temas has also identified NIC-sponsored training (National Institute of Corrections) which is free, entitled "Thinking for a Change". According to Dr. Latessa, this is a very good place to start. Warden Temas stated, Dr. Latessa has already sent multiple assessments. Mr. Shober asked about a disk of the presentation for judges, police officers and other personnel that were not able to attend. Mr. Temas stated that the seminar was taped by personnel from W&J College and a copy would be provided upon request. The motion carried unanimously with the Board signifying their approval by stating "Aye". BILLS, Mr. Namie presented to the Board for their consideration and approval the bills dated February 19, 2014, in the amount of $90,931,39. Moved by Mr. Namie and seconded by Mr. Romano to approve the bills dated February 19, 2014. The motion carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS None.
