HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 4-16-14 - 4-16-2014 - PRISON BOARD17 MINUTE s � � PRISON BOARD IMR LIMITED El316649LD WASHINGTON COUNTY, PENNSYLANIA Minute No. PB 4-16-14 Washington, Pennsylvania April 16, 2014 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility,100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Mike Namie; and Sheriff Sam Romano. Also present: Warden John Temas; Deputy Warden Security Ed Strawn; Solicitor J. Lynn DeHaven; Human Resources Directors Chuck Nicholls and Kathleen Bali; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Director of Administration Scott Fergus; Observer -Reporter representative Barbara Miller; WJPA representative Jim Jefferson; and Attorney Edmond Joyal. Chairman Maggi called the meeting to order at approximately 11:33 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 3-19-14, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 3-19-14 be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Warden Temas presented to the board for approval of "Thinking for a Change Training" (T4C) scheduled for May 6 - 9, 2014, provided by Juliana M. Taymans at a cost of $5,098.00 of which $1,500.00 will be reimbursed from the CJAB 2014 training grant, reducing the County's cost to $3,598.00, which will be paid from the operating budget. The training program, T4C, is a cognitive behavioral curriculum developed by the National Institute of Corrections that concentrates on changing the vriminogenic thinking of offenders, including cognitive restructuring, social skills development and development of problem -solving skills. Warden Temas presented to the board for approval, on behalf of Human Resources, of an addendum to the existing agreement with NovaCare Outpatient Rehabilitation East, Inc., covering post -offer employment testing for the Washington County Correctional Facility, with the following rates: • job analysis/job description/essential function test development/validation: $150.00/hour. • post offer employment testing/return to work test/fit for duty: $125.00/test This agreement is effective April 3, 2014 through March 19, 2015, and shall be automatically renewed on a year-to-year basis for successive one-year terms unless otherwise terminated upon 90 days prior written notice. This agreement for the correctional facility was approved at the Board of Commissioners meeting held April 3, 2014, Minute No. 968. Warden Temas announced the final draft of the Booking Center policy statements was forwarded to the Courts and the Correctional Facility is awaiting a response. gil • MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Warden Temas presented the following information to the Board: Income from other units for the maintenance of prisoners for March 2014 Administrative Fee $2,756.28 Social Security -0- Tylenol -0- Monthly sub -total $2.756.28 Year-to-date grand total $8,183.11 Proeram Fees and Room and Board Income for March 2014 Billed Collected Work release $9,748.30 $9,059.30 Weekenders $200.00 $200.00 Turned over to Clerk of Courts (minus) -0- Adjustments made to billings (minus) -0- Monthly sub -total $9,948.30 $9,259.30 Year-to-date grand total $28,625.98 $27,391.98 Status of prisoners confined at the end of March 2014 Males Females Total Full time 70 14 84 Work release 26 3 29 Weekend prisoners 0 1 1 Unsentenced prisoners awaiting sentencing and/or trial 184 38 222 Total prisoners 280 56 336 Males Females Total Examinations performed by the physician 41 13 54 New commitments 8 Repeat patients 46 Medical transports performed by the Sheriff 24 It was moved by Mrs. Vaughan and seconded by Mr. Romano to approve the Warden's Report. The motion carried unanimously with the Board signifying their approval by stating 'Aye". Warden Temas introduced Attorney Edmond loyal as the attorney representing the County in Wise vs. Washington County. He stated this was a 35-page docket with a huge amount of work involved. Mr. Maggi asked Mr. Joyal to summarize this case. Out of all defendants and claims, the only claim that went to jury was a one -day claim against Captain King from the July incident. All other claims were dismissed by the court. The jury deliberated from 4:55 to 5:59 p.m. and returned with a verdict in favor of Mr. King and Washington County. Attorney Joyal went on to thank the Commissioners, Warden Temas, Mr. Strawn, Mr. Waugh, Mr. Cain, Mr. Hamlin and Julie Bailey. The work that needed done could not have been completed without their outstanding help. Mr. Maggi thanked Mr. loyal and commented he was also very proud of the staff. Mr. loyal also stated they have a motion for sanctions for about $5,000 that Mr. Wise and his employers will probably have to pay back which will go back to the county as part of the deductible. Mr. loyal also is filing a motion for their fees which is about $150,000.00. If this is awarded, the first $25,000.00 of this will come back to the county. Mr. Maggi stated this will send a message regarding frivolous law suits. 1 1 N MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA [MR LIMITED F1316649L.,D BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated April 16, 2014, in the amount of $52,510.80. Moved by Mr. Namie and seconded by Mr. Shober to approve the bills dated April 16, 2014. The motion carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None.
