Washington, Pennsylvania, December 17, 2014
The meeting of the Washington County Prison Board was held in the Washington County
Correctional Facility, 100 West Cherry Avenue, Washington, Pennsylvania, with the following
members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.;
Sheriff Sam Romano; District Attorney Gene Vittone; and Controller Mike Namie. Also present:
Warden Temas; Deputy Warden of Security Edward Strawn; Deputy Warden of Operations Donald
Waugh; Solicitor Lynn DeHaven; Director of Administration Scott Fergus; Human Resources
Director Kathleen Bali; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg;
Administrative Assistants Joy Orndoff, Marie Trossman and Randi Marodi; and Observer -Reporter
representative Barbara Miller.
Chairman Maggi called the meeting to order at approximately 11:50 a.m.
Chairman Maggi asked if there were any corrections, additions or omissions to
Minute No. PB 11-19-14, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Vittone that Minute No. PB 11-19-14 be
approved. The motion was carried unanimously with the Board signifying their approval by stating
'Aye"

WARDEN'S REPORT
Warden Temas presented the following information to the Board:

Warden Temas recommended the Board award the bid for laundry supplies for the
correctional facility to the following vendors:
Gurtler Industries, South Holland, Ill. Section II, Part A and B
Ecolab Inc., St. Paul, Minn. Section I
This contract will be effective January 1 2015 through December 31, 2015, with the option to
extend through December 31, 2016, at a total yearly cost of approximately $30,000. This bid is
being awarded to the lowest most responsive and responsible bidders meeting the specifications.
This agreement was approved by the Board of Commissioners in the meeting held Thursday,
December 4, 2014, Minute No. 982.
Warden Temas recommended the Board award the bid for the linen supplies for the
correctional facility to the following vendors:
ATD American, Wyncote, Pa.
Harbor Linen, Cherry Hill, N.J.
Medline Industries Holding LP, Sugarland, Texas
RC Consolidated Services, Rancho Curamongo, Calif.
This contract will be effective January 1, 2015 through December 31, 2015, with the option to
extend through December 31, 2016, at a total yearly cost of approximately $50,000. This bid is
being awarded to the lowest most responsive and responsible bidders meeting the specifications.
This bid award is contingent upon approval of the Board of Commissioners in a meeting to be held
Thursday, December 18, 2014, Minute No. 983.
Warden Temas recommended the Board enter into an agreement with Washington Physical
Hospital Organization, Inc., for the provision of health care services for the correctional facility.
This is a renewal of a current contract. This agreement provides for medical services to the inmates
onsite at the correctional facility and outpatient hospital visits and outpatient specialist care. For
all onsite primary care and for administrative services including medical management and claims
processing services rendered under this agreement by the WPHO, for the period January 1, 2015
through December 31, 2015, the correctional facility shall pay WPHO $76,404 in equal monthly
installments of $6,367. For all outpatient specialists and outpatient hospital services provided
under this agreement with dates of service during the contract term, the correctional facility shall
pay WHPO on a fee for service basis based on the then current rates established by Medicare. The
correctional facility will pay WPHO a fixed monthly fee of $5,000 from which WPHO will pay all
such claims. This agreement was approved by the Board of Commissioners in the meeting held
Thursday, November 6, 2014, Minute No. 980.
It was moved by Mrs. Vaughan and seconded by Mr. Romano to approve the Warden's
Report. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval the bills dated
December 17, 2014, in the amount of $61,516.13.

It was moved by Mr. Namie and seconded by Mr. Shober to approve the bills dated
December 17, 2014. The motion was carried unanimously with the Board signifying their approval
by stating "Aye". (See list of bills attached hereto and made a part hereof.)

None.
There being no further business, Chairman Maggi declared the meeting adjourned at
approximately 11:57 a.m.
