Washington, Pa., August 13, 2015
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following
members being present: Commissioners Larry Maggi, Diana Irey Vaughan, Harlan G. Shober, Jr. and
Controller Mike Namie. Also being present: Solicitor J. Lynn DeHaven; Director of Administration Scott
Fergus; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Secretary Paula Jansante;
Human Resources Assistant Director Barbie Castrucci; Finance Director Roger Metcalfe; Treasurer Francis
King; Observer -Reporter representative Barbara Miller and concerned citizen Frank Byrd.
Chairman Maggi called the meeting to order at approximately 10:50 a.m.
Moved by Mrs. Vaughan, seconded by Mr. Shober, approving Minute No. SB 7-16-15 dated
July 16, 2015, as written.
Roll call vote taken:
Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Nar ie — Yes.
Motion carried unanimously.
PUBLIC COMMENT

FOR THE BOARD'S CONSIDERATION
COURTS
Mrs. Vaughan presented to the board on behalf of President Judge Katherine B. Emery; Juvenile
Probation, Lead Site Based Monitor, $14.42/hour ($26,244.40/year) reduced to $14.00/hour
($25,480. 00 /year); reduction in hourly salary for one vacant full-time salaried position effective retroactive to
8/10/15.
CHILDREN & YOUTH SERVICES
Children & Youth Services, Fiscal Assistant, 80%-$12.27/hour; abolish one vacant full-time union
position effective 8/13/15.
Children & Youth Services, Data Analyst 1I, 80%-$12.46/hour; abolish one vacant full-time union
position effective 8/13/15.
Children & Youth Services, Fiscal Technician, 80%-$12.46/hour; create one full-time union position
effective 8/13/15.
PUBLIC SAFETY
Public Safety, GIS Manager, $42,616.37 reduced to $39,132.00; reduction in annual salary for one
vacant full-time salaried position effective 8/13/15.
Public Safety, CAD Manager, $41,000.00 increased to $44,395.00; increase in annual salary for one
vacant full-time salaried position effective 8/13/15.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the foregoing personnel request.

Motion carried unanimously.
Chairman Maggi stated for the record, items noted during 2015 were incorporated into the Salary
Book. It is the consensus of the Salary Board that any procedural errors in the 2015 salary schedule book
may be corrected administratively by Human Resources.
There being no further business, Chairman Maggi declared the meeting recessed at approximately
10:52 a.m.
