HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 9-2-15 - 9-2-2015 - PRISON BOARDNO MINUTE BO0K PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Minute No. PB 9-2-15 Washington County Prison Board Washington, Pennsylvania, September 2, 2015 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; District Attorney Gene Vittone; Sheriff Sam Romano; and Judge John DiSalle. Also present were: Warden John Temas; Deputy Warden of Security Ed Strawn; Deputy Warden of Operations Donald Waugh; Solicitor Lynn DeHaven; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Assistant Human Resources Director Barbie Castrucci; concerned citizens Karen Goetz and Bill Taylor; and Observer -Reporter representative Barbara Miller. Chairman Maggi called the meeting to order at approximately 11:33 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 8-12-15, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mike Namie that Minute No. PB 8-12-15 be approved. The motion was carried with the majority of the Board signifying their approval by stating "Aye". PUBLIC COMMENTS Karen Goetz spoke as a concerned taxpayer and not as a correctional officer or union steward and asked that the Prison Board reconsider the termination of Correctional Officer Ashley Miller of which she understood was going to be discussed in an executive session. Ms. Goetz stated that in the long run, termination usually cost the taxpayers money in back pay. Ms. Goetz's opinion is that she agrees there should be a form of discipline but not termination. WARDEN'S REPORT Warden Temas discussed the explanation of a minor explosion at the jail on Tuesday, September 1, 2015. Work was being performed on a hot water heater and when the worker started the system back up; residual gas ignited and caused a loud explosion. After further inspection, there was debris clogging the exhaust system which was removed. The system has returned to operation with no personal injuries and no property damage. Chairman Maggi called an executive session at approximately 11:37 a.m. to discuss personnel matters. Chairman Maggi reconvened the meeting at 11:56 a.m. following the executive session. Warden Temas recommended to the Board to approve the termination of employment of Ashley Miller. It was moved by Mr. Shober and seconded by Mrs. Vaughan to approve the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". OLD BUSINESS None. 72 PRISON BOARD IMR LIMITED E1316649LD NEW BUSINESS None.
