HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 11-4-15 - 11-4-2015 - PRISON BOARD77 MINUTE BO0K PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Minute No. PB 11-4-15 Washington County Prison Board Washington, Pennsylvania, November 4, 2015 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; Sheriff Samuel Romano; and Judge John DiSalle. Also present were: Warden John Temas; Deputy Warden of Security Edward Strawn; Solicitor Lynn DeHaven; Chief Clerk Mary Helicke; Assistant District Attorney Dennis Paluso; Administrative Assistant Joyce Thornburg; Human Resources Director Kathleen Bali; Paul D. Krepps of Marshall Dennehey Warner Coleman Goggin law firm; and Observer -Reporter representative Barbara Miller. Chairman Maggi called the meeting to order at approximately 11:37 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 10-14-15, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 10-14-15 be approved. The motion was carried with the majority of the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Warden Temas recommended to the Board to approve the bid award for solid waste collection and disposal to Waste Management, Moon Township, Pa., for a total bid award of $311,917.77. The award is effective January 1, 2016 through December 31, 2020. All items have been awarded to the lowest, most responsive and responsible bidder meeting the specifications. The bid award is for the Correctional Facility, Buildings and Grounds, Parks and the Health Center. Warden Temas recommended to the Board to approve an agreement with CSI Investigation Risk Management to assist in conducting internal investigations at the jail. Service shall be performed on an hourly basis of $95 plus mileage with a $1,500 retainer. Service shall not exceed a $15,000 limit. Funding is provided by the correction facility's operating budget. Judge DiSalle inquired as to who owns CSI Investigation Risk Management. Warden Temas responded that CSI Investigation Risk Management is owned by Lou Gentile, a former employee of the Attorney General's office and a former state trooper. It was moved by Mrs. Vaughan and seconded by Mr. Shober to approve the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". Chairman Maggi called an executive session at approximately 11:40 a.m. to discuss civil litigation. Chairman Maggi reconvened the meeting at 12:20 p.m. following the executive session.
