HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 12-16-15 - 12-16-2015 - PRISON BOARD1 f-1 PRISON BOARD IMR LIMITED El3166491„ n Minute No. PB 12-16-15 81 MINUTE BOOK WASHINGTON COUNTY, PENNSYLANIA Washington County Prison Board Washington, Pennsylvania, December 16, 2015 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility, 100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; Sheriff Samuel Romano; District Attorney Eugene Vittone; and Judge John DiSalle. Also present: Warden John Temas; Solicitor Lynn DeHaven; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Human Resources Director Kathleen Bali; Administrative Assistants Joy Orndoff, Marie Trossman and Randi Marodi; WJPA representative Jim Jefferson and Observer -Reporter representative Barbara Miller. Chairman Maggi called the meeting to order at approximately 11:30 a.m. Chairman Maggi asked if there were any corrections, additions or omissions to Minute No. PB 11-18-15, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 11-18-15 be approved. The motion was carried with the majority of the Board signifying their approval by stating "Aye„ PUBLIC COMMENTS None. WARDEN'S REPORT Warden Temas presented the following information to the Board: Income from other units for the maintenance of prisoners for November 2015 Administrative Fee $3,306.61 Social Security $1,200.00 Tylenol -0- Monthly sub -total $4.506.61 Year-to-date grand total $48,118.57 Protram Fees and Room and Board Income for November 2015 Work release Weekenders Turned over to Clerk of Courts (minus) Adjustments made to billings (minus) Monthly sub -total Year-to-date grand total Status of prisoners confined at the end of November 2015 Full time Work release Weekend prisoners Unsentenced prisoners awaiting sentencing and/or trial Total prisoners Examinations performed by the physician New commitments Repeat patients Medical transports performed by the Sheriff Contracted Housing Fee/Month Monthly sub -total Year-to-date grand total Billed $9,822.00 $ 450.00 -0- -0- $10,272.00 $157,974.63 Collected $10,084.00 $ 450.00 $10,534.00 $158,387.63 Males Females Total 78 18 96 36 5 41 2 1 3 161 40 201 277 64 341 Males Females Total 61 29 90 1 60 42 $ 2,400.00 $ 29,000.00 ON MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Warden Temas recommended to the Board to approve the bid award for the furnishing and delivering of produce for the Correctional Facility to Albano's, Washington, Pa., for the per unit cost of $2.00 above the daily Pittsburgh Wholesale Fruit & Vegetable report. This bid award will be effective January-1, 2016 through December 31, 2018, at a yearly cost of approximately $31,000. Warden Temas recommended to the Board to approve the agreement with Washington Physician Hospital Organization, Inc., including the 2016 price list for the provision of healthcare services, for medical services to the inmates at the Washington County Correctional Facility, outpatient hospital visits and outpatient specialist care. This contract will be effective January 1, 2016 through December 31, 2016, at a yearly cost of $80,220 for onsite primary care with all outpatient services being paid on a fee for service, based on current Medicare rates with a $9,000 fixed monthly fee from which Washington Physicians Hospital Organization will pay all claims. The above bid award and contract are contingent upon approval at the Board of Commissioners meeting to be held Thursday, December 17, 2015, Minute No. 1005. Warden Temas recommended to the Board to hire Ashley Skrobacs as a forensic therapist for the Washington County Correctional Facility and to hire the following individuals as part-time correctional officers: Josh St. Cyr, Mike Daff, Kim Reed, Sarah Miller and Brandon Sterling. Commissioner Maggi asked if the forensic therapist was already a position at the Correctional Facility. Warden Temas responded that the position is in place of a correctional treatment counselor. Judge DiSalle asked what constitutes a part-time correctional officer; how many hours do they typically work. Warden Temas responded that it varies based on how many part-time correctional officers are available from the pool, which is difficult to maintain. He further responded that they try work part-time correctional officers at no more than 30 hours per week. It was moved by Mr. Shober and seconded by Mr. Namie to approve the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated December16, 2015, in the amount of $113,049.21. Mrs. Irey Vaughan asked what kind of company FIT Optimized Solutions is. Warden Temas responded that they are an HVAC company that was installing the air handler at the Correctional Facility. It was moved by Mr. Namie and seconded by Mrs. Vaughan to approve the bills dated December 16, 2015. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None.
