Shober, Jr., elected County Commissioners of Washington County, Commonwealth of Pennsylvania at the Municipal Election held on Tuesday, November 3, 2015, met in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, at 2 p.m. January 4, 2016, in compliance with the provisions of the County Code, Article V, Sections 502-503-507, for the purpose of organizing the Board of County Commissioners. The following members are present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr. Also being present: Pastor Gary Gibson, North Buffalo Presbyterian Church, Claysville, Pa.; American Legion Post No. 793 representative Tony Pasquerilla; President Judge Katherine Emery; Veterans Affairs Director and American Legion Post 613 representative Barry Grimm; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Mary Helicke; Administrative Assistant Joyce Thornburg; Commissioner Administrative Assistants Joy Orndoff, Marie Trossman and Ranch Marodi; Planning Department representative Abbey Rugola; Sheriff Sam Romano; Court Administrator Pat Grimm; Clerk of Courts Frank Scandale; Public Defender Glenn Alterio; Register of Wills Mary Jo Poknis; Treasurer Francis L. King; District Attorney Gene Vittone and Mrs. Jane Ann Vittone; Prothonotary Joy Ranko; WJPA representative Carl Malm; Observer -Reporter Publishing Co. representative Barbara Miller; and concerned citizen Frank Byrd. Mr. Maggi addressed the audience by welcoming everyone in attendance. He stated this current Board of Commissioners has worked so well together and they will continue to work hard for the residents of Washington County. Pastor Gary Gibson led the meeting with a prayer. Mr. Pasquerilla led the Pledge of Allegiance. PUBLIC COMMENTS None. ELECTION OF OFFICIALS The meeting was called to order at approximately 2:06 p.m. by Commissioner Maggi who declared nominations open for the position of Chairman of the Board of Commissioners and Vice Chairman. Moved by Mrs. Vaughan, seconded by Mr. Shober, that Mr. Maggi be retained to serve as Chairman of the Board. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Moved by Mr. Shober, seconded by Mr. Maggi, that Mrs. Vaughan be retained to serve as Vice Chairman of the Board. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Reese as Chief Clerk. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. APPOINTMENT OF DIRECTOR OF ADMINISTRATION Moved by Mrs. Vaughan, seconded by Mr. Shober, to appoint Scott Fergus as the Director of Administration. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. APPOINTMENT OF SOLICITOR Moved by Mrs. Vaughan, seconded by Mr. Shober, to appoint J. Lynn DeHaven and the law firm of Goldfarb, Posner, Beck, DeHaven and Drewitz, to serve as solicitor for Washington County. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. APPOINTMENT OF THE BOARD OF ASSESSMENT APPEALS Moved by Mrs. Vaughan, seconded by Mr. Shober, to appoint John Rheel, William West and Sonny Spossey to the Washington County Tax Appeal Board. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. NOTED FOR THE RECORD Noted the regular meetings of the Board of Commissioners are held biweekly on the first and third Thursday of each month at 10 a.m. in Rooms 103 and 104 of Courthouse Square Office Building except for the months of July and August. Those meetings are scheduled for July 21 and August 18, 2016. Agenda meetings will be held on Wednesday preceding each Board meeting at 10 a.m. in Room 704 of Courthouse Square Office Building.
