Shober, Jr. and Controller Mike Namie. Also being present: President Judge Katherine B. Emery; Solicitor J. Chairman Maggi called the meeting to order at approximately 2:16 p.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 12-17-15 dated December 17, 2015, as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. MOTION FOR 2016 WAGES Moved by Mrs. Vaughan, seconded by Mr. Shober, to approve the 2016 wages on the respective departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated with the Service Employees International Union (SEIU) Healthcare, Service Employees International Union (SEIU) 668, Service Employees International Union (SEIU) Court Appointed/Court Related 668, the Deputy Sheriffs Association of Washington County Local 900, IUPA, AFL — CIO (DPSA), Pennsylvania Social Services Union (PSSU) Local 668 and Teamsters 205 jail). These wage rates are effective January 1, 2016. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving that the salaries of Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2014, since a contract agreement has not been reached and the salaries of the American Federation of State, County and Municipal Employees, District Council 84 (AFSCME) will remain the same as in 2015 since a contract agreement has not been reached. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. COURTS Moved by President Judge Emery, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2016 salary schedule book for the court related offices. Roll call vote taken: President Judge Emery - Yes; Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Juvenile Probation, Site Based Monitor, $13.00/hour; abolish one full-time salaried position effective 01/04/16. Juvenile Probation, Site Based Monitor, $13.00/hour increase to $14.63/hour; Lead Site Based Monitor, $14.00/hour increase to $15.63/hour; Senior Site Based Monitor, $15.00/hour increase to $16.63/hour; increase in hourly salary for all vacant positions and new employees effective 01 /04/16. Juvenile Probation, Matthew Boardley, April Bowen, Nathan Funk, Kayla Guta, Aimee Hvizdos, Amanda Manko and Zachary Webb, all Site Based Monitors, $13.00/hour increase to $14.63/hour; increase in hourly salary effective 01/04/16. This increase does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. Juvenile Probation, James Musgrave, a Lead Site Based Monitor, $14.00/hour increase to $15.63/hour; increase in hourly salary effective 01/04/16. This increase does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. Juvenile Probation, Nathan Seraly, a Senior Site Based Monitor, $15.45/hour increase to $16.63/hour; increase in hourly salary effective 01 /04/16. This increase does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. Court Administrator, D. Stephen Ferito and Eric Held, Divorce Masters, $38,758.88; abolish two part-time positions effective 01/05/16. Court Administrator, Divorce Master, $56,574.09; create one full-time position effective 01/05/16. Roll call vote taken: President Judge Emery - Yes; Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. President Judge Emery made a motion for the salary of $48,907 for booking center manager which is the same as the lowest paid department head under the courts. This motion failed for lack of a second. DISTRICT ATTORNEY Moved by Mr. Vittone, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2016 salary schedule book for the District Attorney's Office. Roll call vote taken: Mr. Vittone - Yes; Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Moved by Mr. Vittone, seconded by Mrs. Vaughan, to approve the requests listed on the For the Board Consideration chart for the District Attorney's Office. District Attorney, Deputy District Attorney -Special Victims Unit, $76,490.88 reduce to 70,000.00; reduction in annual salary for one full-time salaried position effective 01/05/16. This reduction does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. District Attorney, Deputy District Attorney -Chief of Litigation, $74,263.02 increased to 76,490.00; increase in annual salary for one full-time salaried position effective 01/05/16. Child Care Information Services, Tara Wilson, Client/Provider Coordinator, $34,741.30; create one full-time salaried position effective 01/04/16. The requested salary does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. CHIEF CLERK Chief Clerk, Chief Clerk, $53,044.99 reduced to $50,000; reduction in annual salary for one full-time salaried position effective 1/4/16. This reduction does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. Chief Clerk, Temporary Deputy Chief Clerk, $53,044.99; create one full-time salaried position effective 1/4/16. The position is to be abolished upon the retirement of incumbent. The requested salary does not include any increase that may be approved by the Salary Board for 2016 for non -union employees. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the salaried employees' 2015 rates will reflect a 3% across the board increase effective retroactive to January 1, 2016. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 2015 are eligible to receive a 3% across the board increase on their anniversary date. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Chairman Maggi stated for the record, items noted during 2016 were incorporated into the Salary Book. It is the consensus of the Salary Board that any procedural errors in the 2016 salary schedule book may be corrected administratively by Human Resources.
