HomeMy WebLinkAboutCOMM - Meeting Minutes - SB 4-21-16 - 4-21-2016 - SALARY165 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Salary Board Minute No. SB 4-21-16 Washington County Commissioners Washington, Pa., April 21, 2016 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie. Also being present: Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Irene Reese; Administrative Assistant Joyce Thornburg; Commissioner Administrative Assistant Randi Marodi; Human Resources Director Kathleen Bali; Human Resources Assistant Director Andrea Johnston; WJPA representatives Jim Jefferson and Ford Shankle; Observer -Reporter representative Barbara Miller; and concerned citizen Frank Byrd. Chairman Maggi called the meeting to order at approximately 11:13 a.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 4-7-16 dated April 7, 2016, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None, FOR THE BOARD'S CONSIDERATION COURTS Mrs. Vaughan presented to the board on behalf of President Judge Emery, Job Training Program Site Monitor; $32,781.81 /year reduced to $30,900.01 /year; reduction in annual salary for one vacant full-time salaried position effective 5/9/16. Mrs. Vaughan presented to the board on behalf of President Judge Emery, Job Training Program Site Monitor; $32,450.83/year reduced to $30,900.01/year; reduction in annual salary for one vacant full-time salaried position effective5/9/16. Moved by Mrs. Vaughan; seconded by Mr. Namie, approving the foregoing personnel request. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Nan -lie — Yes. Motion carried unanimously. FOR THE BOARD'S CONSIDERATION (continued) BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES Fiscal Officer III, $79,662.31/year reduced to $60,419.07/year; reduction in annual salary for one vacant full-time salaried position effective 4/29/16. AGING Coordinator I, Pay Grade 8 — 90% - $17.519; abolish one vacant part-time position effective 4/21/16. 166 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD d Captain -Shift Commander, $46,366.32/year; create one temporary full-time salaried position effective retroactive to 4/4/16. The position is to be abolished when the current Captain -Shift Commander on a leave of absence returns from leave. HUMAN RESOURCES Summer employee, $10.00/hour; create one position, not to exceed budget amount, effective 5/2/16 through 8/26/16 MAINTENANCE Maintenance Coordinator, $40,335.98/year increased to $48,725.07/year; increase in annual salary for one full-time salaried position effective retroactive to 3/21/16. E Summer employee, $10.00/hour; create two positions, not to exceed budget amount, effective 5/2/16 through 8/26/16. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the foregoing personnel request. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried. LEAVES OF ABSENCES April 7. 2016 to April 20. 2016 Chairman Maggi noted for the record the following leaves of absences: Megan Galloway, Paralegal, FMLA maternity, 04/19/16 to 08/19/16 Courtney McCarty, Certified Nurse's Aide, FMLA medical, 03/12/16 to 03/18/16 Joseph Ruscello, Deputy Sheriff I, FMI_.A medical, 04/04/16 to 06/03/16 Charlotte Rydzak, Office Manager, FMLA medical, 03/17/16 to 04/08/16 Stacie Taylor, Certified Nurse's Aide, FMLA medical, 04/09/16 to 04/28/16 Steven Wright, Utility Worker, FMLA medical, 04/13/16 to 07/06/16 Chairman Maggi stated for the record, items noted during 2016 were incorporated into the Salary Book. It is the consensus of the Salary Board that any procedural errors in the 2016 salary schedule book may be corrected administratively by Human Resources.
