Mr. Maggi called the meeting to order at approximately 10:04 a.m. The Rev. Robert Miller led the meeting with a prayer. Mr. Siebert led the Pledge of Allegiance. Mr. Maggi entertained a motion approving Minute No. 1013 dated April 7, 2016. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1013, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Mrs. Vaughan read the proclamation proclaiming April as Month of the Young Child. Representative of Child Care & Learning Center director Donna Shriver thanked the Commissioners for recognizing our future. Representative of Child Care Information Services also thanked the Commissioners for this recognition that has been celebrated in Washington County for approximately 15 years. The children in attendance from SmartKids entertained the audience with song. Frank Miller, Chaplain of the Claysville American Legion, thanked the Commissioners for this recognition. Mr. Miller stated that for every one soldier that was on the ground, seven support personnel were needed to support the one soldier on the ground. Redevelopment Authority of Washington County representative Kerry Fox announced the presentation of $500,000 to the Peters Township Sanitary Authority for the Donaldson's Crossroads sewer improvements project as part of the Local Share Account Program. Jim Miskus, Authority Manager, accepted the check and thanked the Commissioners and the Local Share Board members. Redevelopment Authority of Washington County representative Nathan Voytek announced the presentative of $45,000 to East Bethlehem Township for the Vestaburg Community Park Improvements Project as part of the Washington County Local Share Account Program. Representing East Bethlehem Township are Joe Swinchock, Leisa Conklin and Maryann Kubacki and they thanked the Commissioners and the Local Share Board members for their interest. (RECESS FOR PHOTOS) PUBLIC COMMENTS None OLD BUSINESS BID AWARDS Solicitor DeHaven recommended the Board, on behalf of Purchasing, award the bid contract for the Joint Municipal Purchasing Program to the following vendors based on their "per unit" cost submitted in their bid. Advanced Drainage Systems, Ludlow, MA Hanson Aggregates BMC Inc., Connellsville, PA Laurel Aggregates, Morgantown, WV This contract is effective date of agreement through March 31, 2017. The total cost of the contract is approximately $10,000. This bid is being awarded to the lowest most responsive and responsible bidders meeting specifications based on the "per unit" cost submitted in their proposal. This contract will be effective date of agreement through December 31, 2016. Solicitor DeHaven recommended the Board, on behalf of Purchasing, award the bid contract for the furnishing and delivering of produce for the Washington County Health Center and Correctional Facility to Albano's Produce, Washington, Pa. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications based on the "per unit" cost submitted in their proposal. This contract will be effective date of agreement through December 31, 2018, with the option to renew for one additional two-year period. Solicitor DeHaven recommended the Board, on behalf of the Planning Commission, award the bid contract for the replacement of the King's Creek Bridge No. 2 and Raccoon Creek Bridge No. 20 to Gary Metzinger Cement Contractor, Inc., Pittsburgh, Pa. The contract authorization amount is $345,755.00 and will be funded from unrestricted Act 13 funds. This bid has been awarded to the lowest most responsive and responsible bidder meeting specifications. BID CONTRACT EXTENSIONS Solicitor DeHaven recommended the Board, on behalf of Purchasing, approve the extension of our current service agreement for the furnishing, delivery and installation or repair of flooring for all Washington County facilities with Don Greer's Fashion Floors, Washington, Pa. This contract extension will be effective through May 31, 2017. All other terms and conditions of the current agreement remain the same. BID CONTRACT PURCHASES Solicitor DeHaven recommended the Board, on behalf of Building & Grounds, award the bid contract for Courthouse and Courthouse Square projects including materials to Automated Logic and Hayes Mechanical. These projects have been recommended for Act 13 funding at a total cost of $56,698.09. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the contract with Automated Logic and Hayes Mechanical. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the resolution. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval to ratify, on behalf of Public Safety, the annual Emergency Performance Grant Annual Assessment for federal fiscal year 2016. The grant itemizes the salaries and benefits of employees within the department. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the annual Emergency Performance Grant Annual Assessment. Chief Clerk presented to the Board for their consideration and approval, on behalf of Public Safety, the appointments to the Local Emergency Planning Committee as required under Act 165, which serves as an advisory group and is made up of elected officials, emergency service, media, community group and facilities representatives. Chief Clerk presented to the Board for their consideration and approval, on behalf of Public Safety, of a lease agreement between SBA Towers VI, LLC, and Washington County Department of Public Safety. This agreement provides SBA Towers to lease ground space of approximately 120 sq. feet at 369 Newland School Road, West Finley, PA, to Public Safety. This agreement will be effective June 1, 2016 for a term of five years. No additional county funds are required. The cost of the conference is $1,300 plus hotel and car rental. Costs will be charged to the Recorder of Deeds Records Improvement Fund. Chief Clerk presented to the Board for their consideration and approval, on behalf of Adult Probation, of a Restrictive Treatment Program grant with the Pennsylvania Commission on Crime and Delinquency in the amount of $588,720. This grant will be effective July 1, 2016 through June 30, 2018. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the grant with the Pennsylvania Commission on Crime and Delinquency. Chief Clerk presented to the Board for their consideration and approval, on behalf of Courts, of travel for one Public Defender employee and four Washington Drug & Alcohol Commission employees to attend the National Association of Drug Court Professionals 22nd annual training conference in Anaheim, CA on June 1-4, 2016. The cost of the five registrations is $3,500 and will be paid from Act 198 substance abuse fee funds. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving travel to California. Chief Clerk presented to the Board for their consideration and approval, on behalf of Purchasing, of an agreement for the provision of repair and maintenance of three generators with Palco Sales Corp., Norvelt, Pa. This agreement will be effective date of agreement and continue year-to-year unless terminated by providing a 30 day written notice. The contract authorization amount is $4,808.20 and repairs will be performed on an as needed time and material basis at a rate of $90.00/hour (M-F, 8:00-4:30) and $180.00 (emergency, weekend and evenings). Chief Clerk presented to the Board for their consideration and approval, on behalf of the District Attorney, of a purchase of two wireless ` jetpack" internet access to be utilized by advocates who will be assisting victims at MDJ offices. The monthly service cost will be $39.99 through Verizon Wireless. The jetpacks are free and will be paid from their operating budget. This purchase is being made from the PA State contract and does not require bidding. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the purchase of two jetpacks. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Redevelopment Authority to adopt a resolution approving the conveyance of two acres of land in the Donora Industrial Park, within the Southgate Urban Renewal Project, in Donora, PA., by the Redevelopment Authority of the County of Washington to The Mon Valley Sewage Authority. ANNOUNCEMENTS An executive session was held at 10 a.m. Wednesday, April 20, 2016, following the agenda meeting to discuss personnel, litigation (Levi vs Washington County) and real estate. The regularly scheduled Salary Board meeting will be held immediately following today's meeting. All County offices will be closed on Tuesday, April 26, 2016, in observance of Election Day.
