Minute No. PB 5-18-16 - Washington County Prison Board
Washington, Pennsylvania, May 18, 2016
The meeting of the Washington County Prison Board was held in the 7th floor conference
room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi and Diana Irey Vaughan; Controller Michael Namie; Sheriff Samuel
Romano; and Judge John DiSalle; absent were Commissioner Harlan G. Shober, Jr. and District
Attorney Eugene Vittone. Also present were: Warden John Temas; Deputy Warden of Security Ed
Strawn; Assistant District Attorney Dennis Paluso; Solicitor J. Lynn DeHaven; Human Resources
Director Kathleen Bali; Washington Drug & Alcohol Commission Director Cheryl Andrews;
Administrative Assistant Joyce Thornburg; Herald -Standard representative Chris Haines; WJPA
representative Jim Jefferson and Observer -Reporter representative Barbara Miller.
Mr. Maggi called the meeting to order at approximately 11:31 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to
Minute No. PB 5-4-16, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 5-4-16 be
approved. The motion was carried with the majority of the Board signifying their approval by
stating "Aye".

WARDEN'S REPORT
Warden Temas presented the following information to the Board:

Warden Temas recommended to the Board to approve a contractual agreement between
Washington County Correctional Facility (WCCF) and Washington Drug and Alcohol Commission
(WDAC) to provide for a case manager on site, fulltime at the WCCF. The case manager will develop
a pre-release/re-entry program in collaboration with the WCCF staff and conduct research and
provide evidenced -based programs guided towards reducing recidivism. The case manager will
also conduct drug and alcohol assessments in the correctional facility and coordinate and deliver a
Public Education Program through a contractual agreement with the Washington School District.
GED courses will be offered as part of this program. Establishing this service within the
correctional facility will maintain standard compliance as established by state and federal law as it
applies to corrections and public education.
This service will be provided at no costs to the taxpayer. Costs not exceeding $23,000 per
year would be paid to the Washington Drug and Alcohol Commission through the Inmate Welfare
Account. This service is a cooperative effort between the Washington School District, WDAC and
WCCF. This agreement is contingent upon approval of the Washington School District Board and
contingent upon approval by the Board of Commissioners at a meeting to be held Thursday, May 19,
2016, Minute No. 1016.
Warden Temas recommended to the Board to hire the following part time employees:
Tami Cowden, part time LPN Victoria Daniels, part time LPN
Kelly Thornburg Bird, part time visitor receptionist
Warden Temas introduced the Executive Director of Washington Drug & Alcohol
Commission Cheryl Andrews. He indicated that Ms. Andrews has worked very hard with the
Washington School District in developing this cooperative effort.
Judge DiSalle entered the meeting.
Warden Temas continued by thanking Ms. Andrews for the work that she has done on this
project and that this is a step in the right direction. Mr .Maggi stated that this is a great program
and that he is excited to see this occur. Judge DiSalle stated that work on re-entry was needed and
that we need to start implementing it. Warden Temas responded that re-entry process should start
at the correctional facility.
Cheryl Andrews was invited to address the Board. Ms. Andrews stated that she is a member
of U.S. Attorney David Hickton's core group that he has put together regarding overdose prevention.
She continued that an area of interest are those leaving the jail and re-entering back into the
community. This is the one of the highest risk populations for overdose. In collaboration with the
University of Pittsburgh, they are conducting studies and looking at other states to see where we
are able to achieve our goal while maintaining fiscal prudence. With overdose prevention, the
introduction of Vivitrol, which is an injectable shot that is a complete antagonist against the use of
opiates, there are different types of protocol that have evidence -based practices that the jail
population is where efforts need to be focused. We have people that are overdosing and dying once
they are released from jail. The whole re-entry, connecting them to services and having a recovery
plan for individuals, we are very excited to be working on this. The case manager employed by the
WDAC agency will live and breathe their 35 hours a week at the jail. We hope to grow this program
and add more staff as a very high percentage of the jail population suffers with addiction. Judge

DiSalle stated evidence shows that this will reduce recidivism. Ms. Andrews affirmed and stated
that services at the jail are now disjointed. There are drug and alcohol services currently but this
program is a way to coordinate everything better. There will be work done with Washington School
District to fulfill the educational component. Judge DiSalle stated that the pilot program has been
utilized and this will be a part of that. He continued that the pilot program is where inmates go
directly from jail to treatment. Ms. Andrews stated that hopefully this will allow for more
individuals to be identified that will be appropriate for this program. Mr. Maggi thanked Ms.
Andrews for her work on this project.
Warden Temas thanked the superintendent of Washington School District Dr. DiLorenzo
who was instrumental in this collaborative effort. Mrs. Vaughan thanked Warden Temas, Ms.
Andrews, their staff and everyone who collaborated on this project. She continued that this has
been needed for a very long time and also stated that of the five women in her class on the previous
day, three out of five had no GED and all have addiction issues.
It was moved by Mrs. Vaughan and seconded by Judge DiSalle to approve the Warden's
Report. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval the bills dated
May 18, 2016, in the amount of $146,840.37.
It was moved by Mr. Namie and seconded by Mr. Romano to approve the bills dated
May 18, 2016. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)

There being no further business, Mr. Maggi declared the meeting adjourned at
approximately 11:40 a.m.
