HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 7-20-16 - 7-20-2016 - PRISON BOARD105 MINUTE BOOK- PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316WI.,n Minute No. PB 7-20-16 Washington County Prison Board Washington, Pennsylvania, July 20, 2016 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; Sheriff Samuel Romano; District Attorney Eugene Vittone; and Judge John DiSalle. Also present were: Acting Warden Ed Strawn; Solicitor Lynn DeHaven; Human Resources Director Kathleen Bali; Administrative Assistant Joyce Thornburg; Observer -Reporter representative Barbara Miller; WJPA representative Jim Jefferson; and Herald Standard representative Steve Ferris. Mr. Maggi called the meeting to order at approximately 11:34 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 6-15-16, each member having received a copy. It was moved by Mr. Vittone and seconded by Mr. Romano that Minute No. PB 6-15-16 be approved. The motion was carried with the majority of the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Acting Warden Strawn presented the following information to the Board: Income from other units for the maintenance of prisoners for Tune 2016 Administrative Fee $5,054.34 Social Security $400.00 Tylenol Monthly sub -total $5.454.34 Year-to-date grand total $152,584.24 Program Fees and Room and Board Income for Tune 2016 Billed Collected Work release $11,579.72 $11,008.72 Weekenders $1,100.00 $1,100.00 Turned over to Clerk of Courts (minus) -0- Adjustments made to billings (minus) -0- Monthly sub -total $12,679.72 $12,108.72 Year-to-date grand total $63,584.72 $621235.72 Facility Pon_ ulation Males Females Total Full time 69 18 87 Work release 27 2 29 Weekend prisoners 3 2 5 Unsentenced prisoners awaiting sentencing and/or trial 170 38 208 Total prisoners 269 60 329 Males Females Total Examinations performed by the nhvsician 33 20 53 New commitments 6 Repeat patients 47 Medical transports performed by the Sheriff 32 Contracted Housing Fee/Month $0.00 MITO MINUTE BO0K PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Acting Warden Strawn recommended the Board approve the bid award for kitchen and housekeeping supplies to the following vendors: A-Z Janitorial Services, Washington, Pa. Central Poly Corp., Linden, N.J. Jack Frye Sales & Service, Clairton, Pa. Janitor Supply, Smock, Pa. All items have been awarded to the lowest most responsive and responsible bidders meeting the specifications. This contract will be effective August 1, 2016 through July 31, 2017, at a total yearly cost of approximately $185,000. Acting Warden Strawn recommended the Board approve to hire the following applicants as part time correctional officers: Shane Villani Brandon Heinzelman Angelo Sanpietro Kathryn Alley Marissa Milbert Samantha Fortner Douglas Foster Chad Armstrong Justin Santoro David Zigmond The above bid award is contingent upon approval at the Board of Commissioners meeting to be held July 21, 2016, Minute No. 1019. It was moved by Mrs. Vaughan and seconded by Mr. Shober to approve the Warden's Report. Mr. Namie inquired about an additional item to be addressed by Acting Warden Strawn for his report. Acting Warden Strawn recommended the Board approve the abolishment of a Correctional Officer II position at an hourly rate of $21.23 and to create a new Lieutenant position in its place. Acting Warden Strawn continued that this was approved previously at a Salary Board reorganization meeting and the Pennsylvania Labor Relations Board is in favor of the position reclassification. Mr. Namie stated that this will be voted on in the Salary Board meeting to be held July 21, 2016, Minute No. SB 7-21-16. It was again moved by Mrs. Vaughan and seconded by Mr. Shober to approve the Warden's Report, including the addition of the position reclassification to the report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated July 20, 2016, in the amount of $177,488.32. Mr. Namie stated this was a little higher than normal considering it includes two months' worth of prescription drugs, water and healthcare payments to Washington Hospital. It was moved by Mr. Namie and seconded by Mr. Romano to approve the bills dated July 20, 2016. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None NEW BUSINESS Mr. Shober made a motion to call for an executive session and seconded by Mr. Vittone at approximately 11:38 a.m. to discuss personnel matters. C Mr. Maggi reconvened the meeting at approximately 11:44 a.m. following the executive session. 107 PRISON BOARD IMR LIMITED E1316649LD MINUTE BOOK WASHINGTON COUNTY, PENNSYLANIA Mr. Shober made a motion to appoint Acting Warden Ed Strawn to be the new Warden, effective immediately and seconded by Judge DiSalle. Mr. Maggi asked for a roll call vote. judge DiSalle - Yes; Mr. Vittone - Yes; Mr. Namie - No; Mr. Romano - No; Mr. Shober - Yes; Mrs. Vaughan - Yes; and Mr. Maggi - Yes. The motion carried with a majority of the full Board voting yes.
