Shober, Jr.; Controller Michael Namie. Also being present: Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Cynthia B. Griffin; Administrative Assistant Joyce Thornburg; Executive Secretary Joy Orndoff; Human Resources Director Kathleen Bali; District Attorney Gene Vittone; Crime Victims Director Judy Nemeth; Deputy Controller Josh Hatfield; Deputy Chief Clerk Mary Helicke; Observer -Reporter representative Barbara Miller; Herald Standard representative Steve Ferris and concerned citizen Frank Byrd. Chairman Maggi called the meeting to order at approximately 10:36 a.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 9-1-16 dated September 1, 2016, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. FOR THE BOARD'S CONSIDERATION COURTS ADULT PROBATION Mrs. Vaughan presented to the board, on behalf of President Judge Emery, Adult Probation; Probation Officer I; Step A-$18.97/hour; create one full-time union position effective 9/15/16. The position will be grant funded and will be available as long as the grant funds are available. Mrs. Vaughan presented to the board, on behalf of President Judge Emery, Adult Probation; Pretrial/Specialty Courts Coordinator; $47,533.00/year; create one full-time salaried position effective 9/15/16. The position will be grant funded and will be available as long as the grant funds are available. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the foregoing personnel request. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. DISTRICT ATTORNEY District Attorney Vittone presented to the board, District Attorney; Legal Secretary; Pay Grade 6 — 90% - $17.105/hour; create one temporary position effective 9/15/16. The position will be eliminated when the current incumbent returns from leave. DISTRICT ATTORNEY — VICTIMS SERVICES District Attorney Vittone presented to the board, District Attorney Victims Services; Victim Advocate; $19,000.00/year; create one part-time salaried position effective 9/15/16. The position will be grant funded and will be available as long as the grant funds are available. FOR THE BOARD'S CONSIDERATION -(continued) CHILDREN AND YOUTH SERVICES Attorney, current salary $72,454.59/year reduced to $70,000.00/year; reduction in annual salary for one vacant full-time salaried position effective 9/15/16. Data Analyst, 80%-$12.83/hour; create one full-time union position effective 9/15/16. PLANNING Summer employee, $10.00/hour; extend one position, not to exceed budget amount, effective retroactive to 8/27/16 through 12/31/16. HEALTH CENTER Nursing Secretary/Confidential, $41,886.88/year reduced to $40,100.00/year; reduction in annual salary for one vacant full-time salaried position effective 9/15/16. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the foregoing personnel request. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. LEAVES OF ABSENCES —September 1. 2016 to September 14. 2016 Chairman Maggi noted for the record the following leaves of absences: Francis Allen, Casework Supervisor, FMLA medical, 08/30/16 to 09/09/16 Melvin Gray, Correctional Officer I, FMLA medical, 08/26/16 to 11/04/16 Justena Kinney, Legal Secretary, FMLA medical, 09/06/16 to 09/20/16 Megan Myers, Certified Nurse's Aide, Intermittent leave for self, 09/09/16 to 09/09/17 Jody Ward, Unit Clerk, FMLA medical, 08/17/16 to 08/21/16 Chairman Maggi stated for the record, items noted during 2016 were incorporated into the Salary Book. It is the consensus of the Salary Board that any procedural errors in the 2016 salary schedule book may be corrected administratively by Human Resources.
