Washington, Pennsylvania, November 3, 2016
The Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pa., with the following members being present: Commissioners Larry
Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr. Also being present: Rev. Robert Hedges, Resurrection
Power Church, Washington, Pa.; Marine Corps League 1138 representative Tom Shade; Solicitor J. Lynn
DeHaven; Director of Administration Scott Fergus; Chief Clerk Cynthia Griffin; Administrative Assistant
Joyce Thornburg; Executive Secretaries Joy Orndoff, Marie Trossman and Randi Marodi; Planning

Mr. Maggi called the meeting to order at approximately 10:00 a.m.
The Rev. Robert Hedges led the meeting with a prayer.
Mr. Shade led the Pledge of Allegiance.
Mr. Maggi entertained a motion approving Minute No. 1024 dated October 20, 2016.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1024, as written.

SPECIAL ORDER OF BUSINESS
Children & Youth representatives Jennifer Johnson and Kate Grant both thanked the Commissioners
for their continued support.

PUBLIC COMMENTS
Mrs. Irey Vaughan read a proclamation declaring November as Adoption Awareness Month. The
proclamation encourages citizens to celebrate adoption and focus attention on children and older youths who
await their own "forever families".
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the proclamation declaring November
as Adoption Awareness Month.

Children & Youth Services representative Kate Grant accepted the proclamation and thanked the
Commissioners for their ongoing support.
Mr. Maggi read a proclamation declaring November 11, 2016, as Veterans Day in Washington
County, and encourages all citizens to participate in activities that bestow honor and commendation on
American Heroes past and present.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the proclamation declaring
November 11, 2016, as Veterans Day.

Motion carried unanimously.
Director of Veterans Affairs Susan Meighan accepted the proclamation. She thanked the
Commissioners for their continued support of her office. She stated that Washington County has
approximately 17,500 veterans and Pennsylvania is the fourth largest state with the concentration of veterans,
trailing behind California, Texas and Florida.
OLD BUSINESS
BID AWARD
Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid contract for outdoor equipment, maintenance and supplies to the following vendors:
Action Equipment Center, Washington, Pa. Contractors Connection, Washington, Pa.
Middletown Tractor Sales, Washington, Pa. Murphy Family, Inc., Washington, Pa.
This contract will be effective November 1, 2016 through October 31, 2017, with the option to
extend for two additional one-year periods. The contract authorization amount is approximately $20,000.
This bid is being awarded to the lowest most responsive and responsible bidders meeting specifications.
Moved by Mr. Shober, seconded by Mr. Maggi, approving the contract with the vendors listed above.

BID CONTRACT EXTENSION
Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid contract extension for auto parts based on the percent discount submitted in their proposal to Smith's
Auto Supply, Washington, Pa. This contract will be effective, January 1, 2017 through December 31, 2018,
with the option to extend for one additional two-year period.

Auto Supply.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid contract extension for alcohol/home monitoring program based on the current pricing and fee schedule
to Vigilnet (Advanced Alcohol Monitoring Programs, LLC.), Omaha, Neb. This contract will be effective
January 1, 2017 through December 31, 2017. This extension is in accordance with the original bid
documents.

Vigilnet.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid contract extension for the provision of repair and maintenance of commercial hot water heaters and
boilers on a time and material basis to Scalise Industries Corporation, Lawrence, Pa. and W.G. Tomko, Inc.,
Finleyville, Pa. This contract will be effective through December 31, 2017, with the option to extend for one
additional year. This is contingent upon approval in the next prison board meeting to be held Wednesday,
November 16, 2016, Minute No. PB 11-16-16.

Industries Corporation and W.G. Tomko, Inc.

through December 31, 2018. This extension is in accordance with the original bid documents.

W.W. Grainger, Inc., Lake Forest, IL.

above listed vendors.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval, on behalf of Public Safety, of
the Act 165 Hazardous Material Response Fund (HMRF) Grant Agreement to be used to support the
emergency efforts of the Washington County Haz-Mat Team. This agreement will be effective July 1, 2016
through June 30, 2017. No additional county funds are required.
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving grant agreement.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning
Commission, of an agreement of sale in the amount of $12,500 for an aerial easement across the panhandle
trail consisting a 1.054 acres and a drainage easement of .046 acres and a temporary construction easement of
.554 acres at the rate of compensation of $2,100 for the Turnpike Commission to construct two crossings
over the Panhandle Trail in Mt Pleasant and Robinson Townships.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning
Commission, of a temporary staging lease agreement with Range Resources to make improvements to the
upper parking field at the fairgrounds to stage equipment for nearby well operations. This is contingent upon
all the necessary approvals from Chartiers Township and the Conservation District for permits and zoning.

agreement with Lori Timlin.

September 19, 2016 through March 19, 2018. No additional county funds are required.

Commonwealth of Pennsylvania Department of Community and Economic Development.

services for the period of September 19, 2016 through March 19, 2018. The funds are provided by the
Pennsylvania Department of Community and Economic Development (DCED) through the Emergency
Solutions Grant Program. The contract authorization amount is $77,415 and no additional county funds are
required.

Chief Clerk presented to the Board for their consideration and approval, on behalf of Aging Services,
of an addendum to our existing agreement with The Roman Catholic Diocese of Pittsburgh for the
Bentleyville Senior Center to include monthly janitorial services for $233.25 and for the purpose of operating
their Meals on Wheels Program. This agreement will be effective through August 31, 2017. The monthly
rent is $833.25 and will be paid from their operating budget.

Catholic Diocese of Pittsburgh.

Chief Clerk presented to the Board for their consideration and approval, on behalf of Adult
Probation, of the purchase of a regular phone through AT&T. This phone is for a probation monitor to have
communication with 911 and for safety while in the field. The service cost will be $39.99/month and will be
paid from their operating budget.

AT&T.

An executive session was held at 10 a.m. Wednesday, November 2, 2016, following the agenda
meeting to discuss personnel and real estate. The regularly scheduled Salary Board meeting will be held
immediately following today's meeting. All county offices will be closed on Friday, November 11, 2016, in
observance of Veterans Day.
