HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 10-19-16 - 10-19-2016 - PRISON BOARD115 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E13166491 n Minute No. PB 10-19-16 Washington County Prison Board Washington, Pennsylvania, October 19, 2016 The meeting of the Washington County Prison Board was held -in the 71h floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi; Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; Sheriff Samuel Romano; District Attorney Eugene Vittone and Judge John DiSalle. Also present were: Warden Edward Strawn; Solicitor Lynn DeHaven; Human Resources Director Kathleen Bali; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Herald -Standard representative Steve Ferris; and Observer -Reporter representative Barbara Miller. Mr. Maggi called the meeting to order at approximately 11:31 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 9-14-16, dated September 14, 2016, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Shober that Minute No. PB 9-14-16 be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. Mr. Vittone entered the meeting at approximately 11:34a.m., followed by Judge DiSalle at approximately 11:37a.m. WARDEN'S REPORT Warden Strawn presented the following information to the Board: Income from other units for the maintenance of prisoners for September 2016 Administrative Fee $89.09 Social Security $2,000.00 Tylenol Monthly sub -total $2.089.09 Year-to-date grand total $166,419.45 Program Fees and Room and Board Income for September 2016 Billed Collected Work release $8,315.40 $7,856.40 Weekenders $700.00 $700.00 Turned over to Clerk of Courts (minus) -0- -0- Adjustments made to billings (minus) -0- -0- Monthly sub -total $9,015.40 $8,556.40 Year-to-date grand total $92,905.04 $91,734.04 Status of prisoners confined at the end of September 2016. This bid has been awarded to the lowest most responsive bidder meeting specifications. If approved, the contract will be effective on the date of agreement. This bid was reviewed and recommended for award by the Correction Facility and Purchasing. [This bid award is contingent upon approval at the Board of Commissioners meeting to be held October 20, 2016, Minute No. 1024.] Warden Strawn recommended to the Board to enter into a renewal agreement with the PA District Attorneys Institute (PDAI) for the maintenance and continuance of the PA Statewide Automated Victim Information & Notification (SAVIN) program. The program is provided to the correctional facility through PA Commission on Crime & Delinquency (PCCD) grant funds for the purposes of victim notification. The SAVIN program automatically notifies a victim 24/7 of an offender's escape, subsequent apprehension, date of release, work release, etc. PCCD will pay 50% of the maintenance and service fees for 2017. Washington County's share for 2017 is approximately $4,473.40. If approved, the renewal agreement will be effective January 1, 2017 through December 31, 2017. It is anticipated that this contract will be renewed for 2018 and subsequent years. A new renewal contract will be issued yearly with a change on the maintenance fee page. [This renewal agreement is contingent upon approval at the Board of Commissioners meeting to be held October 20, 2016, Minute No. 1024.] Warden Strawn recommended to the Board to approve the request for proposal award for inmate telephone services to ICSolutions of San Antonio, Texas. ICSolutions proposed rates are well within what the Federal Communication Commission deems to be fair and reasonable. They also offered 70.1% commission on all calls at .21 cents per minute except for international calls which would be billed at .95 cents per minute. In addition, ICSolutions will provide the county/jail with a $25,000 technology grant which will be fully funded and available to the county/jail immediately upon activation of ICSolutions services. This contract shall remain in effect for a period of 36 months from date of installation. Upon expiration of the initial term, this agreement may be renewed for up to two consecutive additional one-year terms, provided both parties mutually agree in writing. Notice to extend under this provision shall be provided to the contractor no less than 60 days prior to the expiration date. [This request for proposal award was previously approved at the Board of Commissioners meeting held October 6, 2016, Minute No. 1023.1 Warden Strawn recommended to the Board to extend the current pharmacy services contract with Curtis Pharmacy LTC Services, Washington, Pa. This contract extension will be effective through October 31, 2017, and is under the same terms and conditions as the original contract. [This contract extension was previously approved at the Board of Commissioners meeting held October 6, 2016, Minute No. 1023.] Warden Strawn recommended to the Board to award the bid for a security gate for the correctional facility loading dock area to Schrock Fence Company, Inc. of Uniontown, Pa., in the amount of $37,224.00, and will be funded by Act 13 funds. This bid was reviewed and recommended for award by the Correction Facility and Purchasing. He stated that Sergeant Coddington has been employed with the facility for nearly five years and that he is the only employee to ever score a perfect through the academy, on all tests. Warden Strawn recommended to the Board to hire Laura Radcliffe for the vacant Treatment Counselor position. He stated that Ms. Radcliffe has been employed with the correctional facility for four years and with the County for over six years. It was moved by Mrs. Vaughan and seconded by Mr. Namie that the Warden's Report be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye" BILLS Mr. Namie presented to the Board for their consideration and approval the bills dated October 19, 2016, in the amount of $165,239.55. It was moved by Mr. Shober and seconded by Mr. Namie to approve the bills dated October 19, 2016. The motion was carried unanimously with the Board signifying their approval by stating "Aye". OLD BUSINESS None NEW BUSINESS Mrs. Vaughan discussed an article that she shared with the Board from Pennsylvania County News regarding where Washington County ranks in incarceration rates compared to other Pennsylvania counties, per 100,000 in population. She noted that Washington County ranks rather low with 605. Mr. Maggi stated that facility must be doing something right. Mrs. Vaughan agreed and said that she thought it was an interesting comparison to share with the Board.
