HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 11-30-16 - 11-30-2016 - PRISON BOARD119 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA [MR LIMITED E1316649LD Minute No. PB 11-30-16 Washington County Prison Board Washington, Pennsylvania, November 30, 2016 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi; Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; Sheriff Samuel Romano; District Attorney Eugene Vittone and Judge John DiSalle. Also present were: Deputy Warden Waugh; Solicitor Lynn DeHaven; Human Resources Director Kathleen Bali; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Herald -Standard representative Pat Cloonan; and Observer -Reporter representative Barbara Miller. Mr. Maggi called the meeting to order at approximately 11:41 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 10-19-16, dated October 19, 2016, each member having received a copy. It was moved by Mr. Namie and seconded by Mrs. Vaughan that Minute No. PB 10-19-16 be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. WARDEN'S REPORT Deputy Warden Waugh presented the following information to the Board: Income from other units for the maintenance of prisoners for October 2016 Administrative Fee $7,988.39 Social Security $1,200.00 Tylenol Monthly sub -total $9.188.39 Year-to-date grand total $175,607.84 Proeram Fees and Room and Board Income for October 2016 Billed Collected Work release $9,398.00 $9,927.00 Weekenders $255.00 $255.00 Turned over to Clerk of Courts (minus) -0- -0- Adjustments made to billings (minus) -0- -0- Monthly sub -total $9,653.00 $10,182.00 Year-to-date grand total $102,588.04 $101,916.04 Status of prisoners confined at the end of October 2016 Males Females Total Full time 79 13 92 Work release 29 4 33 Weekend prisoners Unsentenced prisoners awaiting sentencing and/or trial 0 170 1 1 53 223 Total prisoners 278 71 349 Males Females Total Examinations performed by the physician 39 34 73 New commitments 4 Repeat patients 69 Medical transports performed by the Sheriff 39 Contracted Housing Fee/Month $0.00 Year-to-date grand total $0.00 120 MINUTE BO0K PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Deputy Warden Waugh recommended to the Board to approve the bid award for refrigeration services for the Correctional Facility to Shearer Heating, Air Conditioning & Refrigeration, Inc. of Washington, Pa., in the amount of $22,511.00 and to be funded from Act 13 funds. This bid has been awarded to the lowest most responsive and responsible bidder meeting specifications. If approved the contract will be effective date of agreement. This bid was reviewed and recommended for award by the Correctional Facility and Purchasing. [This bid award was previously approved at the Board of Commissioners meeting held November 17, 2016, Minute No. 1026.] Deputy Warden Waugh recommended to the Board to extend the contracts for the provision of HVAC maintenance as follows: preventative maintenance to Scalise Industries Corporation of Lawrence, Pa. and time and material repairs to be done on an "as needed" to both Scalise Industries Corporation of Lawrence, Pa., and Hayes Mechanical, LLC. of Export, Pa. These contract extensions are based on the "percent discount" submitted in their proposals and will be effective January 1, 2017 through December 31, 2017, with the option to extend for one additional year. [These contract extensions were previously approved at the Board of Commissioners meeting held November 17, 2016, Minute No. 1026.] Deputy Warden Waugh recommended to the Board approve the renewal agreement with Lexis Nexis for legal research for the inmate's law library at a cost of $7,272.00 per year for three years effective December 1, 2016 through November 30, 2019. There is no increase in cost and this is for a stand-alone system with no books or disks. [This renewal agreement was previously approved at the Board of Commissioners meeting held November 17 2016, Minute No. 1026.] Deputy Warden Waugh recommended to the Board to extend the contracts for the provision of repair and maintenance of commercial hot water heaters and boilers to Scalise Industries Corporation of Lawrence, Pa. and W.G. Tomko, Inc. of Finleyville, Pa for work to be done on a time and material basis. These contract extensions will be effective through December 31, 2017, with the option to extend for one additional year. [These contract extensions were previously approved at the Board of Commissioners meeting held November 3, 2016, Minute No. 1025.] Deputy Warden Waugh recommended to the Board to approve a purchase from Don Greer's Fashion Floors of Washington, Pa. for replacement flooring for the Washington County Correctional Facility's eight housing pods. The total cost is $49,073 and has been recommended for Act 13 funding. The proposed purchase would be made via a bid contract and therefore does not require bidding. [This purchase is contingent upon approval at the Board of Commissioners meeting to be held December 1, 2016, Minute No. 1027.] It was moved by Mrs. Vaughan and seconded by Mr. Shober that the Warden's Report be approved. Judge DiSalle asked if the county's Law Library helps with the Lexis Nexis hub. Deputy Warden Waugh responded that the facility's counselors assist inmates on how to navigate online. Mr. Shober asked if the facility gets updates for the $7,272.00. Deputy Warden Waugh confirmed that updates are downloaded throughout the year, including any legal changes. Judge DiSalle commented that it is an online subscription. It was moved by Ms. Namie and seconded by Mrs. Vaughan to approve the bills dated November 30, 2016. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS None.
